YAKIMA AIR TERMINAL
RESOLUTION 09-91-002-A
GROUND VEHICLE OPERATIONS
The Yakima Air Terminal is a Certificated Commercial Service Airport operating in
accordance with Title 14, Code of Federal Regulations, Part 139, Certification and
Operations: Land Airports Serving Certain Air Carriers.
14 CFR 139-329, Ground Vehicles states: EACH CERTIFICATE HOLDER SHALL;
(a) Limit access to movement and safety areas only to those ground vehicles
necessary for Airport Operations;
(b) Establish and implement procedures for the safe and orderly access to, and
operation on, the movement areas and safety areas by ground vehicles, including
provisions identifying the consequences of noncompliance with the procedures by
an employee, tenant, or contractor;
(c) When an air traffic control tower is in operation, ensure that each ground
vehicle operating on the movement area is controlled by one of the following:
(1) Two way radio communications between each vehicle and the tower.
(2) An escort vehicle with two way radio communications with the tower
to accompany any vehicle without a radio, or,
(3) Measures acceptable to the Administrator (F.A.A.) for controlling
vehicles, such as signs, signals, or guards, when it is not operationally
practical to have two way radio communications with the vehicle or an
escort vehicle.
(d) When an air traffic control tower is not in operation, provide adequate
procedures to control ground vehicles on the movement area through prearranged
signs or signals.
(e) Ensure that each employee, tenant, or contractor who operates a ground
vehicle on any portion of the airport that has access to the movement area is
familiar with the airports procedures for the operation of ground vehicles and the
consequences of noncompliance, and;
(f) On request by the Administrator, make available for inspection any record of
accidents or incidents on the movement areas involving air carrier aircraft and/or
ground vehicles.

THEREFORE, THE YAKIMA AIR TERMINAL BOARD, BY RESOLUTION,
ESTABLISHES THE FOLLOWING PROCEDURES FOR THE MOVEMENT OF
GROUND VEHICLES ON THE MOVEMENT AND SAFETY AREAS OF THE YAKIMA
AIR TERMINAL
SECTION 1, DEFINITIONS - EXPLANATION OF TERMS
A. THE AIRPORT IS CATEGORIZED INTO THREE DIFFERENT
OPERATIONAL AREAS:
1) MOVEMENT AREAS are the runways, taxiways, and other areas of
the airport which are used for taxiing, air taxiing, takeoff, and landing
of aircraft, exclusive of loading ramps and aircraft parking areas.
2) NON MOVEMENT AREAS, as it relates to this resolution, are all other
areas of the airport within the security perimeter fence, other than
movement or safety areas, including loading ramps, service roads,
aircraft parking ramps, and the like, that have direct access to the
movement or safety areas.
3) SAFETY AREAS are designated areas abutting the edges of a
runway or taxiway which are designed and maintained in a manner as
to reduce the risk of damage to an aircraft inadvertently leaving the
runway or taxiway.
SAFETY AREA DIMENSIONS ARE:
RUNWAY 9-27: 500' wide situated equally about the runway
centerline (250' each side of runway centerline) and extending 1000'
west beyond the threshold of runway 09, and 750' east beyond the
threshold of runway 27.
RUNWAY 4-22: 300' wide situated equally about the runway
centerline,(150' each side of runway centerline) and extending 600'
beyond each runway threshold.
TAXIWAYS: 118' situated equally about the taxiway centerline (59'
each side of taxiway centerline).

