HomeMy WebLinkAbout09/27/1965 Business Meeting rV 77 September 27, 1965 The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown, Lambert, Larson and Lynch, City Manager Smith and City Attorney Andrews present on roll call, Robinson - absent and excused. MOVED by Lynch and seconded by Brown, that Councilman Kurbitz be temporarily excused from this meeting. Kurbitz present after 3:10 P.M. The Invocation was given by Councilman Brazier. The minutes of the regular meeting of September 20, 1965, having been duly certified . accurate by two councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. . An Ordinance authorizing a temporary loan and appropriating $9,520 from Cumulative Reserve Fund for Domestic Water Supply Development to the Cemetery Fund, having been read in its entirety at the regular meeting of September 20, 1965, was read by title only at this meeting. It was MOVED by Lynch, seconded by Lambert that Ordinance No. 713 providing for said appropriation be passed as read: carried, Brazier; Brown,Lambert, Larson and Lynch voting aye on roll call. Kurbitz and Robinson absent. ORDINANCE NO. 713, AN ORDINANCE authorizing a temporary loan of $9,520 from the Cumulative Reserve Fund for Domestic Water Supply Development to 350 - Cemetery Fund, and providing for the repayment thereof; appropriating $9,520 from unappropriated monies in 350 - Ceme- tary Fund, to Account 910, Land, of the Capital Outlay Classification, of the 1965 approp- riation for 350 - Cemetery Fund. This being the time for the hearing on the assessment roll for L.I.D. No. 921, Carriage Hill Drive and Larson's Lots No. 2 Domestic Water Project, and there being no protests in writing or otherwise, it was MOVED by Brazier, seconded by Brown that Ordinance No. 714 confirming said assessment roll and every part thereof, be passed as read: carried, Brazier, Brown, Lambert, Larson and Lynch voting aye on roll call. Kurbitz and Robinson absent. ORDINANCE NO. 714, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 921 as created and established by Ordinance No. 532 of the Ordinances of the City of Yakima. Kurbitz present for the balance of the meeting. This being the time fixed for the hearing on the Appeal, from the Planning Commission's decision, as filed by Michael A. Polo with regard to the rezone of property at 201 Hall Avenue, it was MOVED by Lambert, seconded by Brown that Resolution No. D -869, being a Resolution affirming action of the Planning Commission denying said application for rezone, be passed as read: carried, Brazier, Brown, Lambert, Larson and Lynch voting aye on roll call. Kurbitz voting nay on roll call. Robinson absent. Mrs Polo and her son, 3401 Roosevelt Avenue, being present, stated they had purchased the property for the purpose of building a barbershop and would like the property zoned for this purpose. Councilman Kurbitz spoke in favor of the rezone and indicated several property owners were in favor. Mr. Uebelacker, 207 Hall Avenue, Mr. Hargreaves, 208 Hall Avenue, Mr. Cronkite, 1315 Brown Avenue, and Mr. A. C. Davis, were present and expressed their opposition to this rezone. Mrs. Russell, 1101 Summitview Avenue, indicated that she would be in favor of the rezone only if the area to the east along Summitview should also be zoned for business. Councilman L_y -h' mentioned that the. Planning Commission had voted 7 to 1 in keeping this property R -3. RESOLUTION NO. D- 869, . A RESOLUTION affirming the action of the Planning Commission in denying the application of Michael A. Polo to rezone property at 201 Hall Avenue in the City of Yakima from R -3, Multiple - Family Zone, to B -2, Local Business Zone. This being the time fixed for the hearing on Petition No. 408, as filed by Rex E. Sweitz requesting the rezoning of property located at South 45th Avenue and Tieton Drive, and the Planning Commission recommended the rezone of said property, it was MOVED by Brown, seconded by Lynch, that Ordinance No. 715 providing for said rezone be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye on roll call. Robinson absent. ORDINANCE NO. 715, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located at 45th Avenue and Tieton Drive, in the City of Yakima, Washington, from R -1, One- Family Zone, to R -2, Two- Family Zone. This being the time fixed for the hearing on the Planning Commission's Resolution of Intention to rezone the Kausner property at 4807 Tieton Drive, it was MOVED by Brazier, seconded by Lynch that Ordinance No. 716 providing for said rezone be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye on roll call. Robinson absent. ORDINANCE NO. 716, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located at 4807 Tieton Drive, in the City of Yakima, Washington, from R -1, One- Family Zone, to B -2, Local Business Zone. This being the time fixed for the hearing on the Planning Commission's Resolution of Intention to rezone the property of Marguerite L. Hackett and Virgel E. Walker, located