HomeMy WebLinkAbout11/14/1972 Special Meeting / • 46.E • NOVEMBER 14, .1972 • MINUTES OF SPECIAL MEETING YAKIMA CITY COUNCIL NOVEMBER 14, 1972 • • The City Council met in special session at 7:30 P.M., November 14, 1972, in the Conference Room at Yakima City Hall, having waived notice of. said meeting,by signature, which signa- tures are on file in the office of the Yakima City Clerk. . • Councilmen present at the meeting were Mayor Bert Broad, Lenore Lambert, Jim Lust, Walter Robinson, Don Schussler and Bill Whitaker., Also in attendance were representatives from the YPPA and IAFF, together with City Manager McMicken and several City Staff members. - / Mayor Broad opened the meeting with the announcement that•the purpose of the meeting was to consider the requests of YPPA and IAFF regarding salaries, as•those requests were _ • previously made during labor negotiations and as they•have been submitted to the Council. • • Mr. Ken Groth, representative of IAFF, advised the Council that the City of Spokane had settled its salary negotiations for 1972, which settlement consisted of a 5% increase retroactive to January 1, 1972, with a 6.2% increase to be effective for 1973'and a like • increase to the effective for 1974. • • The City Council re- examined data previously submitted to it by the City Manager and by the bargaining unit representatives. The Council discussed whether or not parity in salaries should be maintained between the Police Department, Fire Department and depart- ments of general government. The consensus was that - such parity'should be maintaiined The Council compared employees salaries for the City of Yakima with •probable or anticipate. • raises in salaries to be given in other cities in the state; discussed - whether or not federal revenue sharing money should be used for salary increases; and considered the impact of salary increases on other aspects of the budget to be prepared for 1973. During the course of the discussion, the consensus was expressed that the City should adhere to the principle of a previous pay plan review and that parity should be maintained among all city departments when considering salary increases for 1973. It was further the consensus of the council that a salary increase for the final quarter of 1972,.to be effective October 1, 1972, .should be granted in the amount of 5 %, as requested by bar- gaining units, rather than 2 as proposed by the City Manager. It was MOVED by Lust, seconded by Lambert that the City Council accept the proposals of the City Manager and bargaining unit representatives for increasesoiri2s'a;lary and fringe benefits for 1973, and that an increase of 2 be added to the City Manager's proposal for a salary increase for the final quarter of 1972 so that a salary increase of 5% for all employees will be granted effective October 1, 1972; and that further negotiations occur between the City Manager and the bargaining unit representatives with regard to the manner in which longevity is to be paid and with regard to a medical insurance pla.n_to be implemented for 1973: 'carried, Broad, Lambert, Lust, and-i_Wh•takerlwoting ayd byioce vote. lgRobin'sonvandeSchussler voting nay •by voice vote. • The meeting adjourned at 8:30 P.M. • READ AND CERTIFIED ACCURATE BY DATE COUNCILMAN N ►.
