WHEREAS, the City of Yakima Public Works Department needs a van mounted striping truck for the purpose of painting roadway paint stripes; and WHEREAS, the aforementioned striper truck must be capable of spraying water base paints and be fixed to a vehicle chas- sis of more than 18,000 pounds gross vehicle weight; and WHEREAS, van mounted striping trucks are built on a custom made basis to customers' specifications by four Ameri- can manufacturers; and WHEREAS, Norris Paints, a division of Morton Internation- al, Inc., of Salem, Oregon, has offered to sell to the City of Yakima one used 1991 van mounted striper truck capable of spraying water base paint with a chassis rated at 18,000 pounds gross vehicle weight for the sum of $110,000.00 FOB Yakima plus applicable tax; and WHEREAS, such a truck would cost approximately $150,000.00 to build from the same manufacturer; and WHEREAS, a market does not exist for used late model custom built van mounted striper trucks with the aforemen- tioned characteristics, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. The City Council finds and declares that the purchase of one used 1991 van mounted striper truck from Norris Paints, a division of Morton International, Inc., is a sole source purchase because such striper trucks are custom built items for which there is no known used market thereby making the bid process useless in this case. 2. The City Manager is hereby authorized and directed to purchase one van mounted striper truck, model year 1991, denominated TMT127P, from Norris Paints, a division of Morton Page 1 of 2 (res\norris) International, Inc., for the amount of $110,000.00, FOB Yaki- ma plus applicable tax.
