The City Council met in session at 8:00 A.M., February 14, 1973, at the Holiday Inn Motel,
Yakima, Washington.
Councilmen present at the meeting were Mayor Bert Broad, Wray Brown, Howard C. Cole, Jim
Lust, Don Schussler and Bill Whitaker. Edmondson.absent. Also present were City Manager
Craig McMicken and City Clerk Jack Daniel.
The purpose of the meeting was to engage in a question and answer session with Congressman
Mike McCormick concerning the status of various federal budget programs. Of special inte-
rest to the Council was Congressman Mike McCormick's estimate of the future of housing and
special and regular revenue sharing programs. The Congressman expressed his opinion that
the mood of Congress is to hold at a total federal budget ceiling of $268 -269 Billion and
may want to stay below. that. He challenged the President's efforts to submit a budget which
includes a $5 Billion increase for defense. He further expressed his opinion that such
categorical programs as housing and urban renewal had not been very successful and thought
that future appropriations might be in jeopardy. Specifically, he was ,pessimistic about
interim funding to offset the present one and one -half year moratorium on federal housing
programs. The Congressman told the Council that even though general revenue sharing was
established by act of Congress, this did not necessarily insure that FRS appropriations
over that period would be automatic. His overall estimate of the status of existing
federal programs was that of uncertainty due to conflicts between the President and Congress
with respect to basic philosophies of spending. Mayor-Broad expressed the thanks of the
Council in Congressman McCormick's time and helpful observations.
There being no further business to come before the Council, it was MOVED by Brown, seconded
by Lust that this meeting be adjourned to Friday, February 16, 1973, at the hour of 12:00
noon, to then meet at the Cosmopolitan Chinook Hotel, Yakima, Washington: carried, Broad,
Brown, Cole, Lust, Schussler and 10 ; a er voting .ye by voice vote. Edmondson absent.

The City Council met in session at 12:00 noon, February 16, 1973, at the Cosmopolitan
Chinook Hotel, Yakima, Washington.
Councilmen present at the meeting were Mayor Bert Broad, Wray Brown, Howard C. Cole, Jim
Lust, Don Schussler and Bill Whitaker. Absent was Councilman Betty L. Edmondson. Also
present was City Clerk Jack Daniel.
Mr. Ray Pittman, representing the Yakima Visitor and Convention Bureau, being present, out -
lined lobbying activities in Olympia as concerns legislation to allow local governments to
levy and collect an excise tax against motel -hotel lodgings at the rate of two per cent.

He passed around Convention brochures used in the cities of Portland, Tri-Cities and Seattle
and outlined how Yakima might benefit from similar publications in connection with attract-
ing convention business.
There was some discussion about the feasibility of creating a tourist attraction out of the
existing inter -city and intra -city rail lines upon which to run a tour train. It was
mentioned that Selah was considering the use of these lines as a transit connection with
Yakima.
No Council decisions were made at this meeting.
There being no further business to come before the Council, it was MOVED by Lust, seconded
by Whitaker that we do now adjourn at the hour of 1:30 P.M.: carried, Broad, Brown, Cole,
Lust, Schussler and Whitaker. Edmond -on absent.
