The Council discussed vacancies that exist on several b,oard.s,.and commissions.and .poss:ible
appointments. Mark Fortier was appointed to the Planning Commission. The remaining
appointments will be delayed until the next meeting., _ .. .. , ..- .. .. _ • ...
Council members decided to appoint .Betty Edmondson- to --th:e :City •Council, - replacing the
vacancy created by Lenore Lambert's departure. Mrs. Edmondson will take office effective
at the next regular meeting of January 8, 1973.
City Manager McMicken discussed the Collective Bargaining Bill expected to-be:re- intro -
duced during the next legislative session. ,
Planning Director, Jay Otto, explained the ramifications of the State Land Planning Com-
mission Bill and how it would affect the City of Yakima. He further reported that since
the city has made'a positive effort in the area of planning, the effects of the bill
should not be debilitating.

SPECIAL MEETING WEDNESDAY, JANUARY 3, 1973 - 3:00 O'CLOCK P.M.
Pursuant to due notice, the City Council met in a special meeting at 3 :00 P.M., Mayor
Broad presiding, Councilmen Brown, Cole, Lambert, Lust, Schussler and Whitaker, City
Manager McMicken and City Attorney-Andrews present on roll call.
The Invocation was given'by Councilman Howard C. Cole.
The minutes of the previous meetings of December 18, 1972, having been duly certified
accurate by two Councilmen, and no one present wishing to have said minutes read publicly,
Mayor Broad declared said minutes approved as recorded.
Petition No. 771, having been filed with the City Clerk on December 21, 1972, by Victor
G. Moreau and Robert Huck, requesting improvement of property by the construction of
water mains in the vicinity of Queen Avenue, north of Washington Avenue and being
included in a Resolution of Intention to create a local improvement district, it was
MOVED by Lust, seconded by Whitaker that Resolution No. D -1975, a Resolution of Intention
to create a local improvement district and fixing January 29, 1973, as a time for hearing
on said matter, be passed: carried, Broad, Brown, Cole, Lambert, Lust, Schussler and
Whitaker voting aye on roll call. Petitions No. 753, 762 and 763 also included in L.I.D.)
RESOLUTION NO. D -1975, A RESOLUTION of intention to create a local improvement district.
Petition No. 772:, having been filed with the City Clerk on December 21, 1972, by Victor
G. Moreau and others, requesting improvement of property by the construction of a sewer
between Pleasant Avenue and Queen Avenue, .it was. MOVED Schussler, seconded by Brown
that Petition No. 772, for the creation of a Local Improvement District, be referred to
the City Manager and Staff for study and recommendation: carried, Broad, Brown, Cole,
Lambert, Lust, Schussler and Whitaker voting aye by voice. vote.
Damage Claims having been filed with the City Clerk on: .
a. December 20, 1972, by Albert J. Emard, 413 South Sixth Street, in the amount
of $92.64 for damages to an automobile;
b. December 22, 1972, by Mrs. Ray Lester, 3704 Emma Lane, in the amount of
$131.23 for damages to,car windshield;
c. December 26, 1972, by Grace Huff, 4501 Uplands Way, in the amount of
$53.32 for damages caused by a clogged sewer; .
it was MOVED by Whitaker, seconded by Lust that said damage claims be referred to the
City Manager and Staff for.study and recommendation: carried, Broad, Brown, Cole,
Lambert, Lust, Schussler and Whitaker voting aye by voice vote.
An Ordinance appropriating money to various accounts i -n the Water -Sewer Fund, having been
read by title only at the meeting of December 18, 1972, and having been again read by
title only at this meeting, it was MOVED by Lust, seconded by Whitaker that Ordinance No.
1476, providing for said appropriation, be passed: carried, Broad, Brown, Cole, Lambert,
Lust, Schussler and Whitaker voting aye on roll call. City Manager McMicken explained
this appropriation to be necessary to accomodate the Alegria and Huck sewer lines, storm
drains, rental equipment and unforseen meter costs.

ORDINANCE NO. 1476, AN ORDINANCE appropriating the amount of $48,000 from unappropriated
reserves in 463- Water -Sewer Fund to various accounts within such fund as 1972 appropria-
tions for such fund.
It was MOVED by Lust, seconded by Whitaker that Ordinance No. 1477, specifying the source
of funds for the Cumulative Reserve Fund for Capital Improvements be passed: carried,
Broad, Brown, Cole, Lambert, Lust, Schussler and Whitaker voting aye on roll call. City
Manager McMicken expalined that sales tax revenues will not be set aside for this purpose
in the 1973 Budget.

