RESOLUTION NO.D 6 0 5 1
A RESOLUTION authorizing the City Manager and City Clerk of
the City of Yakima to execute an Interlocal
Agreement pursuant to RCW Chapter 39.34 entitled
"Framework Agreement for the Adoption of the
County -Wide Planning Policy"; and approving the
"Regional Strategy for Implementing the Growth
Management Act in Yakima County."
WHEREAS, growth planning in Yakima County requires the
concerted and coordinated efforts of all governmental enti-
ties; and
WHEREAS, continuation of a regional growth planning
strategy, first adopted in 1990 and revised to incorporate
certain changes to the Growth Management Act (GMA), will
facilitate coordination of growth plans; and
WHEREAS, funding support for the planning efforts re-
quired under GMA is provided by the Washington State Depart-
ment of Community Development, provided that sixty percent
(60%) of `_hose general purpose governments representing
seventy-five percent (75%) of the County's population agreed
to the regional growth planning strategy and to the formula
for distributing funds among the general purpose governments;
and
WHEREAS, the City Council deems it to be in the best
interest of the City of Yakima to approve the "Regional Strat-
egy for Implementing the Growth Management Act in Yakima
County" and to execute the Interlocal Cooperative Agreement
entitled "Framework Agreement for the Adoption of the County -
Wide Planning Policy," now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The regional planning strategy and funding distribution
set forth in the "Regional Strategy for Implementing the
Growth Management Act in Yakima County," a copy of which is
attached hereto as Exhibit A and incorporated by reference
herein, is hereby approved.

REGIONAL STRATEGY FOR IMPLEMENTING
THE GROWTH MANAGEMENT ACT IN YAKIMA COUNTY
A. DESCRIPTION OF THE GOVERNMENTAL FRAMEWORK
Yakima County is the lead agency in coordinating growth management
planning in the Yakima County region. The Yakima County Planning
Department will serve as the lead agency contact. Comprehensive plan-
ning duties for Yakima County and the various cities and towns within
the County will be carried out by planninc staffs from Yakima County,
the City of Yakima and the Yakima Valley Conference of Governments/
Communities.
B. REGIONAL APPROACH AND TIME FRAME TO ACCOMPLISH THE WORK
Figure 1 depicts the regional approach that will be used to accom-
plish comprehensive planning requirements under the Growth Management
Act. The chart shows six general work elements that will make up the
overall planning progre.m for the County and all its cities and towns.
The chart outlines the vel of responsibility and general time frames
among the various entities in carrying out each of the general work
elements.
Responsibility levels are shown as primary, lead and shared.
Primary role means the .indicated local entity (County or cities) has
full responsibility for the duties and tasks associated with the
particular work element. For example, each of the cities will have
primary responsibility for development of their individual
comprehensive plans as it applies within the city limits and the County
will have primary responsibility for its comprehensive plan as it
applies outside urban area boundaries. Planning for unincorporated
lands within the urban growth boundaries will be shared by the County
and each of the cities.
A shared role is one in which both the County and its various
cities assume mutual responsibility in accomplishing the work
element. For example, designation of urban growth boundaries will
require a coordinated effort by the County and cities based on the

projected twenty-year population, existing land base, present and
future growth patterns and resource designations of fringe area lands.
A cooperative, shared working relationship is essential in setting the
growth boundary and to properly represent jurisdictional interests in
the planning for the urban growth area.
Lead role means either the County or the respective cities has
the principal responsibility for carrying out the task with the support
and assistance of the other entity. In the case of conducting the
resource inventories; for example, the County will have the lead role
because these resource lands occur almost exclusively in the unincor-
porated County, and it has the greatest need for this information. The
cities will also have a part in this work but it will be secondary to
the County's because of the relatively small amount of resource lands
within the:. boundaries.
C. YEARLY WORK PRIORITIES
Yearly priorities for carrying out the planning requirements of
the Growth Management Act will be determined largely by the work ele-
ment deadlines mandated in the Act. The following outlines annual
priorities over the projected four-year comprehensive planning program.
1990/1991 Regional priorities will be goal setting which includes
setting up a citizen involvement program, resource land
inventories and classification and establishing a regional
data base. In conjunction with the resource land desig-
nations, the County will review existing ordinances and
adopt interim development regulations, as necessary, for
the protection of resource lands. Preliminary discussions
to define urban growth boundaries will commence in mid-1991.
In addition to these priorities, plan development will
begin to emerge as a priority among many of the cities in
the latter half of 1991.
1992 With completion of the initial goal setting and resource
inventory work in 1991, priorities during 1992 will shift
to designating urban growth boundaries and development of
comprehensive plans. A regional data base will continue
to be expanded as plan elements are prepared.

