HomeMy WebLinkAboutR-1992-D6177 Interagency Committee / GreenwayRESOLUTION NO. 177 A RESOLUTION: authorizing the co-signing of an application with Yakima County for funding assistance for an Outdoor Recreation Project to the Interagency Committee for Outdoor Recreation (IAC) as provided by the Marine Recreation Land Act and the Washington Wildlife and Recreation Program. WHEREAS, Yakima County has successfully sponsored the grant application with the Yakima Greenway Foundation for the extension of the Greenway Pathway South from SR24 2.75 miles to the 1-82 Valley Mall interchange; and WHEREAS, the City Council of the City of Yakima has approved a "Comprehensive Park and Recreation Plan" for the urban area which identifies the Greenway Foundation trail system along the Yakima River in the southeastern portion of the City; and WHEREAS, under the provisions of the Marine Recreation Land Act and the Washington Wildlife Recreation Program, state and federal funding assistance has been authorized and made available to aid in financing the cost of land for parks and the construction of outdoor recreational facilities of local public bodies; and WHEREAS, the City Council of the City of Yakima considers it in the best public interest to develop a community trail in the vicinity of the southeastern part of the City generally located south of Highway 24 along the west side of the Yakima Rive, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That the Mayor be authorized to co-sign the attached and incorporated application with Yakima County to the Interagency Committee for Outdoor Recreation (IAC) for funding assistance for the aforementioned project. Section 2. That any fund assistance so received be used in the development of 2.75 miles of trail described in the above recitals. Page -1 res/otdr rec.jv Section 3. That the local share of the project will be derived from donations from the Greenway Foundation. Section 4. That any property acquired with financial aid through the Interagency Committee for Outdoor Recreation (IAC) be placed in use as an outdoor recreation facility and be retained in such use in perpetuity unless as otherwise provided and agreed to by the City Council, the Interagency Committee for Outdoor Recreation, and any affected federal agency. Section 5. That this resolution become part of a formal application to the Interagency Committee for Outdoor Recreation. Section 6. That adequate notification has been given and opportunity provided for public input and that published notices have identified affected flood plains and/or wetlands, if applicable. Section 7. That the City of Yakima does certify that the City is the owner of a portion of the land to be developed and based on current knowledge, .provides assurance there are no encumbrances on the land which would restrict recreation use of the land as proposed in the aforementioned application and BE IT FURTHER RESOLVED: The City Clerk shall send a certified copy of this resolution to the Interagency Committee for Outdoor Recreation.