B. VEHICLES ARE CATEGORIZED INTO FIVE DIFFERENT OPERATIONAL
CATEGORIES:
1) GROUND VEHICLES NECESSARY FOR AIRPORT OPERATIONS are
vehicles used in direct support of rescue, maintenance, and
inspection activities associated with the movement and safety areas.
These include ARFF (Aircraft Rescue and Fire Fighting) vehicles, law
enforcement vehicles, ambulances, snow removal vehicles, mowers, airport
operations vehicles, FAA and NWS vehicles, contractor vehicles while
under employment of or contract with the airport, FAA, or NWS, and the
like.
2) AIRCRAFT SERVICE VEHICLES are vehicles utilized to provide
service to aircraft. Vehicles in this category are aircraft refueling vehicles
(fuel trucks), aircraft tugs, deicers, aircraft ground power units, and the like.
3) AIRCRAFT SUPPORT VEHICLES are vehicles utilized in support of
aircraft operations, such as catering vehicles, courtesy vans, cargo
vehicles, baggage tugs, and the like.
4) OTHER VEHICLES are vehicles that, on occasion, have a necessity to
operate on movement areas or safety areas or on non movement areas
with direct access to movement or safety areas. This category of vehicles
includes military vehicles, vehicles for the transport of dignitaries, delivery
vehicles, and the like.
5) ESCORT VEHICLES are either vehicles necessary for airport
operations, and under certain conditions, aircraft service vehicles
equipped with an operating amber rotating beacon or strobe, a radio
capable of transmitting and receiving transmissions on ground
control frequency, 121.9 mhz, and operated by a person who has been
issued a Permit to Operate Ground Vehicles by the Yakima Air
Terminal.
C. AIRPORT TRAFFIC CONTROL TOWER (ATCT) means the F.A.A. Airport
Traffic Control Tower facility at the Yakima airport, the hours of operation of
which are currently from 0600 Icl to 2200 Icl daily.

D. GROUND VEHICLE OPERATOR TRAINING REQUIREMENTS:
ACCEPTABLE TRAINING COURSE shall mean the training course
developed by the Yakima Air Terminal, including this resolution, airport
layout map, and the Department of Transportation/Federal Aviation
Administration publication AS -90-3, contained herein and by reference
made a part of this resolution. Each person requesting authorization to
operate ground vehicles on the movement areas, safety areas, or on non
movement areas with direct access to movement and safety areas, must
certify, in writing, to the Airport Manager that he/she has read and does
understand the guidelines in the resolution, the DOT/FAA publication,
maps, and understands the conditions contained therein. NOTICE; If any
deviations in procedures exist between the FAA publication and the
Resolution, the Resolution shall take precedence,
E. AIRPORT CLOSURE shall mean when all or a portion of the movement areas,
safety areas, or non movement areas with direct access to the movement areas
or safety areas are closed due to emergencies, incidents, accidents, or other
activities necessitating closures,
F. GROUND VEHICLES, TYPE OF OPERATION:
1) REGULAR OPERATION shall mean operation by a person who
regularly operates a vehicle on movement areas, safety areas, or non
movement areas of the Yakima Air Terminal in connection with his/her
employment.
2) SHORT TERM OPERATION means an operation necessitated by a
single event or short term activity. Short term shall mean three
consecutive days or Tess.

SECTION 2, VEHICLE OPERATIONS - GENERAL INFORMATION.
A. Only persons who have satisfactorily completed this training course and have been
issued a Permit to Operate Ground Vehicles shall be authorized to operate ground
vehicles on the movement areas, safety areas, or non movement areas with direct
access to the movement areas or safety areas of the Yakima Air Terminal. Such
operations shall be in accordance with the following terms and conditions.
1. All vehicles operating on the movement or safety areas must have;
a. An operating amber rotating beacon or strobe, and,
b. Radio capable of communicating with Yakima ATCT.
Or
c. Escorted by a vehicle with a and b above.
Except:
d. During periods of airport closures due to aircraft incidents or accidents,
or other types of emergency responses resulting in airport closures,
these conditions will not apply to vehicles of emergency response
agencies while operating in the closed areas.
B. Persons requesting permits must;
1) Obtain training materials from the Airport Managers Office.
2) Thoroughly read and understand all training materials.
3) Satisfactorily complete questionnaire attached to the training materials.
4) Return completed certification/application form, the completed questionnaire
and the required fee of $10.00 to the Yakima Air Terminal, Managers Office, 2400
West Washington Avenue, Yakima, Washington, 98903, EXCEPT; The permit fee
will be waived for public agencies.
5) Upon receiving the complete application, and if the Airport Manager or his
designee determine that sufficient training has been accomplished and the
applicant has a bonafide need for such permit, the airport will issue a Permit To
Operate Ground Vehicles at the Yakima Air Terminal.
6). While operating a ground vehicle on the movement areas and safety areas
of the airport, the permittee shall display the permit on their person in a visible
location; EXCEPT, during periods of airport closures due to aircraft incidents or
accidents, or other emergency responses resulting in airport closures, these
conditions will not apply to drivers of emergency response vehicles while
operating in the closed areas.