ORDINANCE NO. 1477, AN ORDINANCE relating to funds and accounts; specifying the source
of funds for the Cumulative Reserve Fund for Capital Improvements; amending Section
3.80.020 of the City of Yakima Municipal Code ;.and declar.ing emergency.
It was MOVED by Lust, seconded by Lambert that Ordinance No. 1478; related to the creation
of. L.I.D. No. 989 for improvements to certain streets and alleys be ,passed: carried,
II Broad, Brown, Cole, Lambert, Lust, Schussler and Whitaker voting aye on.roll call. City
Attorney - Andrews explained that this Ordinance was the result of two previous hearings
and provided for the deletion of that portion of Madera Way protested out.
ORDINANCE NO. 1478, AN ORDINANCE amending Section'l of Ordinance No. 1453, passed
October 24, 1972, and entitled "AN ORDINANCE providing for the improvement of certain
streets and alley by grading, ballasting, surfacing with asphaltic concrete and construct-
ing :concrete curbs and gutters, together with necessary drainage - features; establishing
a. _Loca.l Improvement :District, providing for the method' - of - payrrient :thereof, and creating
a special fund,", • .
.It was . MOVED by Lambert, seconded by Schussler that Ordinance No. 1479, relating to traf-
fic control and requiring obedience to parking signs, be passed: - carried, Broad, Cole,
Lambert, Lust, - Schussler and Whitaker voting aye on roll call. Councilman Brown tempo-
rarily absent. City Attorney. Andrews explained that this Ordinance covered a technical
change requested by the Police Department in prohibiting parking outside of marked lines.
ORDINANCE NO. 1479, AN 'ORDINANCE relating to traffic- control; requiring obedience to
parking signs or markings; and amending Section 9.35.040 of the City of Yakima Municipal
Code. .
Mr. Harold Lloyd, Secretary of the Black Coalition, being present, submitted to Council •
members a Resolution providing for the vacancy left by Councilman Lenore Lambert to be
reserved for a black appointee to fill her unexpired term. Councilmen Lust and Schussler
III expressed the, feeling that the City Council's main consideration - in selecting a replace-
ment would be the qualifications of the person. • Counc.ilman.Schussler reminded Mr.. Lloyd
of-the-three openings -on. the Council fall. Councilman Lenore Lambert thanked Mr.
.Lloyd-,for presenting his interests. and .expressed. :a des :ire to. see more from the. Black(
community in attendance .at _Council meetings:: :. : _ _ : . - . .
City Manager McMicken referred to a letter received on December 26, 1972, from Doctor
Stanley Coffin, Chairman of the Yakima Mental Health Services, requesting that local
government place a priority for Revenue. Sharing funds on the social and health services.
Mr. Bert- Mills, Acting:.Adm-inistr :ator of Mental; Health Services,be.ing :pres•ent, .requested
that the Council consider social services in general.' for. Federal. Revenue Shar- ing•mon;iess
After due discussion, it was MOVED by Lust, seconded by Brown that this letter be received
by: the-Council and referred to the City Manager and Staff for, study and recommendation:

City Manager McMicken - referred to the purchase of the Masonic Temple by the'City and
reported on a letter received November 14, 1972, from the George.Washington Foundation,
stating that the Masonic Temple was for sale. Park. Director, Bill Hutsinpiller, being
present, gave a detailed explanation of a tour of the Masonic building conducted with
Mr. Bob Wentz. With the use of a drawing, he explained the layout of 'the•building 'and
its usefulness for senior citizen activities. He further repor-tedtthat Senior Citi-
zen representatives had looked over'the offer and their reaction:was•positive, the
suggestion that both large portions of the downstairs be utilized. He stated that the
II Senior Citizens' were asking for a decision by the. Council .w.ithin two..we•eks. as - to the
purchase of this facility for senior citizens. Those present and speaking to this matter
from the audience were-Grace-Lyon and Frank Clark, requesting the larger facilities at the
.Masonic Temple for senior citizen activities. City Manager McMicken passed to Councilmen
a list of those person who might be contacted regarding their interest in the use of the
Masonic Temple if it should be purchased by the City. After due discussion, it was MOVED
by Lust, seconded by ..Whitaker that the use of the Masonic Center 'be . referred to• the City
Manager and Staff. for. study, and that the groups and agencies listed(be••contacted re-
garding their use of the building and that the George Washington Foundation be contacted
regarding a purchase price: carried, Broad, Brown, Cole, Lambert, Lust, Schussler and

City ,.•,Manager,McMicken,•referred to his= Report #161 concerning - :Airport .Ground :Control and

