HomeMy WebLinkAbout03/26/1973 Business Meeting • 547 • MARCH 26, 1973 • • • The City Council met in regular session at 1:30 P.M. on this date in the Conference Room at Yakima City Hall. Councilmen present at the meeting were Mayor Bert Broad, Wray Brown,'Howard C. -Cole, Betty Edmondson, Don Schussler and Bill Whitaker. Also present were City Manager Craig'McMicken, City Attorney_Fred Andrews, City Clerk Jack Daniel; Administrative Assistant Jim Flint andJim Bower, representing-the press. The Council discussed a request from the Yakima Volunteer Services Bureau for a letter of support from the City and a request for $600 for the program. No decision was made at this time. The Council went into Executive Session to consider real estate options for the. proposed Convention Cultural Center. - Councilman Jim Lust present at 2:15 P.M. • The Council then returned to regular session. City Manager McMicken referred to the state law relative to regionalization of water /sewer problems. The Council informally agreed that a visit to the Department of Ecology was in order to try to get approval for $7,500 to fund a study of the Yakima area water /sewer problems. • • At 3:00 P.M., the. Council members moved into the Council Chambers for the balance of the meeting,•Mayor Broad presiding, Councilmen Brown, Cole, Edmondson,- Lust, •Schussler and 'Whitaker :present-: on roll .call : • . • An Ordinance appropriating the amount of $9,684 to the Fire Department, having been read by title at this meeting, was laid on the - table for one week, or until April 2, 1973. City Manager McMicken explained that the amount appropriated by this Ordinance was not•budgeted for 1973 and is now necessary .to pay full salaries for two fire fighters on disability leave. He further reported that this does not include the amounts in the previously proposed Ordinance for.eye care for firemen. • Mr. Clem Enright, being present, to the matter of L.•I.D. No. 989, as amended by Ordinance No. 1478. He stated that residents desire to have curbs, gutters and surfacing on Madera - Way from 40th.Avenue to North 50th Avenue, instead of the limited portion of Madera Way indicated in - the Ordinance. 'City Attorney, Fred Andrews, stated that it was on the advice of the Engineer that the rest of the block was not -- included in the'L.I.D. After due discussion, it was MOVED by Schussler, seconded by Whitaker that this matter' be refer- red back to the Staff for study and recommendation: carried, Broad, Brown; Cole, Edmond- son, Lust, Schussler and.Whitaker voting aye by voice vote: - . • City Manager McMicken referred the 1972 Annual Report of the Yakima Fire Department to Fire Chief, Mat Young, who explained some of the reasons for higher fire loss in 1972 and _briefly reviewed the report. Fire Marshall, Ed Lexa, being present, was called upon by the City Manager to review his report dated March 14, 1973, concerning the existing code requirements and the proposed changes to be made in buildings other than residences. Mr. Bruce Belfield', Alarm Division, also present, explained the problems connected with automatic dialing devices tieing up fire emergency lines and the proposal-that-these systems no longer be . accepted as means for notification of a fire: After due discussion, it was MOVED by Schussler, seconded by Whitaker that a meeting be called of the Fire Marshall and interested persons concerning the matter of proposed changes to the Code, after which the Council could prepare for a • hearing on this subject: carried, Broad, Brown, Cole, Edmondson, 'Lust, Schussler'and Whitaker voting aye by Voice vote. . • City Manager McMicken referred the proposed Housing Action Program to'Chief Building -: spector, Newell Pock, who explained the report received by the Councilmen on'the 1973 Uniform Housing Code, stating the provisions for updating the code,.with the • amendments providing for inspection. of only those houses-now vacant and which become va- cant in a change of occupants. Mr. Pock passed to Councilmen samples of•,the Certificate of Occupancy which would be• required before the occupants could reside.. Mr. Clem Enright asked questions concerning those occupants wishing to move in immediately and the payment of a $2 fee for the Certificate of Occupancy inspection. Mr. Pock further reported on the Neighborhood Conservation Pilot Program to be conducted on South 4th Street and 8th Street in two blocks and.passed to Councilmen pictures•of those-blocks to be involved. Mr. Art Gordon, .being present[ described plans•.for'rehabi.litation of a home on South Street which will house Housing Services•representatives.and Staff from the Home Environ- mental and Consumer Counseling, Homer Matson,.Chief,. Housing -and Renewal, .reported on the chief objectives of .this pilot -program;:stating that it..would provide an opportunity to- assess costs necessary in a project for block areas. After due discussion, it was MOVED - by Whitaker, seconded by Schussler that the overall plan for the Neighborhood Conservation Pilot Program be approved and that Housing;Au,thority and Housing and Renewal take up their portions of the program as indicated: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye by voice vote. There was discussion by the Council on the federally - assisted loan programs available:for eligible••residents needing to make rehabilitation to a neighborhood, such as will be needed in the pilot program blocks. It was then MOVED by Schussler, seconded by Edmondson that appropriate legislation be prepared in order for the Council to adopt the new proposed housing code: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting. aye by voice vote.- , City Manager McMicken referred the Regional Crearinghouse matter of the Yakima Volunteer Bureau to Mr. Ed Newhouse, Chairman of the Yakima Volunteer Bureau. Mr. Newhouse referred to the letter dated March 7, 1973, in .which 'he was informed that Yakima -is a finalist in the competition for a grant for this program and stated that it would be necessary to ob- tain City Council endorsement of the program activities and application: Mr. Newhouse further reviewed the total budget for the•program and those budget - obligations - listed 'which have been previously met through in -kind services. He asked that a minimum of $300 be' • given as a commitment from the city toward these costs, which could cover the phone costs. He further explained that the grant received would cover the salary for the Director of the Bureau. After due-discussion concerning the activities of the volunteer program on a full -time basis, it was MOVED by Lust, seconded by Schussler that the Council approve this program in principle, that it endorse the program activities outlined, that $600 be the city's contribution to the budget obligations and that the Staff be directed to do what is necessary to implement this action: carried, Broad, Brown, Cole, Edmondson, Lust, Schus.