HomeMy WebLinkAbout04/05/1965 Business Meeting • 9' • • • • • • APRIL 5, 1965 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson and.City Manager Smith and City Attorney Andrews ,present on roll. call. • ill The invocation was given by Councilman Lynch. • The minutes of the regular meeting of March 29, 1965 having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. • In accordance with action taken by the City Council at their regular meeting of February $, 1965, the abatement of property located at South Naches Avenue was -brought on for discussion. Manager Smith and Building. Inspector Mc Coy explained that nothing further • has been done to clean up this property and recommended that the ordinance authorizing the City Attorney to 'commence action for abatement. be passed. Mr. Mc Coy showed snap shots of the property which were taken on this date. A MOTION having been made by Councilman Lynch and seconded by Councilman Robinson at the regular meeting of January 4, 1965 to pass and ordinance providing for said abatement, Mayor Larson called for a roll call vote on said motion and Ordinance No. 632 was passed as read: carried, Brazier, Brown, Lambert ,Larson • Lynbh and Robinson voted aye on roll call. Councilman Kurbitz not voting stating that he 1 0 has not seen the property and is not familiar with the case. ORDINANCE NO. 632, AN ORDINANCE declaring buildings at 1110 South Naches Avenue, within the City of Yakima, to be a nuisance; requiring the abatement and removal of the same; pro- . • viding for serving of Ordinance; and directing the, City Attorney of the City of Yakima to commence an action for abatement of said nuisance,and declaring an emergency. ' This being the time fixed by the Council to hear the matter of rezoning property between 217 and 211 North Grandview Avenue as requested by Mr. Paul T. Findley on Petition No. 315 and the Planning Commission recommending said rezone, it was MOVED by Brown, seconded by . Lambert that Ordinance No. 633 providing for said rezone, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. There were no protests in writing or otherwise. to this action. • ORDINANCE NO. 633, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property consisting of a vacant lot between 211 and 217 North 32nd Avenue, 210 214 North 32nd Avenue., 217 North 32nd Avenue, 30$ North 32nd Avenue, and 216 North 31st Avenue in the City of Yakima, Washington, from R -1, One- Family Zone, to R -2 Two Family Zone'. , This being the time fixed for the hearing on,Resolution No. D -7$1 a resolution of intention to create a local improvement district for the construction of a domestic water system in • the Blossom Hill Addition and there being no protests in writing or otherwise, it was MOVED by Robinson, seconded by Brown that Ordinance No. 634 providing for said improvement and creating L.I.D. No. 936, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert Larson, Lynch and Robinson voting aye on roll call. ORDINANCE NO.' 634, AN ORDINANCE providing for the improvement of certain property by con - structing the .necessary mains, fire hydrants valves and other appurtenances for the purpose of supplying water for domestic. use and fire protection; establishing a Local Improvement District, providing for the method of payment thereof, and creating a special fund. This also being the date fixed for the hearing on Resolution No. D -7$2, a resolution of in- tention.to create a local improvement•district for the construction of .a domestic water . system in the Tri -Skool Addition, and there being no protests in writing or otherwise,.it • was MOVED by Lynch, seconded by Lambert that Ordinance No. 635 providing for said improve- ment and creating L.I.D. No. 937, be passed as read: Brazier, Brown, Kurbitz Lambert, Larson, Lynch and Robinson voting aye on roll call.• • ORDINANCE NO. 635, AN ORDINANCE providing for the improvement of certain property by 'con- structing the necessary mains, fire hydrants, valves and other appurtenances for the pur- pose of supplying water for . domestic use and fire protection; establishing a Local Improve- ment District, providing for the method of payment thereof, and creating a special fund. • This being the time fixed for the hearing on the assessment roll for L.I.D. No. 913, South 45th Avenue and Various Others Paving District, it was MOVED by Robinson, seconded by Brown that Ordinance No. 636 confirming said assessment roll and every part thereof, be • passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Discussion disclosed that Mrs..Clara M. Washburn has filed a written , protest "in as much as it will increase assessments for the already burdened tax payer" and. that this property owner also protested the formation of this local improvement district. No formal action was taken on the protest.. . • ORDINANCE NO. 636, AN. ORDINANCE.conifirming the assessment roll covering.Local Improvement District No. 913 as created and established by Ordinance No. 469.and 4$2 of.the Ordinances of the City of Yakima. Petition No. 359 having been filed with the City Clerk on March 30, 1965 by John R. Mosebar and others, it was MOVED by Robinson, seconded by Lynch that said petition be referred to the City Manager and Staff for study and recommendation: carried, Brazier, Brown, Kurbitz • Lambert, Larson, Lynch and Robinson voting aye by voice vote. A Notice of Intention to Commence Annexation proceedings having been filed with the City Clerk on April 1, 1965 by L. I. Larson and Harold Sanford and Mr. Sanford being present, and it having been determined that an error had been made in the property description, it was MOVED by Lynch, seconded by Lambert that this matter be set over until the next regular meeting of the City Council on April 12, 1965. • Moved by Brown, seconded by Lynch that'Resolution No. D -792 authorizing the execution of an agreement for the settlement of the pending litigation between The Parker Youth Foundation and the City of Yakima, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Lamson Lynch and Robinson voting aye on roll call. No. 91$, Nob Hill Shopping Center Domestic Water, it was MOVED by Robinson, seconded by Lynch that May 3, 1965 be fixed as the date of hearing on the assessment roll for said district and that the City Clerk give due notice by publication and to each property owner as provided by law: carried, Brazier Brown, Kurbitz, Lambert, Larson, Lynch and Robison voting aye by voice vote. The City Engineer also reporting the completion of L.I.D. R. Leischner Constructio Company, contractor be authorized: carried, Brazier, Brown, Kurbitz, Lambert, Larson, • Lynch and Robinson voting aye by voic e vote. Councilman Kurbitz indicated that he has some new material on the.Cable TV business and again intimated that Council action has been too hasty in the matter of licensing this business. Copies of the printed material are to be made and distributed to Council members. Mayor Larson and Councilman Lynch defended action of the Council in passing Ordinance No.. 625 relating to the licensing of community and antenna TV Stations. Manager Smith having requested authorization for Police Chief Oscar Soderstrom to attend the Western States F.B.I. Academy Graduates Retraining Session, June 5th throu.h,10th, 1965 • which is to be held at Newport Beach California, and estimating the Chief's expense at ' $275.00, it was MOVED by Lynch, seconded by Brown that Chief Soderstrom be allowed to attend said retraining session with expenses paid: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lyneb and Robinson voting aye by voice vote. • There being no further business to come before the Council, it was MOVED by Kurbitz, second -d by Lynch that we do now adjourn at the hour of 4:15 P.M. carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. • • 1 f .
