Roll Call Present: Councilmember Patricia Byers, presiding, and Councilmembers Matt Brown, Danny Herrera, and Eliana Macias Staff:Acting City Manager Rosylen Oglesby, City Attorney Sara Watkins and City Clerk Sonya Claar Tee Absent and excused: Mayor Janice Deccio,Assistant Mayor Soneya Lund, and Councilmember Holly Cousens 2. Pledge of Allegiance Councilmember Byers led the Pledge of Allegiance. 3. Interpreter Services Councilmember Byers introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order None. 5. Council Reports None. 6. Consent Agenda Councilmember Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Macias moved and Brown seconded to approve the consent agenda. The motion carried by unanimous vote, with Cousens, Deccio, and Lund absent. A. Approval of minutes from the June 7, 2022 City Council regular meeting and June 14, 2022 study session Page 1 of 4 4 B. Resolution authorizing execution of addendum 7 to the engineering and consulting services agreement with Golder Associates, Inc. to provide services during construction for the Naches River Water Treatment Plant Intake Project RESOLUTION NO. R-2022-071, A RESOLUTION authorizing execution of addendum 7 to the engineering and consulting services agreement with Golder Associates, Inc. to provide services during construction for the Naches River Water Treatment Plant Intake Project. F. Resolution authorizing a collective bargaining agreement for 2022-2023 with the Teamsters Local#760 representing the Yakima Police Management Unit RESOLUTION NO. R-2022-072,A RESOLUTION authorizing a collective bargaining agreement between the City of Yakima and the Yakima Police Management Group (Teamsters Local 760)for January 1, 2022- December 31, 2023. G. Resolution authorizing a contract with People for People for$213,181 of CDBG- CV2 funds to support the Meals on Wheels Senior meal and nutrition program RESOLUTION NO. R-2022-073,A RESOLUTION authorizing an agreement with People for People (PFP) in the amount not to exceed Two Hundred Thirteen Thousand One Hundred Eighty One Dollars ($213,181.00) in Community Development Block Grant CV2 funds to provide Meals on Wheels service for senior citizens in Yakima affected by COVID-19. H. Resolution authorizing a contract with Genesis Housing Services, a division of Catholic Charities Housing Services for$50,000 of HOME Investment funds to assist with the construction of a 16-unit affordable housing project located at 611 N 16th Ave RESOLUTION NO. R-2022-074,A RESOLUTION authorizing an agreement with Genesis Housing Services in the amount of up to Fifty Thousand Dollars ($50,000) in Federal Housing and Urban Development HOME funds for assistance with the construction of 16 low-income farmworker housing units. Ordinance amending the franchise granted to Wholesail Networks, LLC (Wholesail) to construct, operate and maintain a telecommunications system. ORDINANCE NO. 2022-015,AN ORDINANCE amending the non-exclusive franchise previously granted to Wholesail Networks LLC (Wholesail) by ordinance No. 2015-045 and amended by ordinance No. 2019-034 to add and include Wholesail's affiliate Ziply Fiber Pacific, LLC (Ziply Fiber) (collectively referred to hereafter as"Wholesail")to Wholesail's franchise to construct, operate and maintain a Telecommunications System, with all necessary facilities, within the City of Yakima, Washington (the "City"); setting forth provisions, terms and conditions accompanying the grant of this Franchise; providing for City regulation of construction, operation, maintenance and use of the Telecommunications System; prescribing penalties for the violations of its provisions; and setting an effective date. 7. Public Comment Page 2 of 4 5 Laurie Bernard, Joy Erb, Kim Eglet, Mike Phelps, non-residents, and Rebecca Flynn, City resident, spoke against the Safe City Resolution. DEPARTMENT ITEMS 8. 2021 Transportation Benefit District Annual Report Public Works Director Scott Schafer reviewed the annual Transportation Benefits District report outlining the revenue generated, expenditures and the status of projects during the year. MOTION: Macias moved and Brown seconded to accept the report. The motion carried by unanimous vote, with Cousens, Deccio, and Lund absent. 9. Resolution designating the name of the "Yakima Convention and Event Center" as the new name of the City of Yakima building at 10 North 8th Street in Yakima, Washington, previously known as the "Yakima Convention Center" John Cooper, President and CEO of Yakima Valley Tourism, reported the Public Facilities District Board recently recommended the City rename the Yakima Convention Center to the Yakima Convention and Event Center to bring attention to residents and event planners that the convention center also has the ability to host events of all kinds. The City Clerk read the resolution by title only. MOTION: Macias moved and Herrera seconded to adopt the resolution. The motion carried by unanimous vote, with Cousens, Deccio, and Lund absent. RESOLUTION NO. R-2022-075,A RESOLUTION designating the name of the"Yakima Convention and Event Center" as the new name of the City of Yakima building at 10 North 8th Street in Yakima, Washington, previously known as the "Yakima Convention Center." 10. Other Business None. 11. Adjournment MOTION: Macias moved and Brown seconded to adjourn to a City Council study session on June 28, 2022, at 5 p.m. in the Council Chambers. The motion carried by unanimous vote with Cousens, Deccio, and Lund absent.
