. jects, City Manager McMicken .reviewed...this - matter. - He - explained that.the City Council had
previously approved a..change.of.scope for. "B" Street Overpasseproject_and_Walnut Street
Underpass projects from. the.original. "B" Street.and.Lincoln._Overpass project and the Yakima
Avenue. Underpass.project, and..the. Planning Commission. at. a special...meeting on May 27,
had considered this matter_of.the_revised grade separation.proposal and recommended that
the City should_..proceed with. the. submission - of the revised._ projects to.the Urban..Arterial
Board. Mr..McMicken further .explained thatthe. UAB will _hear changes of scope ._on .arter-
ial projects at its July meeting and....this matter is 'being _hear.d at this .,time_ to be presen-
ted to them at..this July .meeting.. Mr. Jay Otto, Director.of Planning and. Community Develop
ment, briefly reviewed the history of the Grade Separation. projects and the. recent Planning
Commission meeting at which the Planning Commission'indicated that the present.proposal
does fully agree with the original.General..Plan and.Central Business..District.Plan and
recommended that the City Council proceed with the-proposed Plan. Traffic Engineer Al' Ray
spoke to the traffic engineering aspects of the two.. proposed projects. He referred back to
the General Plan and the CBD Plan and.explained the benefits that would.be in hav-
ing•a separation of automobile and.train traffic with a "B" Street Overpass.. .Mr. Ray
.quoted_traffic volume statistics and_.stated that from the safety, convenience, economic
conclusions and traffic. volume. aspects, that.the structure. would be well worth building.
He then spoke briefly in favor.of.the proposed.Walnut Street .Underpass improvement project.
City Manager McMicken stated that these reports by the Staff conclude the review and change
of scope part of this.Hearing and.that the Staff is requesting authorization to refer the
matter to the..1MB for consideration of.the proposed revisions at their July meeting.. The
City . Clerk / €bf r .g ition .which was filed 'by' a number of people requesting that a public
hearing be held on whether a: "B" Street Overpass is wanted by the people, and it was in-
.formally agreed.that.this Hearing . on..this_ -.matter can be! considered that requested hearing.
Those persons present and speaking against the construction of an. Overpass on "B" Street
were: John Moore, Attorney and taxpayer;•Doug Wilson, Attorney representing John Noel,
Senior and Junior and Tod Smith, Senior and Junior, property.owners and users in the
inity of the_proposed .'.'B" Street Overpass; Myrlin Ackerman, Service Station operator on
• "B" Street; Ken Courtney and Tom Bennett. Also speaking to . this matter was Mr Herb Frank,
.who stated that if this Overpass is put in it will virtually put him out of business be-
cause the structures will be -in the way of moving in and out with trucks. He.was,informed
that the structures have -been_changed.in the plans,. will allow these.trucks to get in
and out. He indicated that he had not been previously of this change in the pro-
posed plans... There'was some discussion on asking•Burlington Northern railroad if they can
remove some of their tracks which are not being used, and on the matter of proper mainten-
_ ance.of.the track crossings. City Attorney Andrews spoke to the matter of the maintenance
of the track crossings stating that it:is legal problem and explaining that the property
is owned by the railroads and they area- responsible for the upkeep of the tracks.... He fur-
ther indicated that the City.is again.in the process of trying to work with the railroads U
in the matter of the .proper maintenance of the track crossings. Council.members indicat-
ing that there should_.be further study of the matter of the proposed "B" Street Overpass,
and that they are in favor of the proposed Walnut Street Underpass improvement, it was.
MOVED by Keith, seconded by Brown that the.action on the matter of the proposed "B" Street
Overpass.be continued - for two weeks, and that the staff be instructed .to prepare the
appropriate legislation to- update the Walnut Street Underpass and.submit it to the UAB for
their consideration: carried, Brown, Keith, Lambert, Larson, Lust and McNeice voting aye
by voice vote. Robinson, absent.
An•Ordinance appropriating $1,000 in the Parks & Recreation Fund to pay balance of acquisi-
tion price for.Southeast Yakima Community Center - Park, having been read in its entirety,
was laid on the table for one meek or until June 14, 1971.
City.Manager McMicken .explained that. a ten -year bond issue, the Ditch Protection, Willow
Creek project, has been.paid off, leaving a cash balance in the fund of $67.70, and that
there will be no further revenues or.expenditure.s from this fund, so that it should be dis-
continued and this balance transferred to the General Fund. After discussion, it was
MOVED by, Brown, seconded by Keith.that Ordinance No: 13.08 providing for said transfer of
surplus funds from the General Obligation Ditch Protection Bond Redemption Fund, be passed
as read: carried, Brown, Keith,.Lambert, Larson, Lust and McNeice voting aye on roll call.

