HomeMy WebLinkAboutR-1992-D6231 FAA• • CITY OF YAKIMA RESOLUTION D-6231 YAKIMA COUNTY RESOLUTION A JOINT RESOLUTION OF THE CITY OF YAKIMA AND YAKIMA COUNTY authorizing, ratifying, and adopting Amendment Number 2 to a Grant Agreement for Federal Assistance, between the Federal Aviation Administration and the Yakima Air Terminal Board for project number 3-53-0089-11. WHEREAS, a Federal Aviation Administration grant (number 3-53- 0089-11) was executed by William F. Almon, Chairman, Yakima Air Terminal Board on September 12, 1990, which execution was authorized and ratified by the City of Yakima on September 11, 1990, and Yakima County on September 4, 1990, and was amended to revise the work description by Amendment Number 1 on June 11, 1991, and; WHEREAS, it is desirous to the Federal Aviation Administration and the Yakima Air Terminal Board to again amend said grant to modify the scope of work to be accomplished under said grant; FROM: Rehabilitate Runway 9-27 High Intensity Runway Lighting System (HIRL); Acquire Snow Removal Equipment (Snow Blower); Update Airport Layout Plan (ALP); Construct Air Cargo Apron (Design Only); Rehabilitate Taxiway Guidance Signs; TO: Rehabilitate Runway 9/27 High Intensity Runway Lighting System (HIRL); Acquire Snow Removal Equipment (Snow Blower); Update Airport Layout Plan (ALP); Construct Air Cargo Apron (Design only); Rehabilitate Taxiway Guidance Signs; Install Security Fencing (635 1.f.); Install Security Improvements; WHEREAS, the Federal Aviation Administration has requested that as a condition precedent to payment by the United States of the allowable costs incurred in accomplishing the amended project, that the County of Yakima and the City of Yakima authorize and ratify the execution of said amendment by the Chairman of the Yakima Air Terminal Board, now, therefore, • • • BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The execution by William F. Almon, Chairman, Yakima Air Terminal Board of Amendment Number 2 to Grant Agreement for Project No. 3- 53-0089-11, dated December 4, 1992, is hereby authorized and ratified. A true copy of such amendment is attached hereto and incorporated herein. WHEREAS, the FAA has determined it to be in the interest of the United States that the Grant Agreement be further amended as hereinafter provided. NOW, THEREFORE, WITNESSETH: That in consideration of the benefits to accrue to the parties hereto, the FAA on behalf of the United States, on the one part, and the Sponsors, on the other part, do hereby mutually agree as follows: a. The following shall be added to the grant agreement. "Install security fencing (635 1.f.); Install security improvements;". b. Almon, Chairman of the Yakima Air Terminal Board. William F. Almon is also the Acting Attorney for the Yakima Air Terminal Board, and is signator to the Certificate of Sponsor's Attorney included in the Grant Acceptance documents. A recent Federal Aviation Administration Civil Aviation Security Field Office inspection of our facility revealed areas where aviation security could be enhanced by installing approximately 635 1.f. of security fence, by modifying and adding automatic vehicle gates at strategic locations on the field, and by upgrading signage to our southern perimeter fences. The total security project cost is estimated at $132,000, with the Federal Government providing 90% of the funds. The amendment changes the scope of work to be accomplished under the Grant, and does not change the dollar amount of the Grant. In order to amend the Grant, and receive Federal matching monies for the security improvements, the Grant Amendment must be accepted by the cosponsors (City of Yakima and Yakima County) before January 3, 1993, therefore, your expedience in getting it on your respective agendas will be appreciated.
