HomeMy WebLinkAboutR-1995-147 Forums and 1995 Election® RESOLUTION NO R-95- 147 IIL • A RESOLUTION reaffirming, ratifying, and recognizing the authority of the Cable Communications Division to produce and hold on City facilities, and air on YPAC, informational City Council Candidate Forums for the the 1995 election and upcoming City Council elections in order to inform the citizens of Yakima regarding City Council candidates. WHEREAS, and pursuant to Yakima Municipal Code Section 1 18.060, the City of Yakima (hereafter the "City") coordinates, and administers public cable TV programming in the form of the Yakima Public Affairs Cable (hereafter "YPAC") and Yakima Community Television (hereafter "YCTV"), and WHEREAS, YPAC and YCTV are maintained, operated, and administered by the Cable Communications Division of the City; and WHEREAS, one of the primary purposes of YPAC and YCTV has been and is to inform the public concerning various public affairs and to broadcast certain public forums and events; and WHEREAS, and more specifically, the prime purpose of YPAC is to inform, in an unbiased, fair, and non-partisan manner, the public regarding various public affairs, including, but not limited to, elections and election results; and WHEREAS, and in furtherance of said public informational purpose, the Cable Communications Division produced and aired on YPAC a City Council Candidate Forum on October 26, 1993 regarding the 1993 election for City Council membership; and WHEREAS, said City Council Candidate Forum was held, and the broadcast was produced at a City facility — the City Council Chambers in Yakima City Hall; and WHEREAS, the format for said City Council Candidate Forum was developed by the Cable Communications Division and was unbiased, fair, and non-partisan to the City Council candidates; and WHEREAS, the City received no complaints from the public or the City Council candidates concerning the fairness or appropriateness of said City Council Candidate Forum, and WHEREAS, the Cable Communications Division desires to produce and hold additional City Council Candidate Forums for the 1995 election and future elections; and WHEREAS, the Cable Communications Division represents that such City Council Candidate Forums will be informational in nature and will be formatted and produced in an unbiased, fair, and non-partisan manner; and Page 1 e f. • • WHEREAS, the City Council has determined that it is in the best interest of the City that the Cable Communications Division continue to produce, hold, and air on YPAC, in an unbiased, fair, and non-partisan manner, informational City Council Candidate Forums for the 1995 election and future City Council elections in order to fully and fairly inform the citizens of Yakima regarding election for City Council, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the legal authority of the Cable Communications Division to produce and hold at City facilities, and air on YPAC, informational City Council Candidate Forums for the 1995 election and upcoming City Council elections in order to inform the citizens of Yakima regarding City Council candidates is hereby reaffirmed, ratified, and appropriate under Yakima Municipal Code Section 1 18 060 and all other applicable municipal, state, and federal laws and regulations.
