R-94-20 A RESOLUTION authorizing and directing the City Manager of the City of Yakima to file an application with the State of Washington Department of Community Development for designation as a Neighborhood Reinvestment Area. WHEREAS, the City of Yakima contemplates development and implementation of a Five -Year Neighborhood Reinvestment Area Strategic Plan for which State designation is available, and WHEREAS, the City Council of the City of Yakima deems it to be in the best interest of the City that an application be filed for designation for the purpose mentioned above, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: R. A. Zais, City Manager of the City of Yakima, is hereby authorized and directed to execute and file the attached application documents, including all understandings and assurances contained therein, with the State of Washington Department of Community Development for designation as a Neighborhood Reinvestment Area; and he further is hereby designated as the official representative of the City to act in connection with that grant request and to provide such additional information as may be required. (4) Mayor MINIM�I w As rAmi III ■ r®I�®7 i Washington State Department of Community Development APPLICATION: Neighborhood Reinvestment Areas November 1993 C '� °° Recycled Parc Stronger Communities For A Better Washington BACKGROUND For a number of years, the state of Washington has offered several tax incentive pro- grams to encourage and stimulate new investment in counties designated as economi- cally distressed. In 1993, the Washington State Legislature extended these tax incen- tives to include an additional group of areas, called Neighborhood Reinvestment Areas, as part IV (entitled Sales Tax Deferral Programs) of Chapter 25 of Washington Laws, 1993 1st Special Session. Local governments will be able to propose up to two neighbor- hoods for designation; a maximum of six areas may be designated statewide. The neighborhood reinvestment area designation will enable qualified businesses to apply to the Department of Revenue for sales tax deferrals and business and occupation tax credits for a variety of projects. The incentive tax authority expires June 30,1998. THRESHOLD REQUIREMENTS J To be designated a Neighborhood Reinvestment Area the local legislative au- thority must designate and define the area to receive federal, state, and local assistance to increase economic, physical, or social activity in the area. 4 At least 51% of the households in the area must have income at or below 80% of the county's median income—adjusted for household size. 4 The average unemployment rate for the area for the most recent twelve months for which data is available must be at least 120% of the average unemployment rate of the county. J No local government shall submit more than two neighborhoods for possible designation. 4 The applicant must certify that neighborhood residents were given the opportu- nity to participate in the development of the five-year neighborhood reinvest- ment strategic plan. NEIGHBORHOOD REINVESTMENT PLAN The Washington State Legislature has strongly encouraged local governments to de- velop reinvestment plans through a grass-roots, community based planning process which achieves broad participation from area residents, businesses, nonprofit organiza- tions, and property owners. Neighborhood reinvestment plans which demonstrate community participation in both the planning and on-going implementation of area strategies will be viewed as having higher potential for success. Applicants will be requested to maintain documentation of their community involvement efforts including meeting notices, public hearing and meeting minutes, and meeting participation records. PLAN REQUIREMENTS Each proposed neighborhood reinvestment area must have a five-year neighborhood reinvestment plan that identifies the area's community development needs and pre sents a comprehensive strategy for meeting those needs. The plan must include the following information: • Housing needs, including emergency housing. • Public infrastructure needs, such as: - transportation - water - sanitation - energy - drainage/flood control. • Public facilities needs, such as: -neighborhood facilities • facilities for the provision of health, education, recreation, or public safety. • Community economic development needs, such as: - commercial/industrial revitalization - job creation and retention with special attention to the unemployment and underemployment of the area residents - accessibility to financial resources by residents and businesses within the area - investment in the area. • Social service needs. • Existing and new plans to specifically address the identified needs and the financial and other resources which have been committed to implement: the plan. • Funding sources that are expected to become available in the future to carry out the reinvestment area strategy and the actions that will be taken to acquire these funds. PLANNING RESOURCES Applicants are encouraged to use a variety of plans, documents, and data that may be available and useful in formulating the reinvestment area plan. Some of these resources are listed below; however, don't feel limited by this list: - Comprehensive land use plans - Capital improvement plans - Neighborhood land use plans - Engineering reports - Market studies - Feasibility analyses - Environmental Impact Statements - Pedestrian safety studies - Transportation plans - Six-year street plans - Overall Economic Development Plans - Coordinated service delivery plans - Business recruitment and retention strategies Additionally, 1990 Census data can be useful in assessing and documenting area needs. Most state universities, regional councils of government, planning departments, and major libraries maintain Census data resources. Please contact DCD staff if you need help in identifying contacts for these organizations. REVIEW & EVALUATION OF APPLICATIONS Applications will be reviewed and evaluated by a team which will include representa- tives of DCD, the Department of Revenue, Employment Security Department, Office of Financial Management, and others as appropriate. Each application will be screened to ensure that it meets the minimum threshold requirements established by the legislation. Additional evaluation factors will include, but not be limited to, completeness and quality of the five-year plan; degree of local commitment and support; and likelihood of attaining successful reinvestment area outcomes.
