A RESOLUTION authorizing the execution of Amendment No. 2 to Agreement for Professional Services Between City of Yakima, Washington and CH2M Hill Northwest, Inc. for Land Application Monitoring Professional Services. WHEREAS, the City of Yakima owns and operates a wastewater treatment facility and industrial sprayfield on a combined acreage of 130 acres; and WHEREAS, the City is required under the terms of Chapter 173-200 of the Washington Administrative Code to evaluate ground water quality at its wastewater treatment facility; and WHEREAS, heretofore pursuant to City of Yakima Resolution No. D-6069 the City of Yakima entered into an agreement between the City of Yakima and CH2M Hill Northwest, Inc. for professional services to provide a wide range of professional engineering services in compliance with the aforementioned requirement; and WHEREAS, the aforementioned agreement requires amendments to add additional tasks to provide for overall compliance with the aforementioned chapter of the Washington Administrative Code; and WHEREAS, CH2M Hill Northwest, Inc. has been selected from a list of engineering firms which provides professional engineering services all in compliance with RCW Chapter 39.80, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager and City Clerk are hereby authorized and directed to execute the attached and incorporated Amendment No. 2 to Agreement for Professional Services Between City of Yakima, Washington and CH2M Hill Northwest, Inc., for Land Application Monitoring Professional Services. ATTEST: Mayor City Clerk _s res saner CH2M Hill �'� AMENDMENT NO. 2 TO AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF YAKIMA, WASHINGTON AND CH2M HILL NORTHWEST, Inc. FOR LAND APPLICATION MONITORING PROFESSIONAL SERVICES The CITY and CONSULTANT agree that the following provisions, changes and modifications are made a part of the agreement signed March 12, 1992: SECTION 2 SCOPE OF WORK, EXHIBIT A Add the following Phases IV and V: PHASE IV - SITE SUITABILITY STUDY. TASK 4.1 PRELIMINARY SITE SUITABILITY STUDY A preliminary site suitability study of the City's industrial wastewater land application facility will be performed to evaluate if the sprayfield can continue to operate under current application rates, wastewater characteristics, and agronomic factors. Where possible, the study shall be based on existing data and shall also evaluate impacts of planned industry process changes. It is anticipated that additional site soil data and wastewater characterization information will be required to complete the suitability study. Specific services to be provided and items to be addressed are as follows: 4.1.1 Prepare a work plan outlining the approach and methods to be used in the site suitability study. Submit a draft Site Suitability Work Plan to the City for review and comment. Meet with City staff to receive and discuss review comments. Make necessary revisions to the draft work plan and submit 6 copies to the City. 4.1.2 Conduct soils characterization and mapping at the sprayfield. National Cooperative Soil Survey (NCSS) Order 3 mapping shall be performed at the land application site. Test pit excavation, sample handling and shipping for laboratory analysis shall be performed by City personnel. 4.1.3 Compile and evaluate existing wastewater characterization information available from the City and the contributing industries. Discuss and evaluate planned process changes with the contributing industries. Assess the impact of the planned process changes on sprayfield operations and groundwater quality. 4.1.4 Evaluate hydraulic, nutrient, and organic loading capability of the site. Perform a site water balance. Identify the design limiting parameters for sprayfield operation. Page 1 of 6 4.1.5 Identify and provide cost estimates of methods to reduce negative aesthetic impacts of the continued operation of the sprayfield as it relates to the proposed expansion of the Yakima River Greenway path, expansion of the City's sludge storage pad, State Highway 24 modifications, and improvements such as additional clarifier to the wastewater treatment facility. Operations effects considered will be wind borne spray, ponding, sprinkler head plugging, reduced pipeline flow and resulting increased detention time, and sprinkler head operation. These aesthetic issues shall include impacts from odor, wastewater over spray, aerosols, and visual observations. 4.1.6 Consider the potential for regulatory liability in the event the City is in violation of groundwater regulations. Regulatory liability shall include citizen as well as environmental agency suits. Address the issue of future changes in the future regulations with the understanding that regulations are contirumlly being revised and complete compliance may not be possible. 