HomeMy WebLinkAbout02/20/1973 Business Meeting • 525 FEBRUARY 20, 1973 The City Council met in regular session on this date at 6:30 P.M., in the Conference Room at Yakima City Hall. • Councilmen present at the meeting were Mayor Bert Broad, Howard C.. Cole, Betty L. Edmondson Jim Lust, Don Schussler and Bill Whitaker. Also present were City Manager, Craig McMicken; City Clerk, Jack Daniel; Personnel Director, Bob_Hilsmann; and Administrative Assistant, Jim Flint. The Council reviewed a proposed letter to the President outlining its position with respect to low - income housing and its concern about federal cutbacks in housing programs. It was decided that Mayor .Broad and City Manager McMicken would rework the letter to reduce its contents. • City Manager.McMicken suggested that the agenda for the joint meeting with the Parks Com- mission.include: (1) Roles of the Parks Commission and Council, and (2) Senior Citizen • Center vs. the Masonic Temple. The Council concurred. The latest proposed cabulance Ordinance was considered by the Council and it was decided to again rework the Ordinance to provide regulation of cabulance businesses the extent that they operate for hire and should meet minimum safety requirements. Councilman Whitaker asked that the cabulance Ordinance be separate from the ambulance Ordinance. The Council approved the City Manager's list of Staff to attend Saturday's retreat at Whistlin' Jack. Also discussed was a list of programs which qualify for FRS funding and which will be considered by the Council at the retreat meeting. At 8:00 P.M., the Council - members moved into the Council Chambers for the balance of the meeting, Mayor Broad presiding, Councilmen Cole, Lust, Schussler, Whitaker, and City Manager McMicken present on roll call. Brown absent on roll call. It was MOVED by Lust, seconded by Schussler that Councilman'Brown be excused: carried, Broad, Cole,-Edmondson, Lust, Schussler and Whitaker voting aye by voice vote. Whi'takerthatthe bid submitted ' by the Yakima Herald Republic be accepted and that the City Manager'is.:hereby authorized: to.enter -into an'agree- ment with said Yakima Herald Republic: carried, Broad, Cole, Edmondson, Lust, Schussler and Whitaker voting voice vote Brown absent:: ... • } •.. -. • City Manager McMicken referred the matter of authorization to apply to the Federal Aviation Agency to finance the installation..of security fencing at.the:Yakima Air Terminal to the Director,of Services, Jack Daniel, who pointed out where the fencing is to be located. • X 526 FEBRUARY 20, 1973 Mr. Daniel further reported that this 2,400 feet of chain link security fencing is required to continue: the application for the allocation of $11,007 by the Department of Transporta- tion, and that this would meet minimum FAA requirements. After due discussion, it was MOVED by Lust, seconded by Edmondson that Resolution No. D -2011, authorizing application to the Federal..Aviation.Agency for a grant to finance said installation of fencing, be. passed: carried., Broad, Cole, Edmonson, Lust, Schussler and Whitaker voting aye on'roll call. Brown - absent. RESOLUTION NO. D -2011, A RESOLUTION authorizing and directing the City Manager of the City of Yakima to apply to the Federal Aviation Agency for a grant to finance installation of security fencing at the Yakima Air Terminal. . City Manager McMicken referred to the matter of authorization to execute a renewed lease agreement with Harry Schuchman for the John F. Chesterly park site. He stated that the leased premises would be used as a hay field at $150 per year for three years. After due discussion, it was MOVED by. Cole, seconded by Lust that Resolution No. D- 2012,. authorizing the execution of said lease agreement with. Harry Schuchman, be passed: carried, Broad, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll call. Brown absent. RESOLUTION NO. D -2012, A RESOLUTION authorizing and directing the City Manager and City Clerk of the,City of Yakima to execute a Lease Agreement with Harry Schuchman. City Manager McMicken referred to the matter of authorization to execute a joint County - City Computer Center Lease Renewal Agreement and reported that this agreement would be on the same terms of $3 per square foot per year, for the space rented for,Computer Center purposes in the basement of the County Courthouse. After due . discussion, it was MOVED by Schussler, seconded by Edmondson that Resolution No. D -2013, authorizing the execution of said lease