NOTICE: A permit to operate ground vehicles on the movement and safety
areas of the Airport does not allow access to the Security Identification
Display Area. Access to this area is covered under separate Resolutions
and Ordinances, as governed by 14 Code of Federal Regulations (CFR),
Federal Aviation Regulations Part 107 and 108, Airport and Airline Security,
and the Airport Security Manual (restricted access document).
SECTION 3, VEHICLE OPERATIONS ON NON MOVEMENT AREAS HAVING DIRECT
ACCESS TO MOVEMENT OR SAFETY AREAS, AUTHORIZATION, DEVIATIONS, AND
EXCEPTIONS.
A. Operators of aircraft support vehicles, or other vehicles who regularly
operate vehicles on non movement areas with direct access to the movement
areas or safety areas must conduct their operations in accordance with the
following guidelines.
1. Operators of such vehicles must complete the training in Section 2,
paragraph B. The permit issued will be valid for vehicle operations on non
movement areas only.
2. Vehicles operating on non movement areas that do not, by the nature
of their operation, enter movement or safety areas are not required to have
radio capability with the ATCT nor are they required to have rotating
beacons or strobes. If such a vehicle develops a need to operate on the
movement or safety areas, it must be accompanied by an escort vehicle
and the driver of the escort vehicle must comply with all applicable
requirements of this resolution.
B. Operators of vehicles who require short term operations on any portion of the
airport, whether movement area, non movement area, or safety area;
1. Must have an escort vehicle, or,
2. Prior to each operation, authorization must be obtained from Airport
management. It must be demonstrated that the operation can be
conducted in a safe manner and within the intent of this resolution.
Authorization for operations at times other than normal airport business
hours must be obtained during normal business hours. Business hours are
0800 to 1630 , Monday through Friday, closed holidays. No authorization
will be given for operations on runways or taxiways, or their safety areas
without an escort vehicle.

SECTION 4, GENERAL OPERATIONAL GUIDELINES
A. During periods of tower operation, clearance must be obtained from tower
personnel before entering the movement areas or safety areas of the Yakima
Air Terminal. Tower operation hours currently 0600 Icl to 2200 Icl daily.
B. During periods that the tower is closed, currently 2200 Icl to 0600 Icl daily,
each vehicle operator shall;
1. Announce their intentions on the Common Traffic Advisory Frequency
(CTAF) 118.4 prior to entering a movement area or safety area, stating;
a. "Attention all aircraft at Yakima Air Terminal"
b. State the vehicles call sign and location.
c. State which safety area or movement area the vehicle
will be operating on,
d. State the vehicles final destination.
2. Wait for an acknowledgement of the transmission from aircraft or other
ground vehicles operating in the vicinity.
3. Visually scan the area, including traffic patterns and approaches, and
listen for noises that would indicate aircraft operations. STOP, LOOK,
LISTEN.
4. Proceed with extreme caution. Remember, aircraft always have the
right of way over ground vehicles.
5. Once clear of the safety area or movement area, again announce on
ground control frequency that the vehicle is out of the movement or safety
area.
6. Only vehicles necessary for airport operations are allowed to operate
on runways or runway safety areas during periods the tower is closed.