4.1.7 Address, with the City's assistance, the political implications of assuming the risk of adopting treatment technology which may not be fully accepted by the regulators and all of its attendant monitoring and operational responsibilities. 4.1.8 Prepare a technical memorandum documenting the preliminary site suitability study activities, conclusions, and recommendations. Submit a draft of the memorandum to the City for review and comment. Meet with the City staff to receive and discuss review comments. Make necessary revisions to the draft memorandum and provide 24 copies of the final technical memorandum to the City. 4.1.9 Attend one meeting in Yakima to discuss the results of the preliminary suitability study with The City and participating industry representatives. 4.1.10 Attend one meeting in Yakima to discuss the results of the preliminary suitability study with the Washington State Department of Ecology (Ecology). 4.1.11 The suitability study shall be drafted prior to the 1993 sprayfield operating season (June 30, 1993) in order to provide the City with an assessment of the viability of continuing sprayfield operations as well as recommendations on operational adjustments for the 1993 season to minimize impacts to the groundwater quality beneath the site. This task completion date assumes CH2M HILL will receive a notice to proceed by April 15, 1993. TASK 4.2 MID 1993 SEASON SPRAYFIELD ASSESSMENT During the 1993 sprayfield operating season, CH2M HILL shall analyze the wastewater characterization, soil, and groundwater data collected by the City and the industries. The Page 2 of 6 purpose of this task is to provide a mid-season assessment of the sprayfield operations and the effectiveness of the wastewater treatment provided by the site. Specific services to be provided and items to be addressed are as follows: 4.2.1 Contact the contributing industries to obtain details of completed and planned process changes at the beginning of the 1993 sprayfield operating season. 4.2.2 Obtain and evaluate the results of ongoing monitoring programs at the sprayfield during the 1993 operating season. These programs involve soil, groundwater, pond, and wastewater characterization. Data will be collected from two industries and the City's pump station. 4.2.3 Compare industry wastewater discharge characteristics to influent pump station wastewater characteristics. Assess the presence of infiltration or illegal hook ups that could significantly affect the industrial waste system. 4.2.4 Obtain and compile 1993 sprayfield operational information and available wastewater, soil, groundwater, and pond monitoring data from the City and/or contributing industries. Calculate hydraulic, nutrient, and organic loading rates. 4.2.5 Prepare a letter report documenting the mid-season performance of the sprayfield operation based on the monitoring results available at the end of September 1993. The letter report will be submitted to the City in October 1993 and contain recommendations (if necessary) on operational adjustments for the remainder of the 1993 operating season. The letter report shall address the impacts of completed process changes made by the contributing industries. 4.2.6 Attend one meeting in Yakima to discuss the results of the mid-season assessment of sprayfield operations with The City and participating industry representatives. TASK 4.3 1994 SPRAYFIELD OPERATION PLANNING Continue communication with the contributing industries and evaluating wastewater monitoring results in order to assess the impacts of planned industry process changes on 1994 sprayfield operations. Specific services to be provided and items to be addressed are as follows: 4.3.1 Contact the contributing industries to obtain details on planned process changes to be completed prior to beginning the 1994 sprayfield operating season. 4.3.2 Prepare a letter report describing planned process changes and an evaluation of the impacts of these changes on the 1994 sprayfield operations. Page 3 of 6 PHASE V - DETAILED ENGINEERING REPORT TASK 5.1 DATA COLLECTION AND INTERPRETATION Should the site suitability study indicate that the sprayfield operation is viable at this location, and the City plans to continue operating the sprayfield, this data collection task shall focus on obtaining the remaining information necessary to prepare a detailed engineering report (Task 5.2). The components of the detailed engineering report shall consist of the pertinent sections in Ecology's Draft Guidelines For Preparation of Engineering Reports For Industrial Wastewater Land Application Systems, dated November 1992 (Draft Guidelines). Phase V shall not be initiated until the City has reviewed the suitability study results and authorized CH2M HILL to proceed. Specific services to be provided and items to be addressed are as follows: 5.1.1 Obtain authorization from the City to proceed with Phase V. 5.1.2 Update the project summary. This shall include documenting the sprayfield system operations and all operating changes implemented for the 1993 operating season by the City and industries. 