Kurbitz absent. MOVED by Robinson, seconded by Lynch that Councilman Kurbitz be excused from this meeting. Carried: Brazier, Brown, • Lambert, Larson, Lynch and Robinson voting aye on roll call vote. The Invocation was given by Councilman L ynch. The minutes of the regular meeting of August 16, 1965, having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said. ::minutes be approved as recorded. . An Ordinance appropriating $1,000 to Expert Services Account from unappropriated...monies in the•Current Expense Fund to pay the expenses of a bus. system study for the benefit of the City of Yakima having been read in its entirety at the regular meeting on August 16, 1965, • was read by title only at this meeting and it was MOVED by Robinson, seconded by Brown, that Ordinance No. 690 providing for said appropriation be passed as read; carried: . Brazier, Brown, Lambert, Larson, Lynch and Robinson voting'aye on roll call vote. Kurbitz absent. . • ORDINANCE NO. 690 - AN ORDINANCE appropriating the amount of 51,000 from unappropriated • monies in the Current Expense Fund to Account No. 115 -230, Expert Services, of the Main- tenance and Operation Classification, in the 1965 appropriation for 115, Statutory and . An Ordinance appropriating the amount of 33,675 from unappropriated monies in the Irriga- tion Fund for part -time, temporary, overtime and special assignment wages of employees in the Irrigation Department, having been read in its entirety; was ordered laid on the'table for one week or until the regular meeting of the City Council to be held August 30, 1965. • MOVED by Lambert, seconded by Brown, that Resolution No. D -851 being a resolution of inten -, tion to improve certain property by construction of water mains and fixing the time of hear- ing on said matters for the 13th day.of September, 1965, be passed as read; carried: Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call vote. Kurbitz absent. • Public Works Director John Mayo presented his report on the 30 -day period for filing protests on Local Improvement Districts No -. 942 and 943. There were no protests on L.I.D. No. 943 be amended to eliminate South 8th . Street as a result of the 54% protest file by property owners; carried: _Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on voide vote. Kurbitz absent. Discussion on the South 38th Avenue section indicated that the Metropolitan Park District's protest had been remove d and that the percentage of protest represented that.of property owners on South 38th Avenue. Mr. .Mayo, stated that the right of way existing between the Geoghegan • • *RESOLUTION NO. D -851 - A RESOLUTION of intention to create a local improvement district. • • • • . • property and the Norris property is inadequate to build the desired 32 -foot residential street. Due to the reluctance of these two property owners to give additional right of way . at this time, Mr. Mayo recommended that this section be modified to provide for the • grading, ballasting, surfacing and construction of curbs and gutters on a •narrower section utilizing existing. right of way between the Geoghegan and N property. Council agreed. IfIOVED by Robinson seconded by Lambert, that the City Attorney be instructed to prepare an amendment for Ordinance No. 673 creating L.I.D. No. 943 eliminating the improvement of West Walnut from 44th Avenue to Chisholm Trail;. carried: Brazier, Browri, Lambert, Larson, Lynch and Robinson voting aye on voice vote. Kurbitz absent. Discussion indicated . that there was strong protest against the extension of West Walnut by property owners in the immediate area of -44th Avenue, but these property owners and those in the adjacent• .area were highly in favor of improving West Walnut from 44th Avenue to 4th Avenue. • MOVED by Brazier, seconded by Lambert, that Mr. Charles B. Fowler be re- appointed to.• :serve. a full.six -year term on the Planning Commission upon the expiration of his term August 31, 1965; or until August 31, 1971; carried: Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on voice vote. City Manager George Smith called on Public Works Director John Mayo to report on the result.• of the bid opening held on a process which has been demonstrated to them for detecting and repairing leaks in sewer lines with TV apparatus, using such apparatus for a period of 150 • hours. Iwo bids were received: Soil Solidi,fiers'of Seattle,.Inc., at $5,222.50 plus tax and Ed Wright & Sons Soil Control at $10,762.50. Mr. Mayo explained the details of the process stating that these are the only ttiro companies which handle this type of process- - Soil Solidifiers being the parent company of the 2nd bidder. The difference in the bids was based on the fact that Soil Solidifiers is contemplating a long -range employment of thi•. process by the City should the bid. be accepted. Mr. George Smith confirmed Mr. Mayo's statements of the effectiveness of this process in their work.and indicated that if the 150 ' hour trial period proves satisfactory that they.plan to use the technique in the future. MOVED by Lynch, seconded by 'Lambert, that said.bid be awarded to Soil Solidifiers of.Seatt1i, Inc., and that the City Manager is- hereby authorized to enter into a contract with said bidder upon his filing of the proper bond and insurance; carried: Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye -on voice vote. Kurbitz absent. . Mr. Garrett Anderson was present and indicated his interest in the matters pertaining to ' salaries and budget as concerns city employees. Councilman Lambert who recently attended a meeting concerned with the project of-the civic auditorium in Portland, reported on the meeting which was held at the Portland Coliseum wit the Portland Chamber of Commerce, and stated that the Chamber of Commerce would be circu- lating a summary of the project for informational purposes. • City Manager George Smith recommended the Council allow John C. Danker and Paul Page to • make a one -day trip Portland on August 25th to pick up two communitors for the Water Department, the expense involved being time and lunch only. A savings•of $35. on freight is effected by transporting the equipment in this way from Portland:to Yakima. MOVED by Robinson, seconded by Lynch, that Paul Page and John Danker be allowed to make this trip to Portland to pick up two communitors with all expenses paid; carried: Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on voice vote. Kurbitz absent. City Manager George Smith requested permission to attend the National City Managers' • Annual Convention September 23 -25, 1965, in Montreal,. Canada. The estimated cost would be $375. MOVED by Robinson, seconded by Lynch that.Mr. Smith be. allowed to attend said Convention in Canada with his expenses paid; carried: Brazier, Brown, Lambert, Larson; • Lynch and Robinson voting aye on voice vote.