= '_:_;: • sler and Whitaker voting aye by voice vote. City Manager McMicken explained that formal 5.8 MARCH 26, 1973 . action will have to be prepared on what is approved at this meeting. • City Manager McMicken referred the matter of amending the bus route to Director of Services Jack Daniel. Mr. Daniel reported that it is desired_that the new bus schedules to be ,printed reflect a change in the Fourth Street route which could the new Senior Citizens Center. With the use of a map, he indicated the desired change, which would then bring the bus within one -half block of the new proposed center. After due discussion, it was MOVED by Broad, seconded by Edmondson that Resolution No. D -2031, authorizing said amendment to the bus •route, be passed: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll call. RESOLUTION NO. D -2031, A RESOLUTION revising the schedule of routes for the public bus transportation system operated by the City of Yakima. City Manager McMicken referred the proposed amendment to the Collective Bargaining Agree- ment with AFSCME to City Attorney, Fred Andrews, who explained that the amendment includes two added Articles concerning Productivity and Social Security, respectively. After due discussion, it was MOVED by Lust, seconded by Edmondson that. . Resolution No. D -2032, autho- rizing said amendment, be passed: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll call. • • RESOLUTION NO. D -2032, A RESOLUTION authorizing the'execution of a Supplemental Agreement to Collective Bargaining Agreement between City of Yakima and the Washington State Council of County and City Employees, Local 1122 of the American of State, County and Municipal Employees, AFL -CIO. City Manager McMicken referred the authorization to execute a contract for the "New Careers Program" to Personnel Director, Bob Hilsmann. Mr. Hilsmann reviewed the memorandum dated March 19, 1973, concerning the elements of the Affirmative Action Plan. Mr.. Hilsmann further reviewed the proposed role which.O.I.C. might play as an employment recruiting source. After due discussion, it was MOVED by Cole, seconded by Edmondson that the Affirm- ative Action Plan outlined in the memorandum of March 19, 1973, be adopted.as a guideline for the Affirmative Action Program; after further discussion'on this matter, Councilman Edmondson withdrew her second and Councilman Whitaker seconded the motion as stated: carried, Broad, Brown, Cole, Schussler and Whitaker voting aye by voice vote; Edmondson and Lust voting nay by voice vote. City Manager McMicken explained that the next step would be to go to O.I.C. and begin to make up the contract. Mr. Hilsmann explained the content of the New Careers Program, including number of personnel, salaries, training, and methods of testing. After due discussion, it was MOVED by Whitaker,_ seconded by Cole. that Resolu- tion No. D -2033, authorizing the execution of a contract with the state for conducting the program, be passed: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll call. RESOLUTION NO. D -2033, A RESOLUTION authorizing and directing the.City Manager and City Clerk of the City of Yakima to execute an agreement with the Washington State Office of Economic Opportunity for an employment and training program. City Manager McMicken explained the necessity for including the "New Careers" trainees in the salary Ordinance for city employees. After due discussion, it was MOVED by Lust, seconded by Cole that Ordinance No. 1499, providing for the inclusion of these personnel in the classification plan for city employees, be passed: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll call. , ORDINANCE NO. 1499, AN ORDINANCE relating to City personnel; amending the classification and compensation plan for city employees; amending subsection 2.20.100 (a) of the City of Yakima Municipal Code; and declaring an emergency. City Manager McMicken reported on a request letter from Henry Beauchamp for city mainte- nance services to the Southeast Community Center. He stated that the request for street sweeping was not recommended by the Director of Public Works, since the street department. makes a practice of doing only public streets and not private property. After due discus- sion, it was MOVED by Whitaker,seconded by Edmondson that the request for maintenance services to the Southeast Community Center be denied: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye by voice vote. City Manager McMicken referred to the authorization for a pipe line crossing agreement with the Yakima Valley Transportation Company, stating that the city will be installing 16 -inch lines in their right-of-way. City Attorney, Fred Andrews, indicated that the agreement had the routine conditions. After due discussion, it was MOVED by Lust, seconded by Schussler that Resolution No. D -2034, authorizing the execution of said agreement, be passed: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll call. • RESOLUTION NO. D -2034, A RESOLUTION authorizing the Mayor and City Clerk of the City of Yakima to execute a Pipe Line Crossing Agreement with Valley Transportation Company. City Manager McMicken requesting out -of -state travel approval for Jay Otto, Planning Director, to travel to Los Angeles, California, to attend the 1973 American Society of Planning Officials National Planning Conference, April 6, 1973 - April 11, 1973, it was MOVED by Lust, seconded by Cole that said travel be approved and expenses paid: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye by voice vote. Councilman Jim Lust expressed appreciation to Councilmen and Staff for the cooperation and experiences received during his term as City Councilman. Mayor Broad expressed apprecia- tion on behalf of the city for Councilman Lust's cont'ributi'on to city government. There being no further business to come before the Council, it was MOVED by Lust, seconded by Cole that this meeting be adjourned to Friday, March 30, 1973, at the hour of 12:00 Noon, to then meet at the Yakima Air Terminal: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye , by voice vote. /t'• Gt/.
