A RESOLUTION authorizing and ratifying execution by the City Manager and
City Clerk of the City of Yakima, of a Firefighter Partnership
Agreement with Yakima Valley Opportunities Industrialization
Center; S. L Start & Associates, Inc.; Yakima Valley Community
College; and Firefighter Local 469.
WHEREAS, the Tri -Valley Private Industry Council can fund an employment
training program in the City's Fire Department for economically disadvantaged
minorities and female youth in Yakima County; and
WHEREAS, the above-named parties to the agreement were under a deadline
of July 23, 1993, to submit the document to show the parties' intent to participate,
in order to obtain the funding; and
WHEREAS, the City Council finds that the City's participation in the
program is in the City's best interest, the agreement is in suitable form, and that
the City Manager's signature on 7/23/93 was expedient and proper, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The execution by the City Manager and City Clerk of the City of Yakima of
the Firefighter Partnership Agreement, a copy of which is attached and
incorporated by this reference, is hereby authorized and ratified for the purpose
mentioned above.

FIREFIGHTER PARTNERSHIP AGREEMENT
The purpose of the agreement is to develop a network among:
Yakima Valley Opportunities Industrialization Center,
S. L. Start & Associates, Inc.,
City of Yakima (Fire Department),
Yakima Valley Community College,
and
Firefighter Local 469,
to support a JTPA 8% State Coordination Grant submitted to the Tri -Valley Private Industry
Council. The proposed project will provide employment and training programs to 10 economically
disadvantaged minority and female youth in Yakima County. In performance of this agreement,
the participating organizations agree to the conditions detailed below.
Yakima Valley OIC agrees:
1. To serve as the grant recipient and contractor with the Tri -Valley Private Industry Council.
2. To responsible for all administrative functions which includes tracking, reporting, and fiscal
management.
3. To provide direct client services in the Upper Yakima County area to include recruitment,
orientation, intake, counseling, assessment, Pre -Employment Skills Workshops, and
coordination of education, work training placements and job placement assistance.
S. L. Start & Associates agrees:
1. To serve as a subcontractor in this project under agreement with Yakima Valley OIC.
2. To deliver direct client services in the Lower Yakima County area to include recruitment,
orientation, intake, counseling, assessment, Pre -Employment Skills Workshops, and
coordination of education, work training placements and job placement assistance.
City of Yakima agrees:
1. To provide direct technical assistance to the JTPA agencies, supervision of Work Experience
sites, and administrative personnel to serve as mentors to the youth enrolled in the program.
2. To provide direct match in the form of supervision, staff time and equipment for trainees.
Yakima Valley Community College agrees:
1. To deliver college courses necessary for a one (1) year Certificate in Fire Science.
2. To provide match in the form of tutoring for youth needing special academic assistance to
complete the required courses.
3. To provide assistance to patricipants in the application process for Pell Grants and other
financial aides.

Firefighters Local 469 agrees:
1. To provide direct technical assistance to assure training complies with collective bargaining
agreements currently in place with the City of Yakima.
2. To provide Firefighter Professionals from the labor organization to serve as mentors to young
people enrolled in the project.
In addition to the above, all parties agree to participate in a Firefighter Training Advisory
Committee. The responsibility of the advisory group will be to meet twice a quarter and review
the progress of the participants and the program.
Caveat: signature of this agreement by the City Manger is made subject to final approval by the
Yakima City Council.

SUMMARY EXPLANATION:
The fire department has been working toward the development of a Firefighter Training Program
during the past year. The purpose of the program is to assist economically disadvantaged minority
and female youth in career training and ultimately in career placement.
The training for all participants consists of two years of formal education at YVCC in the Fire
Science curriculum, and two years of on-the-job training with the Yakima Fire Department.
The cost to the city is minimal due to contemplated federal funding grants.
Please see attached agreement for further explanation.
