Presentations / Recognitions / Introductions i. Yakima River Basin Integrated Plan Status Report and a Support Request, a fifteen minute presentation with PowerPoint. 4. Council Reports A. Council Economic Development Committee Minutes September 3, 2015 5. Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Resolution authorizing an agreement with Transpo Group to assist in the state mandated update of the City's Transportation Plan not to exceed $105,000 6. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and/or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. Resolution authorizing an interlocal agreement with the City of Selah to partially fund commuter bus service between Yakima and Ellensburg for two years 11. Resolution authorizing an interlocal agreement with Central Washington University to partially fund commuter bus service between Yakima and Ellensburg for two years ORDINANCES 12. First reading of an Ordinance amending the 2015 budget and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2015 (no action required; second reading on October 20, 2015) 13.
