A RESOLUTION authorizing the sole source purchase of replacement mobile
data terminals.
WHEREAS, the City of Yakima desires to purchase mobile data terminals for use
by the City of Yakima Police Department; and
WHEREAS, Chapter 1 80 of the City of Yakima Municipal Code requires the use
of a public bid process for the purchase of equipment which exceeds $25,000 00; and
WHEREAS, only one company offers the specifications needed by the City; that
company being Badger Computers, and
WHEREAS, the City Council deems it to be in the best interest of the City that a
contract for purchase of such mobile data terminals can be entered consistent with the
terms and conditions of the attached proposal, and
WHEREAS, the City Council finds that Badger Computers is the sole source for
the needed equipment, and that no valid legal purpose would be served by advertising
for bids for the aforementioned equipment because a bidding process would only
produce one bid, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA.:
The City Manager is hereby authorized and directed to execute an agreement
with Badger Computers for the purchase of mobile data terminals pursuant to the
attached proposal in a total amount not to exceed $55,000 in 1995

ITEM TITLE: Consideration of a Resolution Authorizing the Sole Source Purchase
of Replacement Mobile Data Terminals

SUMMARY EXPLANATION:
The police department has conducted an extensive, nationwide search for replacement
Mobile Data Terminal (MDT) units. This research has determined there is only one
vendor that produces a computer that contains the following mandatory criteria:
• Extensive environmental specifications including high-temperature
operating levels, solar radiation tolerance, water resistant and high
vibration, shock and drop tolerances.
• 3 1/2" Internal Floppy Disk Drive.
• Screen Readability (the ability to read the screen in bright sunshine).
In that Badger Computer is the only vendor that can meet all of the above required
specifications, and is the least expensive, staff is requesting Council authorize the sole
source purchase of replacement Mobile Data Terminals from this vendor.
The listed price of $5,461.83 per unit is the stated price for a limited time. Existing funds
are available for the purchase of 10 units, for a total cost of $55.000. in the police
department capital outlay account.
The proposed budget for 1996 includes replacement funding for 10 units as well. The
manufacturer has agreed to hold the 1995 sales price through January 1996 contingent
upon the purchase of the 10 units in 1995.
