RESOLUTION NO R-94- 8
A RESOLUTION adopting a Commute Trip Reduction Program for the
City of Yakima.
WHEREAS, the City is required by RCW 70 94 to implement a
commute trip reduction program to reduce employee use of single occupant
vehicles and to reduce vehicle miles traveled by commuting employees at the
City Hall and City Shops worksites, and
WHEREAS, the City of Yakima adopted Ordinance No 93-28, which is
now Chapter 5 90 of the Yakima Municipal Code, requiring major employers
including the City of Yakima to implement a commute trip reduction
program, and
WHEREAS, commute trip reduction planning is in the City's best
interest, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA.
The attached and incorporated Commute Trip Reduction Program is
hereby adopted.

COMMUTE TRIP REDUCTION PROGRAM
I. INTRODUCTION
In 1991, the State of Washington adopted legislation requiring certain
employers within eight counties to develop and implement strategies to
reduce traffic congestion and improve air quality. The law requires the City of
Yakima to develop and implement a Commute Trip Reduction Program that
will encourage its employees to seek alternatives to commuting to work
alone in a single occupant vehicle. City of Yakima worksites affected by this
legislation are Yakima City Hall, 129 North Second Street, and Yakima City
Shops, 2301 Fruitvale Boulevard.
The City of Yakima's Commute Trip Reduction Program is designed to allow
flexibility while encouraging its employees to seek alternatives to commuting
to work alone in a single occupant vehicle. A recent survey of employees at
City Hall and City Shops indicates that employees are most interested in: 1)
compressed work week options; 2) financial incentives for alternate travel
options; 3) guaranteed ride home for carpoolers; and 4) telecommuting
options (see Appendix B, CTR Survey, 1993).
Alternative Commuting Options Available
The City of Yakima's Commute Trip Reduction Program includes the
following options and incentives:
Preferential / Reserved Parking for Carpools
Guaranteed Ride Home
Ridematching Services
Telecommuting (Work at Home)
Compressed Work Week
Flexible Schedules
Provision of Bicycles
Goals of the City of Yakima's Commute Trip Reduction Program
The goals of the City of Yakima's Commute Trip Reduction Program
include the following:

• Provide a Commute Trip Reduction Progrann example for the
community;
• Reduce traffic congestion and improve air quality;
• Flexibility that will allow employees to personalize their own
commuting plan;
• Encourage employees to seek alternatives to single -occupant
vehicle commuting;
• Meet the goals of the Commute Trip Reduction Law
Specifically, the City of Yakima's Commute Trip Reduction Plan and
Ordinance, adopted by the Yakima City Council during June, 1993, establishes
the following goals (from base survey year 1992) related to reducing single -
occupant vehicle commuting and vehicle miles traveled for the home to
work commute:
Single Occupant Vehicle Reduction Goals:
• 1995: Reduce single occupant vehicle trips by 10%
• 1997: Reduce single occupant vehicle trips by 20%,
• 1999: Reduce single occupant vehicle trips by 30%
Vehicle Miles Traveled Reduction Goals:
• 1995: Reduce vehicle miles traveled by 15%
• 1997: Reduce vehicle miles traveled by 25%
• 1999: Reduce vehicle miles traveled by 35%
Surveys will be conducted during goal years of 1995, 1997 and 1999 to
determine progress made toward each of the above goals.
How to Participate
Participation is Voluntary
Participation in the City of Yakima's Commute Trip Reduction Program is
strictly voluntary. In fact, an employee may decide to participate only once or
twice a week, depending upon his or her schedule and ability to utilize an

alternate mode of transportation. Participants who decide to utilize an
alternative mode of transportation at least 60% of their workshifts will qualify
for free Transit Passes. Participation in the Program is available to all full
time permanent City employees at all worksite locations, in addition to the
affected worksites of City Hall and City Shops.