C. Runways: Runway crossings and entering runway safety areas will be allowed
only under the following conditions.
1. Vehicles necessary for airport operations may enter any portion of
the movement areas or safety areas while operating in accordance with
procedures outlined in this resolution.
2. Aircraft service vehicles are not allowed to cross, operate on the
runway surface, or operate in the safety area of runway 09-27. If
necessary, aircraft service vehicles may cross the approach end of runway
04-22 on "B" taxiway, and all operations must be in strict accordance with
procedures outlined in this resolution.
EXCEPT Aircraft Refueling Vehicles may cross runway 9-27 at "B" or
"C" taxiway and cross runway 4-22 on "A" taxiway under the
following conditions:
a. Aircraft Refueling Vehicles must be clearly marked, including
but not limited to, name of operator (FBO name), type of fuel
to be dispensed from vehicle (100LL, Jet A, etc.), and
appropriate warning placards.
b. Yakima Airport Traffic Control Tower must be in operation
(currently 0600-2200 Id).
c. Crossings will only be permitted in VFR weather conditions,
d. Vehicle must have an operating amber rotating beacon or
strobe.
e. Driver must be in radio contact with ATCT on 121.9 Mhz
(ground control frequency), and follow proper radio
procedures, including "hold short of runway" read -back
procedures.
f. Vehicle driver must be familiar with the runway/taxiway
system at the airport.
3. Aircraft Support Vehicles are not allowed to cross or to enter the
safety areas of either runway without an escort vehicle.
4. Other Vehicles are not allowed to operate on any runway or runway
safety area without an escort vehicle.

D. Taxiways: Operations on taxiways and associated safety areas will be
allowed only under the following conditions.
1. Vehicles necessary for airport operations may enter any portion of
the movement areas or safety areas while operating in accordance with
procedures outlined in this resolution.
2. Aircraft service vehicles may operate on the taxiways and associated
safety areas when a demonstrable need exists for such operation. All such
operations shall be conducted in accordance with procedures outlined in
this resolution.
3. Aircraft support vehicles are not allowed to operate on any taxiway
or its associated safety areas without an escort vehicle.
4. Other vehicles are not allowed to operate on any taxiway or associated
safety area without an escort vehicle.
SECTION 5, CONSEQUENCES OF NONCOMPLIANCE.
A. Any person operating a ground vehicle on a movement area, safety area, or
non movement area with direct access to the movement areas or safety areas of
the Yakima Air Terminal in violation of this resolution shall;
1. First offense: His/her airport driving privilege will be immediately
suspended for a period of 30 calendar days. After 30 calendar days, the
person may re -apply for a Permit to Operate Ground Vehicles in the same
fashion as the original application was made
(certification/application/questionnaire/fee).
2. For any consecutive offense, or first offense if committed with wilful
disregard to the rules and regulations of the Yakima Air Terminal:
a. A complaint may be filed with the City of Yakima Police
Department charging the violator with criminal trespass in the
second degree in accordance with RCW 9A.52.080, as it now reads
or may be amended in the future, and/or;
b. The violators ground vehicle operations privileges will be
permanently suspended.

SECTION 6, TERMINATION OF EMPLOYMENT:
Upon termination of employment, or other circumstances in which the applicant
has no further need to operate ground vehicles on the Airport, the Permit to
Operate Ground Vehicles will be invalid and must be returned to the Airport
Managers Office.
SECTION 7, CANCELLATION:
Upon adoption of this resolution by the Yakima Air Terminal Board, and adoption
and authorization by the City of Yakima City Council and the Yakima County
Commissioners, Resolution 09-91-002 shall be replaced in its entirety by this
resolution (09-91-002-A).

certify, in writing, to the Airport Manager that he/she has read and does
understand the guidelines in the resolution, the DOT/FAA publication,
maps, and understands the conditions contained therein. NOTICE; If any
deviations in procedures exist between the FAA publication and the
Resolution, the Resolution shall take precedence.
E. AIRPORT CLOSURE shall mean when all or a portion of the movement areas,
safety areas, or non movement areas with direct access to the movement areas
or safety areas are closed due to emergencies, incidents, accidents, or other
activities necessitating closures.
F. GROUND VEHICLES, TYPE OF OPERATION:
1) REGULARLY OPERATE shall means a person who regularly operates
a vehicle on movement areas, safety areas, or non movement areas of the
Yakima Air Terminal in connection with their employment.
2) SHORT TERM OPERATION means an operation necessitated by a
single event or short term activity. Short term shall mean three days or

