authorizing, ratifying, and adopting Yakima Air Terminal Board Resolution 03-
92-001 establishing a Passenger Facility Charge Program at the Yakima Air
Terminal.
Whereas, The Congress of the United States has authorized the adoption of a
Passenger Facility Charge Program by local airports pursuant to the Aviation
Safety and Capacity Expansion Act of 1990 (Public Law 101-508, Title IX,
Subtitle B, dated November 5, 1990), hereafter referred to as the "Act "; and
Whereas, The Yakima Airport will require substantial expenditure for capital
investment, operation, maintenance, and development of the Airport to meet
future demand for passenger air travel; and
Whereas, It is in the Airports and airline passengers best interest to adopt a
Passenger Facility Charge Program to further expand the transportation facilities
of the Airport; and
Whereas, The Federal Aviation Administration has requested that as a condition
precedent to the adoption of a Passenger Facility Charge Program at the Yakima
Air Terminal that the County of Yakima and City of Yakima jointly authorize,
ratify, and adopt Yakima Air Terminal Board Resolution 03-92-001 and
authorize the Yakima Air Terminal Board to make a formal application to the
Federal Aviation Administration for Authority to Impose a Passenger Facility
Charge and Application for Authority to Utilize Passenger Facility Charge
Revenues; and
Whereas, The Federal Aviation Administration requests as a condition precedent
to the approval for authority to establish a Passenger Facility Charge Program
at the Yakima Air Terminal that the County of Yakima and City of Yakima
jointly authorize the Chairman of the Yakima Air Terminal Board to submit a
formal application to the Federal Aviation Administration to establish a
Passenger Facility Program at the Airport, and that the City of Yakim. a and
Yakima County authorize, ratify and adopt all certifications and assurances
required by the Act in the preparation of the application, now, therefore,
BE IT HEREBY RESOLVED by the Yakima City Council:
Resolution 03-92-001, Adopted by the Yakima Air Terminal Board on March
26, 1992 and executed on behalf of the Board by William F. Almon, Chairman
of the Board is hereby authorized, ratified and adopted; and
The City Council of the City of Yakima hereby authorizes the Yakima Air
Terminal Board to submit a formal application to the Federal Aviation
Administration for Authority to Establish a Passenger Facility Charge Program
in accordance with Yakima Air Terminal Resolution #03-92-001, a copy of
which is attached and incorporated as a part hereof, and does hereby authorize,
adopt, and ratify all certifications and assurances required by the Act in the
submission of the application, copies of which are attached and incorporated as
a part hereof.

Resolution 03-92-001, Adopted by the Yakima Air Terminal Board on March
26, 1992 and executed on behalf of the Board by William F. Almon, Chairman
of the Board is hereby authorized, ratified and adopted; and
The Yakima County Commissioners of the County of Yakima hereby authorizes
the Yakima Air Terminal Board to submit a formal application to the Federal
Aviation Administration for Authority to Establish a Passenger Facility Charge
Program, and does hereby authorize, adopt, and ratify all certifications and
assurances required by the Act in the submission of the application.
