A RESOLUTION authorizing the City Manager and City Clerk of
the City of Yakima to execute and submit a
Federal -Aid Project Prospectus to the Washington
State Department of Transportation.
WHEREAS, the City of Yakima desires to improve the safety
of certain street intersections located within the City; and
WHEREAS, federal funds are available for such safety
improvement projects through the Hazard Elimination Program
administered by the Washington State Department of Transporta-
tion; and
WHEREAS, this project has been reviewed by the City
Council and has been determined to be not inconsistent with
the City's comprehensive plan for community development; and
WHEREAS, the City Council deems it to be in the best
interest of the City of Yakima to execute and submit a
Federal -Aid Project Prospectus to the Washington State Depart-
ment of Transportation, now, therefore,
BE IT RESOLVED BY TBE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and City Clerk are hereby authorized and
directed to execute and submit a Federal -Aid Project Prospec-
tus to the Washington State Department of Transportation.

SIGNALIZATION OF SCHOOL CROSSUjQ
VICINITY OF 28TH AVENUE AND LINC1
Lincoln Avenue is a minor arterial street that connects the western
residential areas of Yakima with the Central Business District. TIB
funding has been secured to extend Lincoln Avenue east to an
interchange on 1-82. The proposed project is located near 28th
Avenue, where currently there is a 20 -year old, key activated
flashing beacon and wooden sign that warns motorists of the
1Robertson Elementary School patrolled crossing. Visibility of the
crossing is reduced by a knoll as motorists approach from the east,
and seasonal problems occur as the sun's alignment causes glare for
motorists.
Engineering studies completed in March 1992 indicate that the
crossing satisfies the school warrant for signalization. This
location was originally identified in 1986 as meeting the crossing
warrant. Volume increases on the street have made it increasingly
difficult for the elementary children to cross Lincoln Avenue. 180
crossings are made each day at this location by elementary children.
Several near misses have been witnessed by parents and school
personnel as motorists have driven past the patrol guards and into
the crosswalk where children were crossing the street. A
pedestrian/vehicle collision was reported in 1990. There are 5
reported collisions in the vicinity of the crossing, it is quite
possible that there have been unreported collisions or collisions
that occurred at this location that were coded to a different
location.
The proposed project will remove the existing flashing beacon at the
intersection of 28th Avenue and Lincoln Avenue and will install a
pedestrian actuated signal midblock between 28th Avenue and 29th
Avenue. This signal will serve only pedestrian traffic and will not
interrupt arterial flow for side street traffic, thus preserving the
traffic carrying capacity of the street without changing
neighborhood traffic patterns.

Results
As per the Manual on Uniform Traffic Control Devices (MUTCD),
to meet the School Crossing Warrant, the number of acceptable gaps
('6') during a specific period of time must be less than the number of
minutes in that same period, or restated, one acceptable gap per
minute.
At this location, for the two surveys, their was an average of only 18
acceptable gaps for the 60 minute period. This is equivalent to one
adequate gap every 3 minutes - 18 seconds, and only one-third (5.4
sec ) the adequate gap each minute.
Therefore, W. Lincoln Avenue, just west of N. 28th Avenue, meets
\A/arrant #4 of the MUTCD for a pedestrian -actuated school crossing
signal.

To Whom This May Concern,
1 am principal of Robertson Elementary School in Yakima. 1
have been here for four years and in these four years I have
been very concerned about the lack of a signalized crossing
at South 28th Avenue and West Lincoln Avenue for our
students.
West Lincoln Avenue is a busy street and our crossing
guards are only 5th grade students. They must rely on the
children crossing to be very responsible in waiting to be
crossed at this intersection. We have many children
crossing this street before and after school on their way
home (approximately 95 in the morning and 78 in the
afternoon). The cars coming down Lincoln Avenue
frequently do not observe the speed limit thereby making it
even more unsafe.
A signalized crossing would make this a very safe crossing
as well as assist the school crossing guards. Please
consider this request for the safety of our children.

SIGNALIZATION OF NORTH FIRST STREET AND► D STREET
The existing intersection of North First Street and D Street is
located north of Yakima's Central Business District; east of a large
number of agricultural and industrial warehouses; south of a strip of
rnotels and restaurants; and west of an area zoned business and
residential. The City's main fire station, Station 1, is located one-
half block from the intersection of North First Street and D Street.
This station responded to 1,578 or 43% of the aid calls received in
1991. There were 3,629 calls received by the five fire stations
within the City of Yakima. Fire District 1 is bounded by I-82/SR12
on the north, Walnut Street on the south, and the City limits to the
east. A major response route for the station is east on D Street to
First Street.
The current fire signal does not conform to the requirements stated
in the Manual on Uniform Traffic Control Devices. The resting
presentation on North First Street is a 12 inch, half brilliance,
yellow flashing beacon and a 12 -inch red flashing beacon on D
Street. When activated from the Fire Station 1, the beacon
indication on North First changes to solid full brillance yellow and
then to solid red. The beacon on D Street remains a flashing red
indication. The assembly includes a wooden "FIRE SIGNAL" sign.
The signal warrant analysis completed in March 1992, indicates that
the intersection also meets warrants #2 - Interruption of
Continuous Traffic, #6 - Accident Experience, #8 - Combination of
#1 and #2, and #9 - 4 -hour volumes.
Collision and volume information - 15 collisions; NBD - 9,500; SBD -
13,700; WBD - 600; EBD - 1,500.
The proposed project will replace the existing flashing beacons with
a six phase actuated coordinated siignal system with pedestrian
indications and emergency vehicle pre-emption. The signal will be
tied into the Central Business District closed loop system in order
to minimize impacts on air quality and delay experienced my
'motorists. Minor curb and sidewalk replacement will be cornpleted
to install handicap access ramps.
