HomeMy WebLinkAboutR-1993-094 Backflow / Zurn-WilkinsRESOLUTION NO. R-93-94 A RESOLUTION authorizing the purchase of Zurn/Wilkins Backflow Protection Devices without calling for bids. WHEREAS, the City of Yakima Water Division requires that Backflow Protection Devices and associated equipment be installed on new potable water water services connected to identified backflow hazards; and WHEREAS, the City of Yakima Water Division currently uses Zurn/Wilkins Backflow Protection Devices and related equipment exclusively; and WHEREAS, said Backflow Protection Devices and related equipment are available from a sole source, Mechanical Agents, Incorporated, and no purpose would be served through the bidding process, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The purchase by the City of Zurn/Wilkins Backflow Protection Devices with associated equipment from Mechanical Agents, Incorporated, is hereby authorized without calling for bids 7th September ADOPTED BY THE CITY COUNCIL this day of 1993. ATTEST £s—� -e -i -- City Clerk Mayor 7.68.260 Charges for premises supplied through more than one meter. Where an individual consumer is supplied with water through more than one metered service. charges shall be computed separately for each individual meter. (Ord. B- 606 § 35. 1944). 7.68.265 Charges for more than ooe premises supplied through one meter. Where more than one individual consumer is supplied with water through one meter. the individual who applies for service shall be responsible for all charges and the bill shall be computed as though there were a separate me- tered service for each individual consumer and each used an equal quantity of water consumed. provided. that only one ready -to -serve charge shall be made for each such single -meter installation. There shall be no deductions for vacant premises. For purposes of this section. each one family dwelling unit and each dwelling unit in a two family dwelling or a in a multiple dwelling. shall consti- tute one individual consumer. Further. for purposes of this section. each separate mobile home site within a mobik home court. park or other mobile home complex shall constitute one individual consumer. provided. an automobile trailer court rather than each separate trailer site therein. shall constitute an individual consumer for purposes of this section. Fire services. fire service connections between water mains and property lines shall be installed and maintained by the water department at the expense of the owner or occupant of the premises served. and shall be the property of the city of Yakima. At the time of making application for such services the applicant shall file with the water department detailed plans showing all piping installed or to be installed for fire protections. all fire gates. automatic sprinklers and all other outlets. gates or appurtenances. An alarm system shall be installed in accordance with Chapter 10.03, "Private Fire Alarm System Connection and Monitoring," of the city of Yakima Municipal Code. in conjunction with each single source fire protection system, and each fine service connection shall have a gate valve with an adequate valve box and check valve with appurtenances designed to prevent backflow into the municipal water system of a type approved by the water superintendent. which approval shall consist of the filing with the Yakima city clerk of written specifications for, or other written detailed description of. check valves and appurte- nances approved by the water superintendent as meeting the requirements of this section. and which shall further comply with requirements of WAC Chapter 248.54. All multiple source fire protection systems shall have a main check valve with a standard live -eighths inch by three- fourths inch bypass meter housed in a vault. Upon receipt of such application, the superintendent of the water department shall fax the charge to be made for the installation of such service taking into consider- ation length and size of pipe, condition of street and sidewalk. all relative to character of service, and such charge shall be paid by applicant before such installation shall be made. Fire service connections shall not be used for com- bined fire protection and commercial purposes where separate service connections can be installed. In no case shall any tap be made upon. or any tank be connected with. any pipe used for fire protection unless a meter shall be installed thereon. The use of water through a fire service connection for any purpose other than the extin- guishing of a fire on the premises is prohibited unless a meter is installed to measure all water so used. The domestic water division or utility accounting division shall inspect all fire service connections with piping. valves and other appurtenances thereto. and the premises served thereby. at regular intervals and as often as found necessary. The inspector shall keep a record of all inspections made. Should an inspector fmd that water is used through a fire service for any purpose other than the extinguishing of fire upon the premises. the owner or occupant will be given notice to discontinue such use. If such use is not discontinued within ten days from such notice being given. water service to the premises shall be discontinued until such time as the owner or occupant complies with the requirement of such notice. No charge will be made for water used in extinguishing fire. (Ord. 982 § 8, 1967: Ord. 2026, 1957: Ord. B-606 § 39. 1944). 7.68.282 Fire service charges.
