It is our goal to provide the City with those services that the City desires us to provide - no more or no less. As work has proceeded over the past few months on the Metropolitan Plan there has been a growing consensus that the management of the project ELEMENTS, and coordination activities, that were originally assigned to HDR Engineering, Inc. should become a responsibility of the City of Yakima with the exception of the Drainage ELEMENT. In reviewing our current agreement with the City, we see no reason why we can not simply transfer and assign the management and coordination responsibilities to the City. Primarily, these responsibilities include: ■ Coordination of work products to address the scope -of -services. ■ Assure technical accuracy to reflect City's Visioning document and generalized "style" of the community. ■ Standardize document format and technical layout to reflect a coordinated plan. ■ Keep subconsultants for various ELEMENTS "up-to-date" on work activities, requirements, schedules, and budgets. Sixth Street, Building C Bellevue, Washington 98004-6441 Mr. Don Skone City of Yakima October 5, 1992 Page 2 ■ Prevent duplication of efforts by consultant team members in development of each ELEMENT. ■ Distribute "draft" documents for review and comments to appropriate City and Consultant team members and follow-up to assure timely response. ■ Prepare the overall capital facilities plan and coordinated operating plan from the various parts (ELEMENTS) as provided by the Consultant team and City staff. • Integrate the planning process with the community program to assure community growth and development while continuing the efficient expenditure of public funds for facilities and services. • Documentation of policy issues and decisions and distribution to Consultant team members and City staff. • Participate in discussions with City staff and City Council as requested to apprise them of current project status and expenditures. We understand that the City does not want to enter into separate contracts with the subconsultants employed by HDR Engineering, Inc., however, issues surrounding those items listed above, as well as questions of insurance, taxes, and other issues, could probably be more easily resolved with individual agreements. To find a means to an end we suggest that it would be appropriate for HDR Engineering, Inc. to assign our duties, rights, responsibilities, and obligations under the terms of the Agreement and Subconsultant Agreements to the City of Yakima as the principal. The subconsultants of HDR Engineering, Inc. that would be effected by this assignment include: • Bucher, Willis and Ratliff - Land Use ELEMENT, Transit ELEMENT, and Park and Recreation ELEMENT. • Bell -Walker Engineers, Inc. - Transportation ELEMENT. • Hall & Associates - Public Involvement (Other than Drainage ELEMENT). • Adolfson Associates, Inc. - Land Use and Environmental support. ■ Kato & Warren, Inc. - Financial support to all ELEMENTS (Other than Drainage ELEMENT). Our current Agreement would be reduced in scope to services expressly identified in the Drainage ELEMENT (Task E). We would maintain responsibility for services provided by Kato & Warren, Inc. and Hall & Associates as they directly relate to the Drainage ELEMENT. Proposed "Assignments" of the Agreement and Subconsultant Agreements are attached hereto for the City's consideration. Traffic Model: Bell—Walker Engineers, Inc. (BWE) will receive the traffic model being developed by TMODEL Corporation, review documentation and test the model operation on our computer network. We will review the Yakima land use map and future population and employment projections. We will convert the future demographic projections for input into TMODEL2 and estimate increase in external traffic. Using this information, we will provide a forecast of future traffic demand without improvements to the transportation system. System Deficiency Analysis: BWE will analyze the existing street network with future land use (travel demand) and identify deficiencies based on the City's level of service criteria. Improvements to correct the deficiencies will be prepared and incorporated into the street system for comparison to the existing network. Two possible City—wide system alternatives will be analyzed based on identified system deficiencies. In addition, the one—way street system will be reviewed to determine capacity or operational deficiencies based on existing land use (travel demand). If operational or capacity deficiencies are identified recommended solutions will be offered for further analysis. Appropriate modifications will then be analyzed using the traffic model. System Evaluation: Each of the improvement concepts will be evaluated in comparison to the existing system. This matrix should form the basis for accepting a recommended plan. A summary table will be prepared which will detail the level of service at intersections, on segments of arterials, and a combination of intersections and roadway segments. Recommended Plan: Based upon the evaluation matrix and input from the City Council, citizens of Yakima, and City staff, a recommended plan will be developed. A report describing the plan process, analysis, evaluation, and recommendation will be prepared. A matrix will be prepared for concurrency management which will detail the existing conditions and future conditions for each intersection and roadway segment analyzed through this study process. This will allow the City of Yakima to adequately track the impact of development on the street network. The attached personnel—hour estimate is a modified version of the estimate prepared in December 1992. Modifications reflect the change in scope of work on items such as addition of one—way street altemative and deletion of financial element and sample mitigation fee ordinance. Public participation will be scheduled and organized by City of Yakima staff with Bell—Walker Engineers presenting our findings and recommendations. The transportation scope of work can be divided into two parts. The first portion would include the data collection, inventory, background information, and setting up the transportation model. This would be accomplished in 1993. The remainder of the work would be completed in 1994. 2. The estimated cost for accomplishing the work identified above is $48,350. We would accomplish as much of the items identified in Item No.1 above so as not to exceed your requested limit of $40,000. 3. By dividing the contract into two years, we would anticipate salary and expense cost increases of approximately 5 percent. Based on this, with $40,000 of work being completed in 1993, a remainder of $53,400 would be spent in 1994. Assuming a 5 percent increase for the 1994 work, the increased cost would be $2,600, for a total of $96,000 for the project. 4. Our original proposal included a non—motorized travel plan for a cost of $6,875. Our proposal to evaluate the transportation system includes analysis of a number of areas identified as requiring capacity and safety improvements. Using the traffic model, an evaluation will be prepared of each problem location and the best solution would be combined into two area—wide systems. This step process of analyzing local areas in developing solutions simplifies the evaluation of the overall system. 6. The future summary table will include estimated costs and deficiencies. 7. The existing summary table will identify deficient streets and intersections based on capacity, operations, or safety. It is hoped that this information is sufficient to evaluate our proposal.
