A RESOLUTION authorizing execution of an Emergency Medical
Mutual Aid Agreement with South Central Regional
Emergency Medical Services providers.
WHEREAS, the City of Yakima and the South Central Region-
al Emergency Medical Services (EMS) providers desire to ar-
range for mutual support and assistance during times of mass -
casualty incidents, multiple emergencies, or medical responses
beyond the capabilities of local agencies; and
WHEREAS, the City Council of the City of Yakima deems it
to be in the best interest of the.City that such an arrange-
ment be carried out according to the provisions, terms, and
conditions of the attached agreement and that the participa-
tion of the City in such mutual aid is in the best interest of
the City, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and City Clerk of the City of Yakima are
hereby authorized and directed to execute the attached agree-
ment for the purpose mentioned above, the attached agreement
being made a part hereof by reference hereto.

EMERGENCY MEDICAL
MUTUAL AID AGREEMENT
This Agreement made and entered into this Rot*- day of
, 199X1' by and between the members of the South Central
Emergency Medical Services (EMS) Region. (Benton, Columbia, Franklin,
Kittitas, Walla Walla, and Yakima Counties)
WHEREAS, it is desirable that the resources and facilities of the
various political subdivisions, municipal corporations, and other pubic
and private agencies in the South Central EMS Region be made available
to render assistance to each other in times of mass casualty incidents,
multiple emergencies, or medical responses beyond the capabilities of
local agencies; and
WHEREAS, EMS equipment, facilities, and trained personnel are
available throughout the region; and
WHEREAS, an Agreement of this nature is authorized under State of
Washington RCW 38.52; and
WHEREAS, it is necessary and desirable that an appropriate
Agreement be executed for the interchange of such mutual aid;
NOW THEREFORE, it is hereby agreed by and between each and all of
the parties hereto as follows:
1. Each party to this Agreement shall develop, adopt,
or agree to work within the confines of a mass
casualty incident response plan based on the state
recognized Incident Command System. These plans
will provide for the effective mobilization and
utilization of the regions' resources to cope with
mass casualty disasters/emergencies.
2. Whenever the commanding officer of a jurisdiction
having authority, or the commanding officer of any
such jurisdiction or its contracting agent actually
present at a mass casualty incident, or because of
circumstances, determines multiple emergency medical
responses are warranted, he/she is authorized to
request mutual aid under the terms of this
Agreement.
3. It is understood that unless adopted plans or
agreements dictate otherwise, all services and/or
resources provided under the terms of this Agreement

are furnished and supplied voluntarily and at the
discretion of the furnishing agency. The furnishing
agency shall have the primary interest of protecting
the welfare of its own constituency and does not
assume any responsibilities or liabilities in not
providing resources and/or services to other parties
of this Agreement.
4. Each party to this Agreement waives all claims
against the other party or parties for compensation
for any loss, damage, personal injury, or death
occurring in consequence of the performance of this
Agreement. All service performed under this
Agreement shall be rendered without reimbursement to
either party or parties.
5. It is hereby understood that the Agreements entered
into hereunder, and the corresponding plans, shall
not supplant preexisting Mutual Aid Agreements or
deny the right of any party hereto to negotiate
supplemental Mutual Aid Agreements.
6. Mutual Aid extended pursuant to this Agreement shall
be furnished in accordance with the provisions of
Chapter 38.52 RCW, as well as other provisions of
law.
7. This Agreement shall be effective as to each party
when the governing body of each such party has
approved the same.
8. This Agreement shall remain in effect in perpetuity.
However, any party to this Agreement may withdraw
from the same at any time by giving 30 days written
notice to the other party/parties.

SUMMARY EXPLANATION:
This Agreement would allow the City of Yakima to participate in the South
Central Emergency Medical Service Region Mutual Aid system. This EMS
Region consists of six Counties in South Eastern Washington. In time of a
major medical disaster we could call for assistance from emergency
agencies within the six county area covered by this Agreement. We would
be expected to provide equipment and manpower to other agencies as
requested only if they were available without restricting our ability to
provide adequate protection to our local area of responsibility.
