HomeMy WebLinkAbout10/04/1965 Business Meeting 69 October 4, 1965 The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Lambert, Larson and Lynch, City Manager Smith and City Attorney Andrews present on roll call, Robinson absent and excused. MOVED by Lynch, seconded by Brazier that Councilmen Brown and Kurbitz be excused from this meeting. Kurbitz present after 3 :12 P.M. The Invocation was given by Councilman Lambert. The minutes of the regular meeting of 'September 27, 1965, having been duly certified accurate by two councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. In accordance with Resolution No. D -$57, which adopted the 1966 Preliminary Budget for the City of Yakima and Notice of Hearing having been given by the City Clerk, Mayor Larson declared the meeting open for hearing on the proposed 1966 Budget. Mayor Larson stated that the Council had studied the Preliminary Budget for 1966 and the possible Budget Revi- sions for Inclusion in the Final Budget as offered by City Manager Smith, and suggested that a motion be made by Council members to prepare the ordinance adopting the 1966 Budget as submitted or incorporating one of the alternates offered in the City Manager's memo. It was MOVED by Lynch, seconded by Lambert that an Ordinance be prepared by the staff, incorporating Alternate A into the Final Budget, which will be a total net budget reduction_ of $11,525 from the Preliminary Budget. Dick Landis, Ken Groth, Pete Moore, Omer Gress and Fred Taylor questioned and discussed with members of the Council, matters concerning the 1966 Budget. Councilman Brazier commented that up to now the Telephone and Electric Power companies have had the same Tax and that he favored the proposed increase in Utility Taxes of 1 /2% on the Power Company and the 22% on the Telephone Company this year because of the cut in the Federal Excise Tax for the Telephone Company. He also stated that . should the occasion arise again when we have to increase the utility taxes, that the bulk of this should be added to the other utility companies rather than the telephone company. Councilman Kurbitz present for the balance of the meeting. Ellis Stillman, District Manager for the Telephone Company, indicated that while the Telephone Company does not feel that because of the cut in the Federal Excise Tax on telephones, that it should be taxed more than other utilities, it is willing to stand its fair share of taxes and that all utilities should be taxed the same. Councilman Lambert indicated her disapproval of the deletion of the extra half -time overtime pay for police and firemen, but could see no way around it. In discussing utility taxes she indicated that she did not believe that other fuels can be considered as taxable utilities. Mayor Larson stated that he would like to see the half -time overtime pay left in the Budget for the firemen and policemen.. He indicated that he favored passing the 1966 Preliminary Budget exactly as it is as he would like to stand back of the staff as much as possible in their suggestions on the Budget. Mayor Larson also stated that he felt that the Utility Tax should be equated as much as possible. Councilman Lynch pointed out that not all of the Council members are in favor of the Budget, that he was not happy with it because of the tax increase, but would like to back up the City Staff wherever he can to incorporate basically everything the City has asked for, and could see no other way to provide pay increases for police and firemen which he felt are needed. . Councilman Kurbitz said that although he would like to see employees get raises in pay, he regrets that he is opposed to this Budget and that he is also opposed to raising taxes. He further stated that if we're going to stop the trend in rising taxes we are going to have to do it here in Yakima. He mentioned the petition that was signed some time ago by 5,000 people objecting to an increase in the Utility Tax. There being no one wishing to speak further on the matter of the 1966 Budget, Mayor Larson asked for a roll call vote on the motion: carried, Brazier, Lambert, Larson and Lynch voting aye on roll call. Kurbitz voting nay on roll call. Brown and Robinson absent. This being the time fixed for the hearing on the Assessment Roll for L.I.D. No. 92$, Madera Heights, Schmidt's Uplands and L. K. Buchanan's Addition Sanitary Sewer, and there being no protests in writing or otherwise, it was MOVED by Lynch, seconded by Lambert that Ordinance No. 719 confirming said assessment roll and every part thereof, be passed as read: carried, Brazier, Kurbitz, Lambert, Larson and Lynch voting aye on roll call. Brown and Robinson absent. ORDINANCE NO. 719, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 92$ as created and established by Ordinance No. 553 of the Ordinances of the City of Yakima. There being no further business to come before the Council, it was MOVED by Lynch, seconded by Brazier that we do now recess at the hour of 3:45 P.M. to continue the hearing on the 1966 Budget on Thursday evening, October 7, 1965 at the hour of $ :00 P.M.: carried, Brazier, Kurbitz, Lambert, Larson and Lynch voting aye by voice vote. Robinson absent and excused= The Invocation was given by Councilman Kurbitz. • AL October 7, 1965 This meeting being convened for the purpose of considering and passing an ordinance pro - viding for the 1966 Budget, it was MOVED by Lynch, seconded by Lambert that Ordinance No. 720 adopting a budget for the City of Yakima, Washington, for the year of 1966, appropriat- ing funds for the estimated expenditures, and fixing and levying the amount of taxes necessary to balance the estimated revenue with the estimated expenditures, be passed as read: carried, Brazier, Brown, Lambert, Larson and Lynch voting aye on roll call. Kurbitz voting nay on roll call. Robinson absent. Councilman Kurbitz indicated he is not in favor of this budget because he is not in favor of raising taxes and because certain matters concerning Utility taxes have not as yet been settled. ORDINANCE NO 720, AN ORDINANCE adopting a budget for the City of Yakima, Washington, for the year of 1966, appropriating funds for the estimated expenditures, and fixing and levy- , ing the amount of taxes necessary to balance the estimated revenue with the estimated expenditures. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Lynch, that we do now adjourn at the hour of $:10 P.M.: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye by voice vote.
