The City Council met in regular session, Mayor Larson,•Councilman Brazier, Brown, Kurbitz, Lambert, Lynch, and Robinson, City Manager and City Attorney Andrews present on roll The Invocation was given by Councilman Brown. • The Minutes of the regular meeting of March 22, 1965 having been read. and certified • accurate by two Councilmen•and no one wishing to have said minutes read at this meeting, Mayor Larson declared them approved'as recorded. MOVED by LAMBERT, seconded by BROWN that Resolution No. D -787, a resolution authorizing the • • • temporary closure of certain streets for conducting amusement rides and :concession stands, and repealing Resolution No. D -784 adopted by the Yakima City Council on March 22, 1965 be passed as read: carried; Brazier, Brown, Kurbitz, Lambert, Larson,•Lynch and. Rbbinson voting aye on roll call. Members of the Merchants Association were present at this meeting and were represented by Mr. Ed Williams. RESOLUTION NO. D -787, a Resolution authorizing the temporary closure of certain streets for conducting amusement rides and concession stands, and repealing resolution No. D -784 ' adopted by the Yakima City Council on March 22, 1965. • MOVED by ROBINSON, Seconded by LAMBERT, that Ordinance. No. 631 and Ordinance providing for the annexation by the City of Yakima•certain.property contiguous to the City of Yakima lo- cated South of Nob Hill and West of 44th and Glenside as requested by Chester C. Meyer, • and John Fairbrook on Petition No. 331,, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. ORDINANCE NO. 631 , an Ordinance providing for the annexation by the City of Yakima of • certain property contiguous to the City of Yakima and zoning said property. . Petition No. 355 & 356 having been filed by Ian H. Knocker,and others with the City Clerk on March 23, 1965 requesting the formation of Local Improvement•Districts for the con- . struction of Water Mains, and for the construction Curb, Gutter and Surfacing on North 58th Avenue, South of Douglas Drive , it was MOVED by ROBINSONI, seconded by BRAZIER, that said petition be referred to the City Manager and Staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Petition No. 357 having been filed by Harvey Ferguson and Mary Lou Ferguson with the • City Clerk on March 24, 1965 requesting the rezone of property located at 308 and 312 West Mead Avenue from R -2, Two Family Dwelling Zone, to B -3, General Business Zone, it was MOVED by ROBINSON, seconded by LAMBERT that said petition be referred to the Planning Commission for. study and recommendation; carried, Brazier, Brown, Kurbitz, Lambert, Larson Lynch and Robinson voting aye by voice vote. Petition No. 358 having been filed by Mrs. Ernest Falk with the City Clerk on March 26, 1965 requesting the formation of a Local Improvement District for the construction of Sewer for property lying West of Lot 35 of. RESOLUTION NO. D -788 , a Resolution authorizing the City Manager and City Clerk of the City of Yakima to execute a Lease Agreement with West Coast Airlines Inc. MOVED by LAMBERT, seconded by BROWN, that Resolution No. D -789 , a resolution authorizing the City Manager.and City Clerk of the City of Yakima to execute a Lease Agreement with Northwest Airlines Inc.. be passed as read; carried, .Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. • RESOLUTION NO. D -789, a resolution authorizing the City Manager and City Clerk'of the City of Yakima to execute a Lease Agreement with.Northwest Airlines Inc. • MOVED by LYNCH, Seconded ROBINSON that Resolution No. D -790, a resolution authorizing the City Manager and City Clerk of the City of Yakima to execute a Lease Entension Agree- ment with Willis Decoto covering a portion of the Yakima Municipal Airport. RESOLUTION NO. MOVED by LYNCH, seconded by ROBINSON that Resolution No. D -791, a resolution adopting a statement of policy regarding the extention of City Water and Sewer Service outside the • • corporate limits of the City of Yakima be passed as read: In discussion an amendment to the resolution was requested, and it was MOVED by ROBINSON, seconded by LAMBERT, that the words "Pioneer Lane Extended" be added after thw words "Pioneer Lane" on the top of page 3 of said resolution: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Councilmen Lambert then commended the Board of Realtors • and the Yakima Chamber of Commerce for suggestions in this matter, and requested the staff to inform the Chamber and Board of Realtors that their suggestions have been in- corporated in this resolution. Mayor Larson then called for a roll call vote on the original motion: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. • RESOLUTION NO. Madden • It was MOVED by ROBINSON, seconded by LYNCH that said report dated March 26, 1965 be approved and that the estimates therein set forth be accepted and paid; carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. The following bids having been received and considered by a bid board, for the North First Street Sanitary Sewer & Lift Station, as follows: • • Schedule I Schedule II Alternat A Oxford & Cook $19,801.60 $11,440.00 $11,648.00 DeBlasio Bros. 19,958.64, 14,196.00 14,450.80 N. L. Kimball 21,498.36 - - and said Bid Board and Public Works Director Mayo recommending the bid of Oxford and Cook as the lowest and best bid, it was. MOVED by LYNCH, seconded by LAMBERT that said • bid be awarded to Oxford and -Cook and that the City Manager beae'and is hereby authorized • to enter into a contract, on behalf of the.city of Yakima, upon the filing of the proper bond and insurance; carried, Brazier, Brown , Kurbitz, Lambert, Larson, Lynch and Robin- son voting aye by voice vote. • Under new business Councilman Lynch asked that the Council support the community in • its efforts to establish a port district for this area, and it was MOVED by LYNCH, seconded by LAMBERT that a resolution be prepared for next week's meeting stating the Council will support the efibrt of the Chamber of Commerce and other interested groups in establishing a port district for this area; carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch, and Robinson voting aye on roll call. • City Manager Smith advised the Council that the Robert Alderson annexation hearing stt • for April 5, 1965 will not be necessary as jurisdictional defects in the proceedings of said annexation made- it .invalid.. Manager Smith stated that.if Mr. Alderson wished to annex', new proceedings must 'be - commenced.
