HomeMy WebLinkAbout06/01/1965 Business Meeting JUNE 1, 1965 The City Council met in regular session, Mayor Larson, Councilman Brown, Kurbitz, Lambert, Lynch and Robinson and City Manager Smith and City Attorney Andrews present on roll call. Brazier not seated on roll call because of telephone calls but present off and on during unfinished business , hearings on agenda, or until the.`Ilour of 3:45 P.M. The Invocation was given by Councilman Kurbitz. . The Minutes of the regular meeting of May 24, 1965 having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. MOVED by Lynch, seconded by Lambert that Resolution No. D -817 , a resolution authorizing the payment of $15.60 to Clifford M. Campbell in settlement of a damage claim be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Brazier not voting as not in Council. chambers. RESOLUTION NO. D -817, A RESOLUTION authorizing the payment of $15.60 to Clifford M. Campbell in settlement of a Damage Claim. This being the time for the hearing on Resolution No. d -805 being a resolution of intention to construct curbs, gutters, and surfacing of a portion of Nob Hill Boulevard, it was MOVED by Robinson, seconded by Brown that Ordinance No. 654, and Ordinance providing for said improvements be passed as read; In discussion, the majority of persons protesting this L.I.D. were only against the sidewalk portion of this improvement. Those protesting were J. Milton, Mrs. Baker, Mrs. Graves, Mrs. Wells, Mrs. Jenkins, The pastor of Church of God, Mrs. Reed, Mr. Almendinger. These persons were asked by the Council to file written protests with the clerk. It was noted that written protests to this improvement were filed with the City Clerk by Donald George, and Esther Bergland..All persons having been heard, Mayor Larson asked for a roll call vojte on the motion to pass Ordinance No. 654 and it carried: Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz not voting, . stating that property owners have . the right to vote out an L. I. D. if the majority of property owners wish to do this, and this is not possible in this L.I.D. as the city is sharing in the expense of the project. A Notice of Intention to Commence annexation proceedings having been filed with the City Clerk on May 29, 1965 by J. Grant McDaniel praying for the annexation of property located East of 24th Avenue to 22nd Avenue and South of West Logan Avenue through a portion of Calvary Cemetery, and the signer of said notice being present at this meeting, it was MOVED by Robinson, seconded by Lambert that this date June 1, 1965 be the time of meeting with the initiating party carried, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Brazier absent. The Initiating party, J. Grant McDaniel, having stated to the Council that the area to be'annexed is willing to assume its share of the city's existing indebtedness, it was MOVED by Robinson, seconded by Lynch that the annexa- tion proposed by said party be accepted by the City of Yakima and that the area to be annexed be required to assume its share of the city's existing indebtedness: carried, Brown, Kurbitz, Lambert, Larson, Lynch and :Robinson voting aye by voice vote. A Notice of Intention to Commence annexation proceedings having been filed with the City Clerk on June 1, 1965 by John Mayo praying for the annexation of property located on 58th Avenue between Englewood and Scenic Drive and signer of said notice being present at this meeting, it was MOVED by Robinson, seconded by Brown that this date June 1, 1965 be the time of meeting with the initiating party; carried, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. The Initiating party John Mayo, having stated to the Council that the area to be annexed is willing to assume its share of the city's existing indebtedness, it was MOVED by Robinson, seconded by Lambert, that the annexation proposed by said party be accepted by the City of Yakima and that the area to be annexed be required to assume its share of the city's existing indebtedness; carried, Brown, Kurbitz, Lambert, Larson, Lynch. and Robinson voting aye by voice vote. An Ordinance appropriating the amount of $7,560 from unappropriated money in the Current Expense Fund to 1965 Budget for the Engineering Division having been read in its entirety ' ?was ordered laid on the table for one week .or'until the next regular meeting of the City Council to be held on June 14, 1965. MOVED by Robinson,, seconded by Lynch that Ordinance No. 655, and ordinance relating to traffic regulations and amending Yakima Municipal Code be passed as read; carried, Brown, Kurbitz, Lambert, Larson, Lynch, and Robinson voting aye on roll call. ORDINANCE NO. 655, AN ORDINANCE relating to traffic regulations; exempting tank trucks en- - gaged in the transportation of fiamable liquids from the provisions of Chapter 9.56 of the City of Yakima Municipal Code; adding Section 9.56.005 as a new section of the City of Yakima Municipal Code; and declaring an emergency. MOVED by Lynch, seconded by Brown that Resolution No. D -818 , a resolution authorized pay- ent of $14.83to James B. No. 923, SummiLview Avenue, 40th to 42nd Avenue , Curbs, Gutter and Paving District, it was MOVED by Lynch, seconded by Robinson that June 28., 1965 be set as the date of hearing on assessment roll for said district and that the City Clerk give due notice of hearing by publication and to each property owner as provided by law; carried, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Brazier absent. The following bids having been received by a Bid Board; Yakima Cement and Asphalt Paving Co. $102,612.00 . Superior Asphalt & Concrete Co. 105,970.90 Bohannon Asphalt Paving Inc. 112,841.70 for the 1965 Asphalt Concrete Overlay Program, and the City Engineer recommending the bid of Yakima Cement and Asphalt Paving Co. of Yakima as the lowest and best bid, it was MOVED by Robinson, seconded by Lynch that said bid in the amount of $'102,612,00 be awarded to Yakima Cement)and Asphalt Paving Co. for the 1965 Asphalt Concrete Overlay Program and that the City Manager be and is hereby authorized to enter into a contract ofC- behalf of the City of Yakima with said contractor upon the filing of the proper bond and insurance; carried, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Donald Woodside having presented copies of a proposed Ordinance regulating and licensing the business of vehicle wrecker and towing service to the Council and having requested the Council to pass said ordinance,rit_Was.MOVED by Robinson, seconded by Lambert that this mat -r be referred to the City Manager and Staff for study and recommendation; carried, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Price Cold Storage, Gleed, Washington having requested city water connections and the installation of 2 fire hydrants at their plant in Gleed, at the request of Fire Insurance Undwerwriters, and said Price Cold Storage having stated that they are willing to pay for the cost of installation and the monthly service fee, it was MOVED by Robinson, seconded by Brown that this request be granted; carried, Brown, Kurbitz, Lambert, Larson, Lynch and. Robinson voting aye by voice vote. Brazier absent. .