agreement, be passed: carried, Broad, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll call.. Brown absent. RESOLUTION NO. D- 2013, A RESOLUTION authorizing and directing the City Manager of the City of Yakima to execute a lease agreement with-the County of Yakima for joint county -city computer center space. City Manager McMicken referred to the report from Personnel Director, Bob Hilsmann, dated January 23,1973, regarding the City's safety program for 1972 and 1973. Mr. McMicken called upon Glen Koell.ing, Safety and Training Officer, to review this report. Mr. Koelling gave the background on the City's.safety efforts and reviewed the contents of the report concerning the implementation of various training programs for city employees. He further reported on the statistics for 1972 and plans for the 1973 Safety Program as found in this report.. .. . City Manager McMicken reviewed his Report #168 concerning an Affirmative Action Program, stating that Personnel Director, . Bob Hilsmann, could at this time answer questions regarding the employment . of. minorities .with the City of Yakima and the provisions of the proposed. program. Mr. Hilsmann reviewed the possibilities for actively recruiting minorities and providing training in deficient areas before testing. Councilmen Lust, Edmondson and Schussler directed questions to Mr. Hilsmann in regard to the reasons for minorities not passing the test, or. failing to: receive.,interviews. Those present and speaking to this matter from the audience were Mr. Floyd, Mrs. Platt, and Magnolia Rentz. After due discus- sion, it was MOVED by Schussler, seconded by Lust that March 12, 1973, be set as the date for discussion of an Affirmative Action Program in the study session portion of the regular City Council meeting to be held on that date: carried, Broad, Cole, Edmondson, Lust, Schussler and Whitaker voting aye by voice vote. Mayor Broad indicated that this subject is on the- ; agenda for the Council retreat scheduled for Saturday, February 24, 1973, at which time the Council will consider Federal Revenue Sharing money. priorities. City Manager McMicken reviewed his Report #169 concerning a Proposed Police and Fire Fit- ness Program and referred to the attached copy of the Memorandum from the. Yakima Police and Fire Departments Joint Committee on Aerobics. Mr. McMicken reported on the facilities proposed for use in rthe aerobics program of fitness and the schedule for testing every six months. The Councilmen present discussed the benefits of such a program and the cost for required .medical examinations and equipment. City Manager McMicken stated that this report was for the purpose ,of information and consideration by the Council as to funding. No action was taken by the Council at this time. Public Works. Director, Dave Vargas, reported on an Off - the - Agenda item concerning the coming work to be done on Yakima Avenue and Walnut Street. Mr. Vargas reported that work on the Yakima Avenue Crossings are to start February 26, as well as the splicing work to be done by the telephone Company on Walnut Street. He stated that the Telephone Company will need to occupy one lane on Walnut for one week and that the extent of their work will take approximately six weeks. Mr. Vargas reported that Walnut Street will not be completely closed until -.the work on Yakima.Avenue is completed. City Manager McMicken referred to the request for outside utility service to the Lundgren residence at 211 S. 57th Avenue. Mr. McMicken reported that Mr. and Mrs. Lundgren wish to be added to the list of twelve residences that obtained service in the Alegria -Huck Outside Utility Extension Area._. He further, reported that the applicants have signed an outside utility agreement and that the City Engineer has approved an installment contract of $661.95 for this service-. The Planning Staff having recommended approval of this outside utility request, it was MOVED by Whitaker, seconded by Schussler that the request of Mr. and Mrs. William R. Lundgren for outside utility service be granted: carried, Broad, Cole, Edmond- son, Lust, Schussler and Whitaker voting aye by voice vote. Brown absent. Mr. Ralph Huck, being present, thanked the Council for going ahead with the extension of sewer services to. the Allegria -Huck area and stated that he felt the cost to be reasonable in light of the benefits received from this project. City Manager McMicken requesting authorization for the following out -of -state travel requests: 1.
