D'6000 A RESOLUTION authorizing the procurement of LifePak 300 Automatic Defibrillators from Physio Control Corporation, Redmond, Washington, without calling for bids. WHEREAS, the City of Yakima desires to implement the EMT Automatic Defibrillators Program; and WHEREAS, the City of Yakima Fire Department projects 70 calls annually that would indicate use of automatic defibrillators in an effort to save lives; and WHEREAS, the City of Yakima Fire Department will require six defibrillators; and WHEREAS, only one company offers defibrillators, the LifePak 300, with the features needed by the City; that company being Physio Control Corporation; and WHEREAS, Chapter 1.80 of the City of Yakima Municipal Code requires the use of a public bid process for the purchase of equipment which exceeds $25,000.00; and WHEREAS, the City Council finds that Physio Control Corporation is the sole source for the needed defibrillators, and that no valid legal purpose would be served by advertising for bids for the aforementioned defibrillators; and WHEREAS, the City Council deems it to be in the best interest of the City to purchase such defibrillators and associated equipment according to the terms and conditions in the attached and incorporated quotation, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to purchase from Physio Control Corporation, in the amount of (Res. EMT) $38,720.50 (plus` 1 rade 'in of one Lifepak 5) six Lifepak 300 Automatic Advisory Defibrillators, together with associated equipment all as listed in and according to the terms of "Quotation #: 20315-A" which is attached hereto and by reference made a part hereof. Scott, EMS Captain Subject: Single Source Provider - Defibrillators I respectfully submit this request for approval of single source provider purchasing of six Physio Control defibrillator units and associated equipment. Physio Control LifePak 300 automatic defibrillators were selected unanimously by a committee made up of City of Yakima Firefighter/EMT's as the unit preferred when compared to three other available products. The primary function of all the units evaluated is the same. The preferences were motivated by secondary functions, ie. ECG tape and event summary and ECG screen; and by aesthetics, ie. size, shape, readability of the screen, voice prompts, and general appearance of the units. Again, the Physio Control unit was unanimously chosen by all on the selecting committee. Yakima County Prehospital Care providers generally, with one exception, use Physio Control equipment for defibrillation. The LifePak 300 has features that are unique to the industry. They offer a patented motion detection system that prevents false rhythm analysis, preventing any likelihood of non - indicated shock or not shocking a life threatening rhythm. The code summary is compatible with ALS LifePak 10 units which are used by Paramedics in our area. The units are programmable to accommodate present needs as well as reprogrammable for future needs. Physio Control is solely in the business of monitor and defibrillator development, manufacture and sale. They offer the biggest direct service support available and also offer free of charge update or upgrade of the units for the life of the units as technology dictates changes. Yakima County Department of Emergency Medical Services is responsible for reviewing each call that the defibrillators are used for the sake of quality control and to assure that protocols are adhered to. The code review equipment used by that office is Physio Control equipment so it will not be necessary for us to purchase any decoding equipment to properly process our records and reviews of calls. Physio Control also offers a $2,000 trade in allowance for the LifePak 250 unit that was acquired by annexation from the Fruitvale Fire Department. Checking with two of the fire departments in the county that have purchased LifePak 300 defibrillators resulted in positive responses in the unit's performance, both departments voicing satisfaction. 1 Gene Smith from Sunnyside Fire Department indicated that their purchase price was $7,900. which included one LifePak 300, a spare battery and a simulator. Tim Whitehurst of Union Gap indicated that they paid $7,500. for their unit. These figures demonstrate that the price quote we received from Physio Control was fair and competitive affording us significant savings due to bulk purchasing. Our per-unit price in comparison is $6,610.50 ($7,152 including tax). See attached Union Gap invoice for comparison. The investigation of available products has allowed us to reach the conclusion that the LifePak 300 is the best unit suited to meet our current and future needs and is the most preferred unit available. Physio Control Corporation is the only source for this unit, therefore sole source purchase of the equipment list attached is recommended!.
