Due notice having been given in accordance with the City Charter, Ordinances of the City of Yakima and State Statute, 'a special meeting 'for' Hearing' on • the 1973 Budget was convened at the hour of 1:30 P.M., on Friday, December 1; 1972, in the Council Chambers. Mayor Bert Broad, Councilmen Brown, Lambert, Schussler and Whitaker, and City.Mnager McMicken were present on roll call. Councilmen Lust and Robinson being absent, it was MOVED by Schussler seconded by Brown that these Councilmen be'excused: carried, Broad, Brown, Lambert, Schussler and Whitaker` voting aye by voice vote. Mr. Garret/Anderson, being present,' objected to the raise percentage for City employees, requesting that th'e money be used for other need's. • Mr. Anderson further'objected to the philosophy of Federal Revenue Sharing stating it to'be''unnecessary: He complimented Councilmen Robinson and Schussler for their stand on'the matter'of Federal. Revenue Sharing. Mr. Hempstead, being present,'referred to the present Water -Sewer Rate Study and questioned the proposed increase and asked for the time when this study would be discussed. City Manager McMicken reported that the Council would not take up this matter before.the end of this year, due to the time required in preparing the 1973' Budget and reported that"it' might be another three months before the Council can review "'and hear Study: Mr'. McMicken observed that there would be a special time set for discussion on this matter. Dr. Simmons, Chairman ofthe OIC Program, reviewed the purposes of OIC relating to finding jobs for and teach'iing skills 'to the unemployed in Yakima. He affirmed his faith in the program, observing that the OIC Program has proven successful over the past year and deserving of high priority for financial assistance. Mr: Paul Stratton,'OIC Programs Coordinator, being present, emphasized.the benefits of the OIC Program to all citizens and reviewed the history from•its beginning in January, 1972. 'Mr. Stratton requested that'this matter be of concern to City Council. He reviewed the structure of the OIC Organiza- tion, reporting on "the functions of the Headquarters in Philadelphia, where revenues are derived from several sources and_ emphasized that OIC is asking for additional help in funds by the City. Mr. Stratton recommended that City Government be involved on behalf of its citizens, observing that increased tax revenues resulting from new jobs will benefit everyone. Mr. Henry Beauchamp, being present, thanked the City Council for past financial assistance and reViewed earlier request : for aid to build the Southeast Community Center facilities. This amounted to $69,000 provided by the City toward the total cost of the facility. Mr. Beauchamp passed to Councilmen a letter from the National Allocation Committee, which indicated that OIC originally requested $171,655 in Federal Aid which was approved, but which was reduced to $131,000 because of a cut in funds from the Labor Department. He further reported the local OIC program is considered a model and passed around pictures, depicting devices used by OIC to obtain listings of Statewide job openings. . Beauchamp requested $65,000 from the City to enable OIC to place more per- sons on a orking payroll. Councilman Lambert questioned whether financial assistance to this private organization is within the scope of the City's responsibilities. City Manager McMicken explained that cities in the State have not.. been financing manpower training, except where funded through a Federal Program. Finance Director, Leonard Crose, indicated that any grant would have to be within the Law and questioned whether the City could make such a contribution to this private organization under State Law. City Manager McMicken explained that the Council might not consider it a grant, but rather a contract for services with some sort of agreementregarding the use of funds.•He stated that the legality of such a contract would have to be determined. Mr. Mike Schaub, Director of the Community Action Program, observed that the OIC Program has a stable foundation and stated it to representative as a local institution of the Community.. It was the consensus of those Councilmen present that this matter could not be finally determined at this Budget Hearing and no further Council action was taken at this time. Yakima Valley Regional Librarian, June Thurston, referred to the 1973 Preliminary Library Budget which was submitted to the City, having been adopted on October 31, 1972, by the Library Board of Directors. At the request of City Manager McMicken,, Mrs. Thurston reviewer: the history of the Regional Library in detail. She further stated that the 1973 Budget is based on revised assessed valuations for 1973. Mrs. Thurston further reviewed the current expansions resulting from higher property assessments and explained the rationale of the millage levied on participating county and city Library Districts. • The Council briefly discussed a proposed Comprehensive Health Program of the Southeast Community Center. City Manager McMicken stated that the City presently contracts for health services and although Federal Revenue Sharing indicates that funds may be used for Health purposes, it would probably be unnecessary to contract for additional services. Councilman Schussler expressed his belief in this type of program being an example as to • how Revenue Sharing' money should be spent. Mr. Henry Beauchamp reviewed the various con- cerns of OIC, but emphasized that the critical need is for jobs, with other areas being dependent that factor. Dr. Simmons .concurred with the statements of Mr. Beauchamp concerning the priority of finding jobs for the unemployed. All persons having been heard both for and against the 1973 Preliminary Budget, it was MOVED by Whitaker, seconded by Schussler that we do now adjourn at the hour of 2:45 P.M.: carried, Broad, Brown, Lambert, Schussler and Whitaker voting aye by voice vote.
