A JOINT RESOLUTION by the Yakima County Commissioners, the
City Council of Union Gap, and the City
Council of the City of Yakima authorizing
joint submittal of an application to the
Department of Ecology for a remedial action
grant for the "Yakima Railroad Area."
WHEREAS, pursuant to the Model Toxics Control. Act the
Department of Ecology has identified an area known as the
"Yakima Railroad Area" which contains contamination of ground-
water by perchloroethylene; and
WHEREAS, said area is located partially within the incor-
porated limits of the Cities of Yakima and Union Gap, and a in
portion of unincorporated Yakima County; and
WHEREAS, the "Yakima Railroad Area" extends within the
Cities of Yakima and Union Gap, or the water service areas
served by either the City of Union Gap or the City of Yakima
pursuant to an agreement executed on April 21, 1987; and
WHEREAS, residents within the "Yakima Railroad Area" who
otherwise depend upon private wells for domestic drinking
water are 'presently being supplied with bottled water to
protect them against the potentially harmful effects of the
aforementioned contamination; and
WHEREAS, Yakima County, Union Gap, and the City of Yakima
are public entities authorized by law to provide domestic
water service; and
WHEREAS, the Cities of Union Gap, Yakima, and Yakima
County wish to address the problem of groundwater contamina-
tion in the "Yakima Railroad Area" by obtaining a Department
of Ecology remedial action grant of approximately six million
dollars for the Cities of Yakima and Union Gaplrespectivelyito
provide extensions of municipal water service within the
"Yakima Railroad Area" on a basis which would encourage imme-
diate voluntary hookups by residents and businesses of such
area at the time of construction; and

WHEREAS, the City Councils of Union Gap and YakiMa agree
to formally discuss elimination of the water rate surcharges
for water service provided within the "Yakima Railroad Area"
outside their respective boundaries, now, therefore,
BEIT RESOLVED BY THE COUNTY COMMISSIONERS OF YAKIMA
COUNTY, THE CITY COUNCIL OF THE CITY OF YAKIMA, AND THE CITY
COUNCIL OF UNION GAP:

Mayor to execute the grant application described below.
The City Council of the City of Yakima hereby authorizes

PART IV -- NARRATIVE STATEMENT
Describe the project and indicate how the proposed action will improve the environment in the area
served. Please include all information requested in the instructions.
The project will involve installation of water main in Yakima and Union Gap Water
Service Areas amounting to approximately:

The City of Union Gap proposes a new water well to augment its water supply
to meet the demand of domestic water users in its service area within the
Yakima Railroad Area. The well is estimated to be drilled to a depth of 700'.
The well casing is to be 20" in dia. for the first 350-400' and decrease to 16"
dia. for the remaining drilled depth required to reach a reliable water source.
The City of Union Gap is looking for a well yield of 1000 gpm. The well will
be screened and gravel packed. The pump house will be 400 sq.ft. in size
with separate rooms for the electrical equipment and chlorination facilities.
The building will also be supplied with heating and ventilation systems.
The project will provide the means for people with contaminated private water
sources to hook-up to safe potable water systems of either Yakima or Union Gap.
The City of Yakima and the City of Union Gap water systems will be extended
in their prospective "Water Service Areas" in accordance with their approved
"Water Comprehensive Plans". The project could serve all 1195 land parcels
or just the 971 lots that are presently developed that are covered in this
application.
