R-94- 3'7 A RESOLUTION authorizing and directing the City Manger to apply for a loan from the Washington State Community Public Works Trust Fund to finance improvements to public infrastructure in the vicinity of Elks Park. WHEREAS, economic development is a priority of the City of Yakima, and the City intends to approach economic development on an inclusive, comprehensive basis which involves public, private and community-based efforts to achieve new investment and redevelopment in the City, and WHEREAS, Central's, Inc. has proposed formation of a private/public partnership to develop a new light industrial facility in the vicinity of Elks Park within the State designated Community Empowerment Zone, and WHEREAS, the proposed light industrial facility represents a significant opportunity for reinvestment and redevelopment in Yakima, with substantial opportunities and economic diversification and job creation which would benefit the local economy, and WHEREAS, the proposed light industrial facility will require improvements to public infrastructure in the vicinity of Elks Park, and WHEREAS, the state Public Works Trust Fund provides low-interest loans for new infrastructure and infrastructure expansion projects that foster economic diversification and job creation in areas like Yakima where local forest -related economies have been adversely affected by recent conditions, and WHEREAS, improvements to public infrastructure which will be required for the proposed light industrial facility appear to be appropriate for Public Works Trust Fund financing, and WHEREAS, it is in the best interests of the City of Yakima that the proposed light industrial facility and associated improvements to public infrastructure in the vicinity of Elks Park be constructed expeditiously and that all appropriate state financial assistance be utilized, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to execute and submit the attached application, including all understandings and assurances contained therein, for Public Works Trust Fund financing for improvements to public infrastructure associated with the proposed light industrial facility. QV" Mayor ATTEST: City Clerk ,04 lap\comm&econ devel\Central's Pw'IP.res. 10/21/94 2:20 PM Yakima Gateway Center: Final Plat Approval Resolution -- Page 2 EXECUTIVE SUMMARY Mr. William 'Bill' Ash has submitted a proposal to form a joint private/public sector partnership to construct a new light -industrial facility with associated off- site public infrastructure improvements within the City's State -designated Community Empowerment Zone. The proposed project by Centrals, Inc., consists of a new 20,000 square foot building with employee and client parking. In addition to the building, additional company vehicle parking would be installed, new dry storage area created, loading docks for truck/train and outside staging areas installed. The new building would consist of 6,000 square feet of general office space and 10,000 square feet of new production/manufacturing space, 4,000 square feet of parts and dry storage would also be included. The new building would allow Central's Inc. the capability to increase its present business capabilities in its several fields of endeavors. It would also give them the room to organize and become more competitive and profitable through its reorganization. If additional land were available, an additional 2,000 square feet of building would be constructed to accommodate another enterprise, as -well -as reconfiguration of the site location of all buildings for additional storage/staging areas. It is anticipated that a total of 10 to 20 new job positions will result from the proposed project. The new enterprise created would provide for close tolerance metal punching. Metal punching requires very exact standards, as much of this work is for the aerospace industry. A punch machine would be purchased at the cost of approximately $250,000 and would create 4-8 potential new jobs of a total of 10 to 20 new jobs created overall. Inherent in the additional building would be space to store raw and finish material. Currently, Central's Inc. performs some of this work in a much smaller capacity for in-house manufacturing. Upon creation of the new enterprise, it is projected that it would take 1-2 years to break into this new market arena. The public facility portion of the application for Central Heating/Plumbing/Mechanical & Refrigeration Company of Yakima at their zoned M-1, Light Industrial property is the improvement of "J" Street from 6th Avenue to 8th Avenue, and from "J" Street to Hathaway Avenue. The improvements provide for building the street sections in question to local access street standards as noted in the accompanying "standard detail". Included with the improvement are water, sewer, drainage and street lighting. Other improvements, not proposed, to be part of the application are paving of the east Elks Park gravel parking lot and adjusting the fencing between Elks Park and the proposed industrial development site. These improvements are in consideration of vacating public unneeded portions of the 8th Avenue right-of-way fronting the west side of the industrial development site and a 20 -foot wide strip of the east side of Elks Park. Both land strips are for enlargement of the industrial site. Central's Inc. proposal for the purchase of Elks Park land was presented before the Parks Commission September, 12, 1994 for their review and approval/denial. A motion was passed to accept the proposal of the sale of the portion of park land requested with conditions. PWTF funding would provide for the construction of approximately 890 feet of improved road, curb/gutter, sidewalks, lighting at the industrial development site.