ORDINANCE NO. 1308, AN ORDINANCE transferring a surplus.balance of funds from 292 -G.0.
on Fund to 000 - General Fund, lr1
Ditch Protection Bond Redemption , Revenue Account 368.00, Balances
from Discontinued Funds; and terminating 292 -G.O. Ditch - Protection Bond Redemption Fund as
a discontinued fund.
City Manager McMicken referred to the matter of a proposed bike route on City,streets,
stating that there has been some discussion by interested persons and by the City staff,
_ and Al Ray, Traffic Engineer, has worked up a plan for this proposed bike route. Mr. Ray
referred to.his report and. map of the proposed bike route and explained these -in detail.
He stated that it is recommended that Chestnut'be considered as a trunk and that . 38th and
6th Avenues be considered lateral branches for the proposed.._bike route, which will be about
six miles of system for an initial start, with enough range on low traffic streets to con-
. nect•with most of the City parks and'schools. Mr. Ray reported that an estimate has been
made of what it will cost-to sign this proposed bike route and it will be in the neighbor-
hood of about $1,150.00 for materials only. Persons present and speaking in favor of this

ing that .there : were bids from_..three. generaL.contractors.,...with ..Yeaman.. Construction.. submit-
ting the. apparent.low-bid;..from -four mechanical contractors;_. with. Central.Heating and Plumb -

the apparent low bidder...v.Hefurther.stated that the bids exceeded the amount anticipated

City Manager McMicken referred.to his Report #124, Police Department,10- Hour -4 -Day A Week
Plan, listed'later.on the Agenda, and asked that it be brought-.onfor- discussion at this
time. Captain Jack LaRue of the Police. Department, reviewed -this report .and presented a. •
chart of shift coverage, explaining that Police Chief..Robert.Madden has proposed that
approximately 45 of his :.Field Patrol Division personnel work..on...a 10 -hour day, 4 -day a week
schedule, with the new plan to be effective July.1,- 1971. He stated that they would like
to try it for a least a..six- month.period, and that - this plan is..supported by the Patrolmen's
Association. Captain'Erwin Metzer also spoke to this matter and explained that the 10 -hour
shifts would provide for an overlap of Police personnel at the needed peak :hours. After
due discussion, it was MOVED.by McNeice,..seconded.by Brown. that_legislation..be.prepared to
implement the. proposed. 10- Hour -4 -Day.a week program.as :._ recommended .:..- carried; Keith,
Lambert, Larson, Lust and .MdNeice._voting aye voice vote. Robinson absent.
City Manager. McMicken. reported. that .in.accordance.with.Council. action on June 1, a
list of Capital. Improvement. needs.a.t the Yakima Municipal Airport and a financial report
from the Finance Director,... have. been prepared for the..information of the Council. He re-
.viewed these, stating.that the.Finance:Director has prepared a.financial_statement:.of the
. last four years which shows that..there has been_ outgo than.income and that within the
current year's income -outgo there is $3,230.31_that can be. called .excess. Mr. McMicken
listed-the .following Capital Improvement needs and the. estimated cost of...each: remodeling
.of the.lobby.entrance with double doors; etc�,.rebuilding of parking road, replace lights on
main runway, acquire property. between the old and new alignments of Washington Avenue, and
also mentioned the items eviouS1y. discussed, landscaping -and air.-conditioning. Council-
man , -Brown again:. indicated that he does..not, feel that the proposed.Scheme #a for the air
.conditioning system is a..good..one, and that we-still have..the landscaping and work'o.n the
' parking ' area .to consider, and suggested that all- three be . studied as a complete package
to•finish the. airport and go...ahead and see what can'be doneto finish this and do.it -.
rectly. Councilman.Lambert concurred with - Councilman Brown,..stating..thatsome decisions '
will have to be made and, suggested that this matter be: continued for and that
budgetary review and financial preparation be made including landscaping, parking and..air
• conditioning as- a...package plan to.be considered. No formal. action was taken on-this matter
. at this time.
City Manager McMicken explained that the :City of Yakima . -contemplates.the improvement of
West Nob Hill.Boulevard from 24th Avenue to 40th Avenue and in connection with said improve-
. ment, 'the State of Washington,..Urban Arterial, Board, has offered financial...assistance in
accordance with. an. agreement -to be..executed and .submitted to them -,.and recommends authori-
zation be .given to.execute said...agr.eement. He further. explained that. the. UrbanArterial
Board has agreed to. fund. this. project and approval will be given as. long as construction
.. can begin within fifteen months.. Public Works Director John Mayo stated that this has been
worked out to do this and explained briefly how it is to be done, including negotiating for
the acquisition.of the..necessary..property,.call for bids and the timing of the beginning of
the actual construction. After due discussion, it was MOVED by Keith, seconded by Brown
that Resolution No..D -1665 authorizing'theexecution of said Accelerated Development Pro-
. ject Agreement,.be. passed as read carried, Brown, Keith, Lambert, Larson, Lust and McNeice

RESOLUTION NO. D- 1665, A RESOLUTION authorizing the City Manager and City Clerk of the City
of Yakima to execute an Accelerated Development Project Agreement with the State of Wash-
ington, Urban Arterial Board, for financing improvements to West Nob Hill Boulevard.
City Manager McMicken. explaining. that in accordance..with.a Jail Agreement between the City
of Yakima and Yakima :County, executed in November, 1966, the.female prisoners are incarcer-
ated and cared for in the.County jail and the City reimburses the County for the costs,
which costs have increased and it is necessary to Modify said agreement, it was MOVED by
Lambert, seconded by, Keith that. Resolution No. D -1666 authorizing the execution of said
Jail Agreement. Modification,_be - passed - as read: carried, Brown, Keith, Lambert, Larson,

tary conditions and privacy. City :Manager McMicken reported that a City - County study of
joint occupancy.and jail management is.to be undertaken.
City Manager McMicken explaining that it is necessary to execute a Lease with Yakima County
to provide space for.operating the Joint - City- County Computer Center in the Yakima County