Security plans and reviewed this report. Mr. McMicken called upon Director of Services,
Jack Daniel, to explain various aspects of the Security Plan for the Yakima Air Terminal.
Mr-: Daniel explained that in June 1972, the Federal Aviation Administration sent repre-
sentatives to the Yakima: Airport resulting in.. the: design of a security plan for the •
•
Yakima Air Terminal, which was approved August 1972, on the :basis of correcting•some -
deficiencies, including an Ordinance controlling trespassing and vehicle parking. He
further explained the proceedures required for passenger screening and the provisions-
necessary for law enforcement officer security located beyond security gates. Mr. Daniel
explained the requirements for Amendment No. 1. City Manager McMicken passed to Council-
men a report from Police Chief, Jack LaRue, concerning.recommendations for implementing
security enforcement requirements by February 6, 1973. Chief -Jack LaRue, being present,
reviewed this- ,report.•and.explained the necessary•Police Personnel required and the hours
of duty involved.I City Manager, McMicken presented. several :alternatives for law 'enforce-
ment listed in- Chief •iLaRue:'.s_ report, : including: the use :of three Police officers, six
Police officers, the contracting of a private security force, or the use of three Police
officers and three trainees. Mr.- McMicken noted•several alternatives for funding, inclu-
ding. the..provision•!for a passenger • servi -ce•fee. Airport Manager, Jim Eakin, being •
present; reported on.the practices-of other Washington cities with•respect•to•funding the
new security provisions. After due discussion.,••it was MOVED by seconded by-
Schussler that Ordinance No. 1480, relating to Airport ground control and security, be
passed_: .carried, Broad, Brown,' Cole, .Lambert,-Lust, Schussler and voting aye
on roll call. .

ORDINANCE NO'..1480,' AN ORDINANCE relating•to public safety;'providing.control and security
measures for Yakima Air Terminal•operations; defining terms;. prohibiting or requiring
certain acts and conduct and - providing a. penalty for- violations; -enacting Chapter 6.34,
"Airport Ground Control and'Security ", and sections thereof as a new chapter and new
sections of the City of'Yakima Municipal- .Code; and declaring an emergency.,
It was then by seconded by Lust that Resolution No. D -1976, adopting a
Master Security . Plan for the Yakima Terminal, be passed: carried, Broad, Brown, Cole,
Lambert, Lust, Schussler and. Whitaker voting aye on roll call.-
RESOLUTION NO. D- 1976,•A RESOLUTION•approv,ing and adopting a Master Security Plan for the
Yakima-Air Terminal.
It.was MOVED by Brown,.,seconded . by Lambert that Resolution No. D -1977, authorizing the
construction of a •passenger control gate at the Yakima Air Terminal be'passed: carried,
Broad, Brown, Cole; Lambert, Lust, Schussler and Whitaker voting aye on roll call.
RESOLUTION NO. D -1977, A RESOLUTION ratifying a contract for work, labor and materials to
install a security barrier and passenger gate in the Yakima Air Terminal Building, and
authorizing payment,•. without calling for bids.
City. Manager McMicken reported that -bids were received and considered by a bid board on
December 28,' 1972, for the Franklund's Pear Blossom.Addition and Others Paving District,
as follows: ' .

The•City. Engineer recommending that bids be awarded to Superior Asphalt & Concrete Company
who submitted lowest and best.bid, it was MOVED by Schussler, seconded by Whitaker
that .the recommendation of the City Engineer be accepted and that.the contract be awarded
to Superior & Concrete Company in the amount of $58;722 and that the City Manager
be authorized to enter into contract with said contractor upon the filing of the proper
bond and insurance: carried, Broad, Brown, Cole, Lambert, Lust, Schussler and Whitaker
voting aye by voice' vote. •
City Manager McMicken reported on a letter of resignation received from Street Superin-
tendent, Al Ray, effective February 1, 1973. Several Councilmen expressed appreciation
for the work of Al Ray with- the.City. - =•

Dear Mayor and City Council Members:
It is with'decidedly mixed emotions that I respectfully submit my resignation from the
Yakima City. Council, effective January 8, 1973, - when I assume the office of Yakima County
Commissioner. •
•
Being in the Council Chambers "always on Monday" has been a habit for over twelve years;
two and one -half years as - an observor for the League of Women Voters, and as a Council
Member since April 6, 1964. . •
I am firmly convinced that the council - manager form of government can be the most respon-
sive to citizens and exhibit the best use of taxpayer dollars. Your knowledge -and deli-
berations-have impact on all area residents, not just today, but for decades
to come. - - .
•
I urge all'of you to continue to -study all facets of-our-community, sharing your thinking
with all who ask; that -you plan well, and slowly,-so we may continue to believe that
Yakima is, , indeed, "God's Country."

Several Councilmen expressed appreciation to Lenore Lambert for her contribution to the
City•Council. , After due discussion, it was MOVED by Brown,'seconded by Lust that Mrs.
Betty Edmondson'be nominated to fill the unexpired term of Councilman Lenore Lambert. It
was MOVED•by Mayor Broad•that Mr. Ed Melfort be nominated to fill said term. After
due discussion, it was MOVED by Whitaker, seconded by Brown that nominations -be closed:
carried, Broad, - Brown, Cole, Lust, Schussler and Whitaker voting aye by voice vote. Mayor
Broad calling for a roll call on this appointment, those voting aye for Betty Edmondson ,
were Councilmen Brown, Lust, Schussler and Whitaker; those voting aye for Ed Melfort were
Councilmen Mayor.Broad and Cole. Those votes cast for Betty Edmondson constituting a
majority, .the appointment of Betty Edmondson to fill the unexpired term of Councilman
Lenore Lambert was made, effective January 8, 1973. •