II. COMMUTE TRIP REDUCTION PROGRAM ELEMENTS
This Section lists the various options and alternatives available to City of
Yakima employees, in order to meet the single -occupant vehicle and vehicle
miles traveled reduction goals.
CARPOOLING
A major benefit of carpooling is the availability of preferred parking for
carpoolers at the affected worksites. Preference will be given to persons who
carpool for at least 60% of their commute trips during a month. You may
form your own carpool, or contact the Employee Transportation Coordinator
(ETC) at your worksite for assistance in forming one.
Reserved Parking for Carpools: Carpool vehicles may park at one of six
parking stalls reserved for carpoolers only. Please see your ETC for
your Reserved Carpool Parking location.
Guaranteed Ride Home for Carpools: In the event that you need a ride
home due to an emergency or other cause approved by your Division
Manager, your Division Manager will arrange for a ride home for you.
Ridematching Services: Ridematching services are available to
employees wishing to carpool, but without a carpool partner(s). You
may register for Ridematching Services with the ETC at your worksite.
TELECOMMUTING (WORK AT HOME)
Telecommuters may work at home one or two days per week, at the
discretion of your Division Manager. Writing, reading, telephoning, data

analysis, a:nd word processing a:re some of the typical work activities
undertaken with this option.
Eligibility Criteria for Telecommuters:
• Approval from your Division Manager
• Demonstrated conscientiousness about work time &
productivity
• Self -motivated
• Able to work well unsupervised
The work day for telecommuters is the same as if they were at their :regular
work site. They will begin work at the same time and keep the same hours.
The telecornmuter must be accessible by telephone.
The City will attempt to provide a laptop or other computer equipment when
necessary. The employee may elect to use his/her own equipment. No office
furniture will be provided. Surge protectors must be used with arty City
provided computer equipment.
COMPRESSED WORK WEEK
The Compressed Work Week option allows the employee to work longer
hours each day to reduce commuting by at least one day every two weeks.
Typical compressed work week schedules consist of working ten hours four
days each week, or working nine hours nine days (less one hour) over a two
week period. This option would apply to employees not required to be at City
Hall or City Shops five days per week. Work schedules must be approved by
the Division Manager.
FLEXIBLE SCHEDULES
This option would be used primarily in conjunction with carpooling and
transit commuters, to allow some flexibility in the time the employee arrives
at and leaves work. Work schedules must be approved by the Division
Manager.
PROVISION OF BICYCLES

At various times the City's Police Department has available a number of
bicycles in its unclaimed stolen property inventory. These will be available
on a first come, first served basis in good condition to program participants
willing to commute by bicycle at least three days per week (weather
permitting). Please contact your worksite ETC for details.
III. AFFECT ED WORKSITE CHARACTERISTICS AND AFFECTED
EMPLOYEES
Yakima City Hall Worksite
The Yakima City Hall worksite is located in downtown Yakima, with on -
street and private monthly -fee parking available. Generally, most City Hall
employees utilize on -street parking, moving their vehicles every two hours if
necessary, or parking about three blocks away from the worksite. The
worksite is adequately served within walking distance by banks, retail services
and transit. The number of affected employees at this worksite is 115.
Yakima City Shops Worksite
The Yakima City Shops worksite is located at 2301 Fruitvale Boulevard. Free
on-site parking is available to all employees at this location, along with
adequate transit service. However, retail services are not available within
walking distance of this worksite. The number of affected employees at this
worksite is 121.
Please remember that program benefits are available to all other City
worksites as well.
IV. EMPLOYEE TRANSPORTATION COORDINATORS
The Employee Transportation Coordinator (ETC) is:
City Hall Worksite: John Elsden, Planning Division, 575-6162
City Shops Worksite: Bill Schultz, Transit Manager, 576-6415
The ETC manages the implementation and ongoing operation of the
worksite's transportation program. The ETC's responsibilities include
promoting, administering and evaluating this program. Please contact your
worksite's ETC if you have any questions, or wish to participate in the City's
Commute Trip Reduction Program.

V. COMMUTE TRIP REDUCTION INFORMATION DISTRIBUTION
Information concerning alternatives to single occupancy vehicle commuting
will be provided to employees at least once a year. Information to be
distributed will include ways to participate in the City's CTR Program, along
with alternatives available. Information will be distributed via the City's
monthly Newsletter, along with additional distributions as necessary.
VI. ANNUAL PROGRESS REPORTS
The City will conduct annual surveys to review employee commuting and
progress toward meeting the single occupancy vehicle reduction goals. The
Annual Progress Report will evaluate the effectiveness of the City's CTR
Program and if necessary, propose modifications to achieve the CTR goals.
VII. IMPLEMENTATION, RESPONSIBILITIES AND RESOURCES
Implementation
The City of Yakima Commute Trip Reduction Program will be fully
implemented within six months of :Program adoption.
Responsibilities
The Department of Community and Economic Development, Planning
Division, will be responsible for implementation and monitoring of the
Commute Trip Reduction Program, including coordination of surveys and all
other aspects of the Program.
Resources
The City of Yakima is committed to providing resources adequate to
implement this Commute Trip Reduction Program.
