HomeMy WebLinkAbout07/12/2022 Council Retreat 14 'T A. / MINUTES YAKIMA CITY COUNCIL CITY COUNCIL RETREAT July 12, 2022 Harman Center Ballroom, 101 N. 65th Avenue, Yakima, WA 3 -9PM 1. Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana Macias Staff: City Manager Robert Harrison and City Clerk Sonya Claar Tee 2. Public comment(allow up to 15 minutes) None. 3. Below is a list of documents that Council will be discussing during the retreat. *Fiscal Sustainability *Housing and Neighborhood Building *Public Safety *Public Infrastructure *Partnerships City Manager Harrison provided an introduction to the retreat. MOTION: Byers moved and Cousens seconded to consider meeting as a group instead of breakout sessions. The motion failed by a 4-3 vote, with Deccio, Herrera, Lund and Macias voting no. Jennifer Ferrer-Santa Ines, Director of Finance and Budget, reported on the City's fiscal sustainability. City Manager Harrison reviewed the status of ARPA funds. Councilmembers participated in break out sessions led by Assistant City Manager Rosylen Oglesby and Senior Training Coordinator Jenn Zeutenhorst. One session reviewed Housing and Neighborhood issues with the following staff members: City Manager Harrison, City Attorney Sara Watkins, Planning Manager Joseph Calhoun, Sgt. Ritch Fowler and Codes Manager Glenn Denman. The second session was on Public Safety with the following staff members: Police Chief Matt Murray, Public Works Director Scott Schafer and Fire Chief Aaron Markham. The meeting recessed for dinner at 6:10 p.m. until 6:40 p.m. After recess, the Councilmembers participated in two additional break out sessions led by Assistant City Manager Rosylen Oglesby and Senior Training Coordinator Jenn Zeutenhorst. Session one related to Community Partnerships with the following staff members: City Attorney Sara Watkins, Planning Manager Joseph Calhoun, Police Chief Matt Murray, Public Works Director Scott Schafer Page 1 of 2 15 and Fire Chief Aaron Markham. The remaining session related to Investment in Public Infrastructure with the following staff members:Acting Airport Director Jaime Vera, Public Works Director Scott Schafer and City Manager Harrison. Assistant City Manager Rosylen Oglesby and Senior Training Coordinator Jenn Zeutenhorst recapped the breakout sessions with discussion among Council members and staff. 4. Adjournment MOTION: Lund moved and Cousens seconded to adjourn to the next Council regular meeting on July 19 2022, at 5:30 p.m. in the Council Chambers at City Hall.