5.1.3 Obtain site consideration information as described in the Guidelines on Page 11. In addition, conduct a wetlands survey of the land application site. The wetland designation shall be performed using the Federal Manual For Identifying and Delineating of Jurisdictional Wetlands, 1989, U.S. Corps of Engineers, U.S. Environmental Protection Agency, U.S. fish and Wildlife Service, and U.S.D.A. Soil Conservation Service. The wetland rating shall be performed as outlined in the Washington State Wetlands Rating System: Eastern Washington, October 1991, Ecology Publications #91-58. 5.1.4 Confirm land uses adjacent to the land application site, current zoning, and identify planning restrictions. 5.1.5 Meteorological data shall be obtained from Yakima Airport records and other published sources. Monthly mean values with a 10 -year recurrence interval for air temperature, solar insolation, pan evaporation, wind speed, and precipitation shall be calculated from available data. 5.1.6 The City shall prepare and provide topographical maps of the entire Industrial Waste Sprayfield on their geographic mapping system. 5.1.7 Update of the site geology and hydrogeology discussions in the Preliminary Engineering Report and Water Quality Monitoring Work Plan by incorporating the onsite drilling results presented in the 1992 Groundwater Monitoring Summary Report, and additional soil data obtained in Phase IV. Page 4 of 6 5.1.8 Review the identification of design limiting parameters and water balance calculations conducted in Phase IV. Update the Phase IV results if new information is available (e.g. wastewater characterization data from the 1993 operating season). 5.1.9 Obtain details of the site cross fencing and livestock rotation management from the City. Prepare irrigation and crop management plans as outlined in Ecology's Draft Guidelines. 5.1.10 Review existing sprayfield emergency response options. Provide the City with an overview of a wastewater storage option and conceptual design order -of - magnitude costs. TASK 5.2 PREPARE DETAILED ENGINEERING REPORT This task involves compiling the information obtained in Phase IV and Task 5.1 of this Phase, and information contained in the Preliminary Engineering Report and Water Ouality Monitoring Work Plan and the 1992 Groundwater Monitoring Summary Report. The information will be presented and discussed in a detailed engineering report as suggested in Ecology's Draft Guidelines. Specific services to be provided and items to be addressed are as follows: 5.2.1 Prepare a detailed engineering report that addresses the pertinent components of Ecology's Draft Guidelines (November 1992). Submit three copies of the draft report to the City for review and comment. Meet with City staff to receive and discuss review comments. Make necessary revisions to the draft report and submit three copies of the final draft to Ecology for review and comment. Meet with Ecology staff to receive and discuss review comments. Make necessary revisions and submit 24 copies of the final report to the City. SECTION 5 COMPENSATION Add the following Section 5.2.1. 5.2.1 Unless specifically authorized by the City, the total cost to the City for Phase IV shall not exceed Forty One Thousand, eight hundred dollars ($41,800) and Phase V shall not exceed Fifty Thousand, two hundred dollars ($50,200). At the signing of this Amendment No.2, it is anticipated that there could be numerous alternatives or options to be evaluated in the Phase IV, Task 4.1, site suitability technical memorandum. The alternatives range from minor sprayfield operational adjustments to complete relocation of the sprayfield facility. The options to be evaluated shall include but not be limited to: Page 5 of 6 • Continuing the present land application method with some modifications such as pretreatment at industrial sites or at the land application site. • Treatment of industrial waste in the city's domestic waste treatment facilities after pretreatment at industrial sites or at the domestic treatment plant site. • Complete relocation of the Industrial Waste Sprayfield. The study shall evaluate all relevant data and identify all reasonable treatment alternatives. The budget herein is adequate for evaluating five alternatives requiring four man -days of labor. The evaluation will discuss each alternative in terms of capital, operations, maintenance and replacement costs and non -economic considerations. Non -economic considerations shall include aesthetic impacts and opinions of regulatory consequences.
