SUMMARY EXPLANATION:
At the City Council Retreat held on July 12, 2022, concerns were voiced regarding the safety of
pedestrians crossing South 16th Avenue from Chuck Austin Place. Staff was directed to evaluate
the issue.

Subject: Safety Concern — S. 16th Ave.
At the City Council Retreat held on July 12, 2022, concerns were voiced regarding the safety of
pedestrians along South 16th Avenue. Specifically, the safety of the residents living at Chuck
Austin Place. Chuck Austin Place is a new permanent supportive housing development serving
formerly homeless veterans; located at South 16th Avenue and Tahoma Avenue. Staff was
directed to evaluate the issue.
The safety concern focuses on the residents of Chuck Austin Place as they walk to and from the
AM/PM convenience store located at the intersection of 16th Avenue and Washington Avenue.
The distance to the store is just shy of 1,400 feet due south from Tahoma Avenue. Map
attached. Unfortunately, there are segments of sidewalk that are missing on the west side of
16th Avenue which forces individuals to cross over 16th Avenue at unmarked areas to utilize the
sidewalk network that exists on the east side of 16th Avenue. Once at the intersection of 16th
Avenue and Washington Avenue, a signalized pedestrian-crossing is utilized to cross back over
16th Avenue to get to their final destination.
16th Avenue is classified as a principal arterial, defined as one of the highest traffic volume
corridors serving both local and through traffic entering and leaving the City while providing
access to the City's major activity centers. 16th Avenue as a traffic volume exceeding more than
15,000 Average Daily Traffic (ADT) units with a posted speed limit of 35 mph.
There are two potential solutions to alleviate the safety concern. The first possible solution
would be to install sidewalks and ADA ramps as needed to complete the sidewalk network on
the westside of S. 16th Avenue. The second, would be to install a hybrid pedestrian crosswalk
across S. 16th Avenue near the Chuck Austin Place development.
Sidewalk Installation
Approximately 863 feet of sidewalk is needed along the westside of S. 16th Avenue. to complete
the connection of Chuck Austin Place to the AM/PM. The project would include:
• Right-of-Way Acquisition $67,560
• Sidewalk installation - 7-foot width $46,900
• ADA Ramps $4,000

The City would approach Perry Tech to see if they would be interested in dedicating the needed
right-of-way, as well as possible cost-sharing of the sidewalk installation, since a majority of
missing sidewalk is located adjacent to their property. This could result in a significant reduction
in the overall cost of the project to the City.
Hybrid Pedestrian Crosswalk
The installation of a pedestrian activated HAWK— high intensity activated crosswalk system
would provide individuals a safer means of crossing 16th Avenue; utilizing the existing sidewalk
network located on the east side of 16th Avenue.
The hybrid pedestrian crosswalk allows an individual to "activate" a beacon to warn and control
motorists at a marked, un-signalized crosswalk in order to cross the roadway. HAWK system
details attached Estimated cost is between $75,000 to $150,000 depending on the location
and the availability of power to the site.
Staff has added the potential installation of sidewalk or HAWK system along S. 16th Avenue to
the City's 5-year Capital Plan in order for it to become eligible for possible grant funding.

Facts:
Study released by the Federal Highway Administration found that after a "HAWK" High-Intensity Activated
Crosswalk signal was installed, vehicle and pedestrian crashes were reduced by 69%. As many as 97% of
motorists comply with the HAWK beacon, this is higher safety record than signalized crossing or crossings with
flashing yellow beacons.
