The Council .discussed .several . matters in.-.,connec.tion..w.ith..ahe ::.proposed..Convention- Cultural Center and _ Bond .Issue - Special _Eledtion.:.. capital,... financing., . eque'sting funds. from the Count , legislation regarding._a-room tax,- appointing of,a..Campaign....Manager, increasing business • license fees and,negotiating.for the purchase.of.the.property.for the Convention - Cultural Center. Mr. Bob .Yeasting,..Foster..and .Marshall,, , Inc..,. Financial..Consultan,ts,. being present, spoke .to..the. matter of the. .financing. ;of.th ...propose&., Convention- Cultural Center..,: stating that he r. has been. to .several :of .the :.mee.ting.s:rand...concur.s :with the.. suggested .plan of a . $1 -. 9 . million. Gener.al__ Obligation_- Bond;.Issue.._ to: be._placed. before the - voters ,. and Councilma- tic,. non- .voted..bonds.,_in-.the :amount .'of $950,000".to...be raised .by-:°the proposed. general busi- ness . - license': increase...._..Mr.. Yeasting,. stated .,that .-he . feels:. it ..is . important. to.. g.et options . .on the property .needed_:for the proposed: Center ....After...,-due...discussion, it. was MOVED by Schussler;. seconded-by ..Cole. that the City :Manager negotiate the .matter .of: securing 'options on the . property-.: and: should. have. these .op.tions..in...hand .by .March 26 , 1973, .before . the April 2, 19.73., . deadline....for.. having everything :.prepared .to.....get the matter on the ballot for May 22, 1973. • .. There was , furtther discussion .on .the - matter of the.. options...and° the suggested .amounts to . offer for..the property. needed... It was .noted._that._$.250E,:0.00:' was.'suggested..for the :Holtzinger . and Y.M..C.A.'.properties, :.and that it .was.._re.ported.,.that....a, price.of .$326,000 had been asked for the..Capital Theater.by.the.Junior.Amusement Company, and 'that the assessed valuation of .this property by.the Assessor's Office was $145,000. City Manager .McMickenrequested.permission for the Mayor:and..himself- to- getwith the .County Commissioners. and request funds to assist.in the financing .of the.proposed Center. After due-discussion,.it was the concensus -of the Council members that they do this. .It was.then MOVED by Schussler,._ seconded by Whitaker that the Council members go into .. Executive_Session_to.discuss a amount that the City Manager should offer for the Capital: theater property: carried,.. Broad, Brown, Cole, Edmondson,, Schussler and .Whitaker voting aye by voice vote. Lust absent. (Council then .went into .Executive Session at 8:30 P..M.. -- at 9:15 P.M. convened.again for regular Council.meeting.) The.. City- Council.. re- convened._ at .9 -:15 P.M. . for.. the balance.- -of...the..,Council meeting.. _There. was further. discussion.regarding..the suggested amo. unt _.to..raise,business..license fees. It was noted. that..the. Merchants.' Committee of. the :.Chamber .of ..Commerce approved the -idea. of . a .74 percent.indrease to produce.the needed $950,000. Councilman Brown stated that busi -. .. nessmen who had . discussed. the. matter .with him .had..indicated .that they would be, wil1ing:,to go 50 percent, but .not higher.. Mr. Brown further stated that he would feel a little .safer about.requesting the 74 percent .increase, when the Chamber'ratifies committee's approval .of .the 7'4 percent increase. , • - There was discussion .on .Federal. Revenue ..Sharing: and .on whether-the matter of funds for the ..proposed._Shop complex should be brought to a vote of the people.. No action was on these matters at this -time. • There .being .no .further business . to come .before °.the._ Council , . it was MOVED by , Cole , seconded . by Whitaker that this.rmeeting be adjourned at.the.hour.of 9 30:':P.M., to Friday, :March 16, 1973, to then.meet'at 12:00 Noon..at the Cosmopolitan Chinook ,Hotel:-carried, Broad, Brown, .Cole, Edmondson, Schussler and Whitaker voting aye by voice vote.
