Councilmen Lambert and Lynch absent and excused by Mayor Larson. City Attorney absent and on vaca- tion : • The Invocation was given by Councilman Brazier. .' The minutes of the regular meeting of August 9, 1965, having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes . be approved as recorded. • Petition No. 405 having been filed by A. A. Kauzlarich et al on August 12, 1965, . with the City Clerk, it was moved by Robinson, seconded by. Brown, that said Petition for annexation • filed by. A. A. Kauzlarich et al, being Petition No. 405 be referred to the City Manager and Planning Commission -for study and recommendation;. carried: Brazier, Brown, Kurbitz, Larson and Robinson voting aye by voice vote. Lambert and Lynch absent. • An Ordinance appropriating the amount of 51,000 from unappropriated monies in the Current Expense Fund to Statutory and General Department in the 1965 budget having been read in its entirety, was ordered laid on the table for one week or until the regular meeting of the City Council to be held August 23, 1965. • • MOVED by Robinson, seconded by Brown, that Ordinance No. 688 fixing time of delinquency of installments and providing for.the issuance of installment notes for the payment of the unpaid portion of L.I.D. 922, Wallingford's Subdivision, Anderson's Replat, Morris Garden, Carriage Hill Drive and Larson's Lots No. 2 Sanitary Sewer District, be passed as read; carried: Brazier, Brown, Kurbitz, Larson and Robinson voting aye, on roll call vote. Lambert and Lynch absent. ORDINANCE NO. 688 - AN ORDINANCE fixing the time of delinquency of installments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 922, and providing for the issuance of Local Improvement District Installment Notes for the payment of the unpaid portion thereof. MOVED by Brown, seconded by Robinson that Ordinance No. 689 fixing time•of delinquency of installments and providing for the issuance of installment notes for the•payment of the unpaid portion•of L.I.D. 923, Summitview Ave., 40th to 42nd Ayes. Paving District, be passed as read; carried: Brazier, Brown, Kurbitz, Larson and Robinson voting aye on roll call vote. Oxford and Cook it. was MOVED by Robinson, seconded by Brazier, that-the report of the City Engineer dated • August 13, 1965, be approved for payment; carried: Brazier, Brown, Kurbitz, Larson and Robinson voting aye on voice vote. . • Kenneth Hunzinker, 1702 Plath Avenue, representing a group of citizens in the area of his residence, filed with the City Council a petition signed by 25 citizens requesting that the corner of Plath Avenue and 18th Avenue be surveyed gn feasibility of a stop sign on the Plath Avenue approachsto 18th Avenue, as it ha_s roven to the residents in • the area that the corner is hazardous. Council and City Manager. George Smith assured Mr. Hunzike.r that .this request would be given every consideration and that he would receive a report of the findings and their disposition within two weeks. City Manager George Smith called on Public Works Director John Mayo to report on a situa- tion which has arisen in regard to constructing a new sanitary sewer line on Englewood Avenue. The location of the proposed sewer which will serve the new Fountain Nursing • Home and Harold Sanford's new High View Courts plat is such that the city would benefit if the existing 4" wood stave Nob Hill water main on Englewood Avenue could be abandoned. • Mr. Mayo explained that our existing agreement with Nob Hill relative to switch g customers to Yakima mains covered this service area. There are 17 . customers including 5 residing outside the city limits who would be affected by such a change. After discus- sion concerning rates for customers inside and outside, the Council indicated that they would favorably consider a revision to the Water Code which would give the same rates to customers inside and outside the city limits, including the irrigation rate, where the • changeover had been.made at the request of the city and was for the city's benefit. Members of the city staff were directed to contact the affected property owners to seek their voluntary agreement to change from the Nob ,Hill water system to the city domestic system. • • • • 61 AUGUST 16, 1965 There being no further business to come before the Council, it was moved by Lynch, seconded by Brown that we do now adjourn.attthe hour of 8:55 p.m.; carried: Brazier, Brown, Kurbitz, Larson, and Robinson voting aye by voice vote.