1993 The priority for the region in 1993 will be completion and
adoption of comprehensive plans. Some cities may also be
addressing implementation measures as a priority at this
time.
1994 The preparation and adoption of implementation measures
consistent with the comprehensive plans will dominate work
activities throughout the region during 1994. Goal setting
and citizen involvement will also have an important :role in
conjunction with code development.
D. DESCRIPTION OF THE PLANNING PROCESS
Figure 2 depicts the conceptual framework for a planning process
to implement this regional strategy. Under a regional strategy, the
planning process must foster a close working relationship and careful
coordination among the different entities within the County. The
figure shows the relationship of the different players in the planning
process. In general terms, the players are categorized as
administrative/professional staff, technical support, and legislative
bodies/planning boards and citizen participants. The figure lists the
range of final products expected from this regional planning process.
The job of carrying out the work program will rest with the
planning staffs from the Yakima County Planning Department, Yakima
Valley Conference of Governments/Communities, the City of Yakima
Environmental Planning Division and the Metropolitan Yakima
Comprehensive Plan consultant. A planning management team will be
responsible for directing the activities necessary to implement the
regional strategy. Their principal duties will be to oversee the
day-to-day operations of the respective planning staffs, to handle the
administrative aspects of the program, to share information and
coordinate activities, and to maintain smooth working relationships
between the different jurisdictions.
From time to time, technical resource committees will need to be
formed in order to provide technical expertise on specific tasks and
plan elements. For example, the identification of resource lands such
as agricultural, forest and mineral lands should be assisted by perso-

knowledgeable in those areas. Technical resource committees will be
available to assist each jurisdiction with specific work tasks relevant
to the technical expertise of the committee. This arrangement will
provide consistency among each local jurisdiction in their effort to
comply with various growth management requirements.
The regional context to carry out the Growth Management Act's
planning requirements will be enhanced with the appointment and use of
various legislative and citizen committees comprised of both incorpo-
rated and unincorporated representatives.
A County -Wide Planning Policy Committee made up of elected
officials from the County and the cities will meet periodically to
oversee the work programs and progress of the respective comprehensive
planning efforts. The committee would review and discuss issues
relevant to the regional planning strategy and would largely serve to
provide policy direction to guarantee that larger regional concerns are
addressed by the various entities and incorporated within their
planning documents. The composition of this group will serve to
achieve intergovernmental cooperation and coordination among the
different municipalities within Yakima County.
Planning advisory committees for both the Upper Valley and Lower
Valley will give residents and interest groups an active role in the
planning process. The committees will participate in the various
aspects of the planning process such as visioning, resource
lands/critical areas designation and comprehensive plan development.
These citizen committees will include both city and noncity residents
from the respective planning areas to ensure that the products emerging
from these citizen groups reflect a regional context.
Because the cities will prepare their own community plans which
include unincorporated fringe lands within their urban growth boundaries
the cities will establish community planning committees to guide devel-
opment of their comprehensive plans. Along with city residents and
representatives, these committees will also consist of representatives
from unincorporated areas within the urban growth boundary.
E. DISBURSEMENT OF GRANT FUNDS
As the lead agency, Yakima County will contract with DCD for
growth management grant funds to carry out this regional planning
strategy. The County will set up a special growth management account
for depositing and disbursing the funds to the various planning agencies.
Figure 3 presents a general schematic of how grant funds will flow
from DCD to the local planning agencies. Figure 4 shows the distribution
of funds among the local governments for the 1990/1991 fiscal year.