on the south side of Nob Hill Boulevard in the vicinity of South 18th Avenue, it was moved by Lynch, seconded by Lambert, that Ordinance No. 717 providing for said rezone be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye on roll call. Robinson absent. ORDINANCE NO. 717, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located on the south side of Nob Hill Boulevard, in the Incinity of South 18th Avenue, in the City of Yakima, Washington, from R -3, Multiple - Family Zone, to B -2, Local Business Zone. Petition No. 421, having been filed on September 21, 1965, with the City Clerk, by J. I. Martin and others, requesting construction of water mains in the area of South 21st Avenue from Tieton Drive to MacLaren Street and MacLaren Street approximately 150 feet West from South 21st Avenue, it was MOVED by Lynch, seconded by Lambert that said petition be re- ferred to the City Manager and Staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, and Lynch voting aye by voice vote. Robinson absent. AL 78 September 27, 1965 MOVED by Brazier, seconded by Lambert that Ordinance No. 71$, relating to the classifica- tion plan and salary ranges for City employees, and amending the City Code, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye on roll call. Robinson absent. City Manager Smith explained that this was to mainly create, or revive, the classification in the pay plan for the position of Lieutenant in the Police Department. ORDINANCE NO. 71$, AN ORDINANCE relating to the classification plan and salary ranges for employees of the Police Department of the City of Yakima and amending Section 2.20.100(h) of the City of Yakima Municipal Code. MOVED by Lynch, seconded by Lambert that Resolution No. D -$70, authorizing the execution of a Farm Lease Renewal Agreement between the City of Yakima and Leon Z. Rowley for certain property at Yakima Municipal Airport, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye on roll call. Robinson absent. RESOLUTION NO. D -$70, A RESOLUTION authorizing and directing the City Manager and City Clerk to execute a Farm Lease Renewal Agreement between the City of Yakima and Leon Z. Rowley. . MOVED by Lambert, seconded by Brown that Resolution No. D -$71, authorizing execution of a Farm Lease Renewal Agreement between the City of Yakima and LeRoy Schreiner for certain property at Yakima Municipal Airport, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye on roll call. Robinson absent. RESOLUTION NO. D -$71, A RESOLUTION authorizing and directing the City Manager and City Clerk execute a Farm Lease Renewal Agreement between the City of Yakima and LeRoy Schreiner. The City Engineer reporting the completion of L.I.D. No. 933, South 44th Avenue Sanitary Sewer District, it was MOVED by Lynch, seconded by Brown, that October 25,'1965, be fixed as the time for hearing on the assessment rolls for said district and that the City Clerk give due notice by publication and to each property owner as required by statute: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye by voice vote. Robinson absent. Representing the Yakima Valley Regional Library, Mrs. Helen Gilbert, Librarian, introduced Mrs. June Thurston, the new Librarian, and Mr. Walter Lewis, Chairman of the Budget Com- mittee. Mrs. Thurston spoke on the matter of the Library Budget, indicating that they were not making any requests other than what is already allowed in the Preliminary Budget. Councilman Lambert reported on attending the Planning Association of Washington meeting in Vancouver, September 24 and 25, that it was a very informative meeting, and that she would advise every Councilman to attend such a meeting. There will be another meeting on plan- 111 ,ning in Richland in February, and one in Renton in the Fall. City Manager Smith requested permission to send Alarm Superintendent, Ed Rumsey, to the International Signal Association Meeting in Portland, Oregon, from October 4 - 7, at an . approximate expense of $110.00. It was MOVED by Kurbitz and seconded by Brazier, that Ed Rumsey be allowed to attend this meeting with expenses paid: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye by voice vote. Robinson absent. City Manager Smith read a letter from Robert N. Bargewell, Acting Manager of the Yakima Chamber of Commerce, regarding their action on the request of Herbert K. West, Executive Manager of the Port of Chelan County, in which he asked for a resolution supporting the extension of the navigation on the Columbia River from the head of the McNary Pool through the Rock Island Dam. The Yakima Chamber of Commerce Board of Directors voted unanimously to table action on this request based on the fact the U. S. Corps of Army Engineers have not completed their feasibility study. It was MOVED by Brazier, seconded by Lynch that th:. City Council follow the action of the Chamber of Commerce: carried, Brazier, Brown, KurbitJ, Lambert, Larson and Lynch voting aye by voice vote.
