Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Holly Cousens, Danny Herrera, Eliana Macias, Matt Brown (attending remotely via Zoom)and Patricia Byers (attending remotely via Zoom) Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee 2. Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order A. Presentations/ Recognitions/ Introductions Apple Award for Joey Wallberg Deputy Fire Chief Jeremy Rodriguez recognized Joey Wallberg, Waterworks Device Technician and former firefighter, for his actions in preventing a fire from growing and potentially damaging a historic building in downtown Yakima. Mayor Deccio presented Mr. Wallberg with the City apple award for his decisive action to mitigate the problem before it became an emergency. B. Appointments to Boards, Commissions and Council Committees Consideration of appointment to the Lodging Tax Advisory Committee MOTION: Cousens moved and Lund seconded to appoint Kristie Holstein to the Lodging Tax Advisory Committee. The motion carried by unanimous vote. 5. Council Reports A. Committee report from Councilmember Byers Councilmember Byers reported on the Boards and Committees she serves on. Page 1 of 4 29 B. Council discussion regarding City Manager review process Mayor Deccio reported September 1, 2022 is the second anniversary of the City Manager's employment, and his contract requires an annual review by the City Council. She stated there will be an executive session following the regular City Council meeting on September 6, 2022, and requested Councilmembers complete a review document and send to Administrative Assistant Cally Price by August 29, 2022. Additionally, City Manager Harrison will provide a written update to the City Council by August 19, 2022 for Council review. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Lund moved and Cousens seconded to approve the consent agenda. The motion carried by unanimous vote. A. Approval of minutes from the August 1, 2022 City Council regular meeting B. Approve payment of disbursements for the period July 1-31, 2022 C. July 2022 Investment Transaction Report D. 2022 2nd Quarter Financial Report E. Project completion and contract acceptance for N 1st St. Phase 3 Revitalization Project Building Demolition at 1st St. and H St. Project 2580 F. Resolution setting September 8, 2022, as the date for an open record public hearing before the City of Yakima Hearing Examiner to vacate a portion of public right-of-way in the 600-block of South Front Street RESOLUTION NO. R-2022-103,A RESOLUTION fixing time for a public hearing before the Hearing Examiner on September 8, 2022, on a petition (Petition No. 22-07)to vacate a portion of platted right-of-way on the 600 block of South Front Street. G. Resolution setting date of September 6, 2022 to amend the Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2023-2028 RESOLUTION NO. R-2022-104,A RESOLUTION setting September 6th, 2022 to review and adopt the amended Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2023-2028. H. Resolution authorizing a memorandum of agreement with the Bureau of Alcohol, Tobacco, Firearms and Explosives ("AT F")to maintain a Violent Crime Task Force RESOLUTION NO. R-2022-105, RESOLUTION authorizing a Memorandum of Agreement with the Bureau of Alcohol, Tobacco, Firearms and Explosives ("ATE"). Page 2 of 4 30 Resolution authorizing the City to accept a Municipal Stormwater Capacity grant from the Department of Ecology RESOLUTION NO. R-2022-106,A RESOLUTION authorizing a Municipal Stormwater Capacity Grant agreement with the Department of Ecology for$70,000. J. Resolution authorizing an agreement with FCS Group to provide a Wastewater, Industrial Wastewater, and Stormwater Rate Study RESOLUTION NO. R-2022-107,A RESOLUTION authorizing an Agreement with FCS Group to provide a Wastewater, Industrial Wastewater, and Stormwater Rate Study. K. Resolution authorizing a contract with HLA Engineering and Land Surveying Inc for the 34th Avenue & Fruitvale Roundabouts Project 2447 RESOLUTION NO. R-2022-108,A RESOLUTION authorizing an agreement with HLA Engineering and Land Surveying Inc., providing professional engineering design and surveying for the 34th Ave & Fruitvale Blvd Roundabouts Project 2447. L. Resolution authorizing an agreement with HLA Engineering and Land Surveying, Inc. to provide engineering services for the design of water distribution systems and wastewater collection systems in low income- underserved areas in Yakima RESOLUTION NO. R-2022-109,A RESOLUTION authorizing a Professional Services Agreement with HLA Engineering and Land Surveying, Inc. to provide engineering services for the design of water distribution systems and wastewater collection systems in low income and underserved areas in Yakima. M. Resolution adopting Yakima Transit's Transit Development Plan for 2022-2027 and Annual Report for 2021 RESOLUTION NO. R-2022-110,A RESOLUTION adopting Yakima Transit's Development Plan for 2022-2027 and annual report for 2021. N. Ordinance amending Yakima Transit's rates and fares for fixed route, Paratransit, and Commuter Services to provide fare-free service to individuals aged 18 years and younger ORDINANCE NO. 2022-024,AN ORDINANCE amending the City of Yakima Municipal Code (YMC) § 7.90.020 Transit Fees to provide fare-free service to individuals aged eighteen and under. 7. Public Comment None. DEPARTMENT ITEMS 8. 2022 Update on Capital Improvement Projects Report City Engineer Bill Preston provided a PowerPoint presentation on the 2022 Capital Improvement Projects. 9. 2022 Vacant Building Safety Project-2nd Quarter Report Code Administration Manager Glenn Denman provided a PowerPoint presentation on the Page 3 of 4 31 2022 2nd quarter Vacant Building Safety Project. CITY MANAGER UPDATE 10. Consideration of signing on to letter Welcoming Refugees in FY 2023 City Manager Harrison introduced the item. MOTION: Cousens moved and Herrera seconded that we have the Mayor sign the letter on behalf of the City of Yakima to support refugees. The motion carried by unanimous vote. 11. Other Business MOTION: Lund moved and Cousens seconded that we set a study session on all public/private partnerships and how they are recognized. The motion carried by unanimous vote. MOTION: Lund moved and Macias seconded that we ask staff to schedule a study session and include a report to Council by the Homeless Network of Yakima County. The motion carried by unanimous vote. MOTION: Lund moved and Macias seconded that we set a study session on Yakima Valley Trolleys regarding the pedestrian bridge proposed by the William O. Douglas Foundation with presentations by both parties. The motion carried by unanimous vote. MOTION: Lund moved and Deccio seconded that we set a study session to explore a port district in greater Yakima. The motion carried by unanimous vote. 12. Adjournment MOTION: Lund moved and Macias seconded to adjourn to a joint meeting with the Yakima School District Board on August 29, 2022, at 5:00 p.m. at YSD Central Services Conference Rooms A& B, 104 N.4th Ave, Yakima. The motion carried by unanimous vote.
