HomeMy WebLinkAbout05/21/1973 Business Meeting 575 -1 fl MAY 21, 1973 The City Council met in regular session on this date at. 6:30 P.M. in the Conference Room at Yakima City Hall. Councilmen present at the meeting were Mayor Bert Broad,.Wray Brown, Howard C. Cole, Betty L. Edmondson, Ralph Holbrook, Don Schussler and Bill Whitaker. Also present were City Manager, Craig McMicken; City Clerk, Jack Daniel; Planning Director, Jay Otto; Darrell Griek and Art Gordon. Following a tour of the second floor renovation project, the Council considered and disap- proved a request from a veterans group for free bus transportation on Memorial Day on the basis that it would establish a precedent. It was decided that,the veterans group should pay the usual charter fee if bus service was desired. Building Inspector, Darrell Griek, briefed the Council on the Neighborhood Conservation Pilot Program and was followed by Art Gordon, who discussed adjustments to the time /task schedule. At 8:00 P.M., the Council members moved into the Council Chambers for the balance of the meeting, Mayor Broad presiding, Councilmen Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker and Acting City Manager, City Attorney Andrews present on roll call. City.Manager McMicken absent and excused. , The Invocation was given by Mayor Bert Broad. The minutes of the regular meeting of May 14, 1973, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Broad declared said minutes approved as recorded. A Damage Claim having been filed with the City Clerk on May 14, 1973, by Rose Berger, 1427 Swan Avenue, in the amount of $28.98 for damages to her automobile by a city vehicle, it was MOVED by Whitaker, seconded by Holbrook that said Damage Claim be referred to the City Manager and Staff for study and recommendation: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. An Ordinance appropriating $30,000 to the County Health District for Southeast Yakima Health Clinic, having been read by title only at the meeting of May 7, 1973, and being read again by title only at this meeting, it was MOVED by Cole, seconded by Whitaker that Ordi= nance No. 1523, providing for said appropriation, be passed: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye on roll call. Acting City Manager, Fred Andrews, stated that a signed copy of the Health Service Agreement between the Health District and the Yakima Community At Work organization has been received by the city. ORDINANCE NO. 1523, AN ORDINANCE appropriating $30,000 from unappropriated money in 199 - Federal Shared Revenue Fund and transferring that amount to 000-General Fund; appropriating $30,000 within 034 -Aid to Other Governments of the 1973 appropriation for 000- General Fund. An Ordinance appropriating the amount of $136 to the Yakima County Clean Air Authority, having been read by title only at this meeting, was laid on the table for one week, or until May 29, 1973. Acting City Manager Andrews explained that this,appropriation covers the city's obligation to this organization and briefly reported on, the means whereby cities are assessed by law. An Ordinance appropriating $369,401 for various park improvements, having been read by tit1= only at this meeting, was laid on the table for one week or until May 29, 1973. Acting City Manager Andrews briefly explained that this appropriation is to cover grants antici- pated by the Parks Department for park development. An Ordinance appropriating money for Southeast Community Center and extending due dates of temporary loans, having been read by title only at this meeting, was laid on the table for one week or until May 29, 1973. Acting City Manager Andrews reviewed the sheet containing the breakdown of financing dated May 18, 1973 and explained that this appropriated amount has already been committed by the city mutual' agreement with the Operation Coalition. Mr. Frank Pi'erce, present, spoke.to the Council on the poor condition of the material used for the light poles in. the Gilbert Park parking lot and requested that lighting be _ placed in the park itself, rather than just in the parking lot. After due discussion, it was MOVED by Brown, seconded by Cole that this matter be referred to•the staff for study and recommendation: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whita- ker voting aye by voice vote. • Mr. John DeGrasse, representing DeGrasse Enterprises, being present, spoke to the Council on the need for parking and loading space in front of his establishment on South First Street. With the use of a drawing, he indicated the location of his business and gave the measurements for lanes of traffic which run in front of his business. Mr. DeGrasse also requested that a curb cut be made in front of his business establishment, bringing the parking strip back to the sidewalk for purposes of loading and unloading. He passed to Councilmen a letter received from Director of Public Works,' Dave Vargas, which indicated that'such provisions for parking would be unsafe with doors opening into traffic. Mr. DeGrasse proposed that the center left turn lane be cut down slightly to allow for the needed space. He reported on similar situations handled in front of the County Courthouse and the Hahn Motor Company. After due discussion, it was MOVED by Whitaker, seconded by Schussler that the matter of this proposed curb cut in front of the DeGrasse Enterprises be referred to the City Manager and Staff for study and recommendation: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. It was MOVED by Brown, seconded by Whitaker that Resolution No. D -2058, authorizing payment of $85 to Ronald Wilson, Yakima Police Officer, for damages to his wristwatch incurred in the line of duty, be passed: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye on roll call. RESOLUTION NO. D -2058, A RESOLUTION 'authorizing payment of a claim for damages filed with the city by Ronald E. Wilson. MAY 21, 1973 - MAY 25, 1973 Acting City Manager Andrews referred to the matter of a project agreement with the State for a grant for the Lions Indoor /Outdoor pool installation, stating that the forms are to be signed on behalf of the city while the Interagency Committee is deciding on the grant application. After due discussion, it was MOVED by Edmondson, seconded by Schussler that Resolution No. D -2059, authorizing the execution of said agreement, be passed: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye on roll ca`11. RESOLUTION NO. D -2059, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with the State of Washington, Inter- agency Committee for Outdoor Recreation, for partial funding of the Lions Indoor /Outdoor Pool. Acting City Manager Andrews referred to the Outside Utility Request filed by Kenneth Lemaster for sewer service to his single - family residence at 3402 Englewood Avenue. He reviewed the memo to the City Manager on this subject dated May 18, 1973, stating that a sewer line is available and that there is a connection charge of $715. He further reported that the property is 250 feet from the city limits, but that the owner desires to annex and that an outside utility agreement has been signed. After due discussion, it was MOVED by Schussler, seconded by Edmondson that the request of Mr. Lemaster for outside 'sewer service, be granted: carried, Broad, Brown, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. Councilman Brown requesting permission to be excused from the next three Council meetings of May 29, June 4, and June 11, 1973, it was MOVED by Holbrook, seconded by Edmondson that Councilman Brown be excused from the next three Council meetings: carried, Broad, Cole, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. Councilman Holbrook requesting permission to be excused from the Council meeting of June 4, 1973, it was MOVED by Brown, seconded by Edmondson that Councilman Holbrook be excused from the Council meet- ing of June 4, 1973: carried, Broad, Brown, Cole, Edmondson, Schussler and Whitaker voting aye by voice vote. Councilmen present at the meeting were Mayor Bert Broad, Howard C. Cole, Betty L. Edmondson, Ralph Holbrook, Don Schussler and Bill Whitaker. Councilman Wray Brown absent. Also present were City Manager, Craig McMicken and City Clerk, Jack Daniel. The City Council attended a "Head Start" picnic lunch in the Elks Park at the invitation of Mrs. Whitaker, sponsor of the "Head Start" program.
