January 29, 1973, in the Conference Room a.t.Yakima City Hall. • Councilmen present. at the meeting were Mayor Bert Broad, Wray Brown, Howard C. Cole, Betty L. Edmondson,. Jim.Lust, Don Schussler and Bill Whitaker. Also present were City Manager • Craig McMicken, City Fred Andrews, Finance Director, Leonard Crose., City Clerk .Jack Daniel and' Administrative Assistant Jim Flint. • The Council discussed in general terms, the idea_._of a future Civic Center. City Manager McMicken said that the Staff will develop a concept and long -term plan to present to the Council. . • The idea of having Council representation at State Legislative meetings was discussed. Several Councilmen, agreed to making periodic visits or telephone calls, when business of interest to the City is in the legislative process. • City Manager McMicken suggested that Representative McCormick be invited to confer with th= Council regarding Airport Security and other matters,, during Congressional observance of the Lincoln Birthday break, February 9;i 973. All Councilmen agreed with this; suggestion. Finance Director, Leonard Crose, briefed the Council on the recently concluded State audit. City Manager McMicken reviewed the status of the.Task Force Convention and Cultural Center Plan. Mayor Broad informed the Council that Mr. Henry Beauchamp, Executive Director, O.I.C., had - requested Council representation at•the National O.I.C. Conference to be held in Dallas, Texas, February 18 -21, 1973. There was discussion concerning potential candidates to fill vacancies.on the Parks and Housing Commi,s,s,ions.. It was pointed out .by Mayor Broad that the Council could expand the size-of the Housing-Commission if it desired to so. . • The meeting adjourned at 3:00 P.M. - • , REGULAR MEETING - MONDAY, JANUARY 29, 1973 - 3:00 O'CLOCK P.M. The Council then in regular session at the hour of 3 :00 P.M., Mayor Broad presiding, • Councilmen Brown, Cole, Edmondson; Lust,.Schussler and Whitaker, City Manager McMicken and City,Attorney Andrews. present on .roll call. The Invocation was given by Councilman Edmondson. The minutes of the previous special meetings of.January.18, 1973, and January:.19,.1973,. and the special and regular meetings of January 22, 1973, and the special meeting of January 23, 1973, having been duly certified accurate by two Councilmen, and no one presen• wishing to have said minutes read publicly, Mayor Broad declared said minutes approved as recorded. .. This being the time fixed for the Hearing on Petition No. 770, filed by Raymond M. Crane and others, requesting annexation of property located on•Haven Way, north of the Chalet Mall, Planning Director,. Jay Otto, reported on the background of this request and reviewed the Planning Staff Report of December 11', 1972, and the Planning Commission Minutes dated January 16, 1973. Mr. Otto stated Planning Staff recommends the annexation of this six -acre area for -the following reasons: • • • • - 1. The desire of property owners in the•neighborhood for annexation to the City. 2.. The "squaring•up" of current city boundaries represented by this proposal. 3., The recommendations of the Yakima County Water and Sewer Study and the Yakima • General Plan. 4. The need for and availability of full urban services. • Mr. Otto further recommended that this property,be zoned R -1•. After due discussion, it • was MOVED by Whitaker, seconded by•Lust that Ordinance No. 1486, annexing said property, be passed: carried, Broad, Brown, Cole, Edmondson, Lust, Schussler and Whitaker voting aye on roll•call., , ORDINANCE NO. 1486, AN ORDINANCE annexing property to the City of Yakima, and zoning said property. This -being the time fixed for the Hearing. on Resolution of.Intention No. D -1975, to improv= property by the construction of water mains in the vicinity of-Queen Avenue, north of Washington Street, Public Works Director,. Dave Vargas, explained the basis for the assess- ments and-the amount of pprotest required to delete a portion-of the proposed L.I.D. City •p Manager McMicken' explained the reasons for ayment by the abutting property owners when the work on a local street is of benefit to that property owner and that the work done is a result of petitions. Mr. Vargas explained that a few homes.are serviced.by a two -inch line which is inadequate for proper fire protection. Those present and protesting the improvements to Garrett Street were Gloria Shellenberger, Victor J. Doctor Twiss further reported on the use of such units in . Seattle and the cost per year, stating that he would like to see similar procedures in the City..of Yakima. He .reported'that he is' in full-agreement .with the two proposed Ordinances on ambulance regulations now before.the Council, and stated that he believes the Council should pass these without waiting for the pending•. action of these matters by the State Legislature.. Dr. Railey, being' present,' reported a meeting held in Seattle regarding the. proposed State.iegislation -. After.due •discussion, it was MOVED by Cole, seconded by Edmondson that.February 5 1973,.be set as date for a hearing on the two proposed Ordinances on ambulance regulations:. carried, Broad', Brown,'Cole,.Edmondson, Lust, and Whitaker voting aye by voice ' Schussler. absent. • Mr. Herb West, Yakima .Valley Counci1on :Alcoholism, being present., reviewed plans whereby the Alcoh'o'lism Council would use Fire Station #1 for conversion to an alcoholic detoxifi- .cation- •facility to be.used after the Uniform Alcoholism and Act of 1972, becomes effective January 1., 1974. Mr._ West.further referred.to City Manager'Report #165, reviewing plans for such.conversion should this request be..granted. .He stated that a five -day treatment is..recommended for the - program. Mr. Kenneth W. *Brown, being present, reported the alcoholic statistics in Yakima 1970 -71 and reviewed plans whereby the Center would.be a step toward continuing treatment for such persons.