SECTION 2, VEHICLE OPERATIONS - GENERAL INFORMATION.
A. Only persons who have satisfactorily completed this training course and have been
issued a Permit to Operate Ground Vehicles shall be authorized to operate ground
vehicles on the movement areas, safety areas, or non movement areas with direct
access to the movement areas or safety areas of the Yakima Air Terminal. Such
operations shall be in accordance with the following terms and conditions.
1. All vehicles operating on the movement or safety areas must have;
a. An operating amber rotating beacon or strobe, and,
b. Radio capable of communicating with Yakima ATCT.
Or
c. Escorted by a vehicle with a and b above.
Except:
d. During periods of airport closures due to aircraft incidents or accidents,
or other types of emergency responses resulting in airport closures,
these conditions will not apply to vehicles of emergency response
agencies while operating in the closed areas.
B. Persons requesting permits must;
1) Obtain training materials from the Airport Managers Office.
2) Thoroughly read and understand all training materials.
3) Satisfactorily complete questionnaire attached to the training materials.
4) Return completed certification/application form, the completed questionnaire
and the required fee of $10.00 to the Yakima Air Terminal, Managers Office, 2300
West Washington Avenue, Yakima, Washington, 98903, EXCEPT; The permit fee
will be waived for public agencies.
5) Upon receiving the complete application, and if the Airport Manager or his
designee determine that sufficient training has been accomplished and the
applicant has a bonafide need for such permit, the airport will issue a Permit To
Operate Ground Vehicles at the Yakima Air Terminal.
6). While operating a ground vehicle on the movement areas and safety areas
of the airport, the permittee shall display the permit on their person in a visible
location; EXCEPT, during periods of airport closures due to aircraft incidents or
accidents, or other emergency responses resulting in airport closures, these
conditions will not apply to drivers of emergency response vehicles while
operating in the closed areas.

NOTICE: A permit to operate ground vehicles on the movement and safety
areas of the Airport does not allow access to the Security Identification
Display Area. Access to this area is covered under separate Resolutions
and Ordinances, as governed by 14 Code of Federal Regulations (CFR),
Federal Aviation Regulations Part 107 and 108, Airport and Airline Security,
and the Airport Security Manual (restricted access document).
SECTION 3, VEHICLE OPERATIONS ON NON MOVEMENT AREAS HAVING DIRECT
ACCESS TO MOVEMENT OR SAFETY AREAS, AUTHORIZATION, DEVIATIONS, AND
EXCEPTIONS.
A. Operators of aircraft support vehicles, or other vehicles who regularly
operate vehicles on non movement areas with direct access to the movement
areas or safety areas must conduct their operations in accordance with the
following guidelines.
1. Operators of such vehicles must complete the training in Section 2,
paragraph B. The permit issued will be valid for vehicle operations on non
movement areas only.
2. Vehicles operating on non movement areas that do not, by the nature
of their operation, enter movement or safety areas are not required to have
radio capability with the ATCT nor are they required to have rotating
beacons or strobes. If such a vehicle develops a need to operate on the
movement or safety areas, it must be accompanied by an escort vehicle
and the driver of the escort vehicle must comply with all applicable
requirements of this resolution.
B. Operators of vehicles who require short term operations on any portion of the
airport, whether movement area, non movement area, or safety area;
1. Must have an escort vehicle, or,
2. Prior to each operation, authorization must be obtained from Airport
management. It must be demonstrated that the operation can be
conducted in a safe manner and within the intent of this resolution.
Authorization for operations at times other than normal airport business
hours must be obtained during normal business hours. Business hours are
0800 to 1630 , Monday through Friday, closed holidays. No authorization
will be given for operations on runways or taxiways, or their safety areas
without an escort vehicle.

SECTION 4, GENERAL OPERATIONAL GUIDELINES
A. During periods of tower operation, clearance must be obtained from tower
personnel before entering the movement areas or safety areas of the Yakima
Air Terminal. Tower operation hours currently 0600 Icl to 2200 Icl daily.
B. During periods that the tower is closed, currently 2200 Icl to 0600 Icl daily,
each vehicle operator shall;
1. Announce their intentions on ground control frequency (121.9) prior to
entering a movement area or safety area, stating;
a. "Attention all aircraft at Yakima Air Terminal"
b. State the vehicles call sign and location.
c. State which safety area or movement area the vehicle
will be operating on.
d. State the vehicles final destination.
2. Wait for an acknowledgement of the transmission from aircraft or other
ground vehicles operating in the vicinity.
3. Visually scan the area, including traffic patterns and approaches, and
listen for noises that would indicate aircraft operations. STOP, LOOK,
LISTEN.
4. Proceed with extreme caution. Remember, aircraft always have the
right of way over ground vehicles.
5. Once clear of the safety area or movement area, again announce on
ground control frequency that the vehicle is out of the movement or safety
area.
6. Only vehicles necessary for airport operations are allowed to operate
on runways or runway safety areas during periods the tower is closed.