INTERLOCAL AGREEMENT
FRAMEWORK AGREEMENT FOR THE ADOPTION OF THE
COUNTY -WIDE PLANNING POLICY
This agreement is entered into by and among the cities and towns of Yakima County and
Yakima County constituting the general purpose governments of Yakima County. This
agreement is made pursuant to provisions of the Interlocal Cooperation Act of 1967, Chapter
39.34 RCW and has been authorized by the legislative body of each jurisdiction pursuant to
formal action as evidenced by execution of the signature page of this agreement.
1. PURPOSE: The development of a County -wide Planning Policy is required by
Reengrossed Substitute House Bill 1025. Yakima County and the cities and towns within
Yakima County believe the coordinated development of a County -wide Planning Policy and
comprehensive plans is necessary for consistency among the plans and regulations and is in the
best interest of the citizens in our communities. Therefore, this agreement is entered into by
the cities and towns of Yakima County and Yakima County.
2. CREATION OF A COUNTY -WIDE PLANNING POLICY COMMITTEE: A County-
wide Planning Policy Committee (hereinafter referred to as the "Policy Committee") consisting
of one elected official from Yakima County and one elected official from every city and town
within Yakima County is hereby created. The Policy Committee is to direct and review the
drafting of the County -wide Planning Policy and make recommendations to the jurisdictions
within Yakima County and to Yakima County on what the policies should be. The elected
officials will be chosen by the jurisdictions they are representing. Such jurisdictions may also
designate alternates who need not be elected officials. The Policy Committee shall establish
rules and procedures for the conduct of its business. The Policy Committee may invite other
agencies and the Yakima Indian Nation to participate in and cooperate in the county -wide
planning policy process.
3. DURATION: This agreement shall become effective upon execution by 60% of the
general purpose governments in Yakima County, representing 75% of the total Yakima County
population. This agreement shall remain in force and effect until the completion of
comprehensive plans and development regulations by the parties under the Growth Management
Act (ESHB 2929 and subsequent legislation).
4. POLICY COMMITTEE SUPPORT: The parties to this agreement hereby authorize
their respective staffs and agents to serve as the technical group that will support the efforts of
the Policy Committee in completion of its charge. The technical group will work under the

direction of the Policy Committee. Overall coordination of Policy Committee support shall be
the responsibility of the Yakima County Planning Department. The technical group may
establish subcommittees to work on specific policies, and may utilize outside groups, consultants
and sources as it deems necessary and appropriate. Costs associated with overall coordination
and public hearings for adoption of the County -wide Planning Policy by Yakima County shall
be the responsibility of Yakima County. Yakima County will prepare the agendas and notices
for committee meetings. In order to facilitate policy review, the technical group may prepare
issue papers for each policy proposed for inclusion in the County -wide Planning Policy.
Documents prepared as part of this agreement will be provided to each jurisdiction by Yakima
County and additional copies will be the responsibility of each jurisdiction.
5. TIME FRAME: The tentative time frame for development of the County -wide Planning
Policy, as required by RESHB 1025, is as shown on Attachment "1" of this agreement. The
indicated time frames are subject to revision as tasks are accomplished and/or undertaken.
6. ELEMENTS OF THE POLICY: The County -wide Planning Policy will include, as a
minimum, policies addressing the following:
A. Policies to implement RCW 36.70A.110 (Urban Growth Areas);
B. Policies for promotion of contiguous and orderly development and the provision of urban
services to such development;
C. Policies for siting public capital facilities of a county -wide or state-wide nature;
D. Policies for county -wide transportation facilities and strategies;
E. Policies that consider the need for affordable housing, such as housing for all economic
segments of the population and parameters for its distribution;
F. Policies for joint county and city/town planning within urban growth areas;
G. Policies for county -wide economic development and employment;
H. An analysis of the fiscal impacts;
I. Other policiies as identified by the Policy Committee.
7. RATIFICATION: Ratification of the County -wide Planning Policy will require the
affirmative response of 60% of the general purpose governments in Yakima County (9 of 15)
representing a minimum of 75% of the total Yakima County population as designated by the
State of Washington Office of Financial Management on June 28, 1991 (142,875 of 190,500).
Demonstration of ratification will be by execution of an interlocal agreement.
8. AMENDMENTS: Amendments to this agreement may be proposed by any city, town or
the County, and shall be adopted by affirmative resolution of 60% of the general purpose
governments in Yakima County representing at least 75% of the population.
9. SE'VERABIILITY: If any of the provisions of this agreement are held illegal, invalid, or
unenforceable, the remaining provision shall remain in full force and effect.

10. FILING: A copy of this agreement shall be filed with the Secretary of State, County
Auditor, and the City/Town Clerk.
IN WITNESS WREREOF, this agreement has been executed by each member jurisdiction
as evidenced by signature pages affixed to this agreement.