C. Runways: Runway crossings and entering runway safety areas will be allowed
only under the following conditions.
1. Vehicles necessary for airport operations may enter any portion of
the movement areas or safety areas while operating in accordance with
procedures outlined in this resolution.
2. Aircraft service vehicles are not allowed to cross, operate on the
runway surface, or operate in the safety area of runway 09-27. If
necessary, aircraft service vehicles may cross the approach end of runway
04-22 on "B" taxiway, and all operations must be in strict accordance with
procedures outlined in this resolution.
EXCEPT Aircraft Refueling Vehicles may cross runway 9-27 at "B" or
"C" taxiway and cross runway 4-22 on "A" taxiway under the
following conditions:
a. Aircraft Refueling Vehicles must be clearly marked, including
but not limited to, name of operator (FBO name), type of fuel
to be dispensed from vehicle (100LL, Jet A, etc.), and
appropriate warning placards.
b. Yakima Airport Traffic Control Tower must be in operation
(currently 0600-2200 Icl).
c. Crossings will only be permitted in VFR weather conditions,
d. Vehicle must have an operating amber rotating beacon or
strobe.
e. Driver must be in radio contact with ATCT on 121.9 Mhz
(ground control frequency), and follow proper radio
procedures, including "hold short of runway" read -back
procedures.
f. Vehicle driver must be familiar with the runway/taxiway
system at the airport.
3. Aircraft Support Vehicles are not allowed to cross or to enter the
safety areas of either runway without an escort vehicle.
4. Other Vehicles are not allowed to operate on any runway or runway
safety area without an escort vehicle.

D. Taxiways: Operations on taxiways and associated safety areas will be
allowed only under the following conditions.
1. Vehicles necessary for airport operations may enter any portion of
the movement areas or safety areas while operating in accordance with
procedures outlined in this resolution.
2. Aircraft service vehicles may operate on the taxiways and associated
safety areas when a demonstrable need exists for such operation. All such
operations shall be conducted in accordance with procedures outlined in
this resolution.
3. Aircraft support vehicles are not allowed to operate on any taxiway
or its associated safety areas without an escort vehicle.
4. Other vehicles are not allowed to operate on any taxiway or associated
safety area without an escort vehicle.
SECTION 5, CONSEQUENCES OF NONCOMPLIANCE.
A. Any person operating a ground vehicle on a movement area, safety area, or
non movement area with direct access to the movement areas or safety areas of
the Yakima Air Terminal in violation of this resolution shall;
1. First offense: His/her airport driving privilege will be immediately
suspended for a period of 30 calendar days. After 30 calendar days, the
person may re -apply for a Permit to Operate Ground Vehicles in the same
fashion as the original application was made
(certification/application/questionnaire/fee).
2. For any consecutive offense, or first offense if committed with wilful
disregard to the rules and regulations of the Yakima Air Terminal:
a. A complaint may be filed with the City of Yakima Police
Department charging the violator with criminal trespass in the
second degree in accordance with RCW 9A.52.080, as it now reads
or may be amended in the future, and/or;
b. The violators ground vehicle operations privileges will be
permanently suspended.

SECTION 6, TERMINATION OF EMPLOYMENT:
Upon termination of employment, or other circumstances in which the applicant
has no further need to operate ground vehicles on the Airport, the Permit to
Operate Ground Vehicles will be invalid and must be returned to the Airport
Managers Office.
SECTION 7, CANCELLATION:
Upon adoption of this resolution by the Yakima Air Terminal Board, and adoption
and authorization by the City of Yakima City Council and the Yakima County
Commissioners, Resolution 09-91-002 shall be replaced in its entirety by this
resolution (09-91-002-A).
