RESOLUTION NO P 5 9 6 1
A RESOLUTION authorizing the City Manager to sign all applications, loan
agreements and amendments, and other documents
relating to Public Works Trust Fund collection system
planning, design, and construction loan financing
WHEREAS, the City of Yakima has developed a plan for wastewater
collection, treatment, and disposal for the Yakima Regional Urban Area, such
plan being necessary to determine the needs of the area for health, safety and
well being of the people; and
WHEREAS, the plan is developed in accordance with the requirements
of Public Law 92-500 and 95-217, and has set forth facilities and systems
required to be constructed, improved and rehabilitated to serve the needs of
the area, and
WHEREAS, the costs of planning, design and construction of the
wastewater collection are eligible for Public Works Trust Fund loan financing;
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA.
The City Manager is duly authorized to sign applications, loan
agreements, and amendments, and other documents relating to wastewater
facilities and collection systems planning, design, and construction programs.

EXISTING COLLECTION SYSTEM IMPROVEMENTS
Even if the City should implement various options which would decrease current and future
sewage flows, certain pipelines will require construction of replacement/parallel pipe as the
result of capacity limitations. Table IX -4 indicates those pipelines which are currently over
capacity during the maximum sewage flow season and will remain over capacity through 2025.
The replacement/parallel pipe sizes shown in Table IX -4 and Figure IX -2 are based on the
year 2025 and the assumption that all separate irrigation systems would be replaced or
converted to the domestic water system.

Collection System Improvements
Dear Denney:
Enclosed is an updated copy of Table IX -4 from the Comprehensive Plan for
Sewerage System, City of Yakima, and a written description of collection
system improvements as shown on updated Table IX -4 and Figure IX -2. We have
taken the liberty of adding a priority classification to these improvements
and an opinion of probable construction cost to the description. You should
add 30 percent to the construction cost figures shown on the description
sheet to get to project costs. We also suggest that you add 6 percent to the
total project cost to escalate costs from 1986 to 1990.
The display board has been prepared for presentation of the pipelines shown
in updated Table IX -4. We will be delivering the display board during the
week of November 13, 1989.

YAKIMA COLLECTION SYSTEM
DESCRIPTIONS
1. 18 inch pipeline located between E. Chestnut St. and E. Pine St,. in S. Union St..
Portions of this pipeline were relined in 1976. Additional parallel/replacement
construction may be required south of Pine, including that section of 18 inch under
Washington Junior High, upon further field investigation.
Priority - 1 Cost - $284,600
2. 12 inch pipeline located between N. 8th and alley between N. 8th and N. 9th in E.
Lincoln Avenue.
Priority - 2 Cost - $ 26,200
3. 12 inch pipeline located between E. Lincoln Avenue and E. Yakima Avenue inalley
between N. 8th and N. 9th.
Priority - 2 Cost - $204,400
4. 8 inch pipeline located between E. "G" St. and E. Lincoln Avenue in alley between N.
7th and N. 8th. An alternate to this pipeline replacement would be to replace the 12
inch pipeline :in N. 8th St. within the same limits with an 18 inch to 21 inch pipeline.
Priority - 5 Cost - $259,300
5. 12 inch pipeline in E. "G" St. between alley between N. 6th and N. 7th to N. 8th St..
Priority - 5 Cost - $ 87,000
6. 8 inch pipeline in alley between N. 2nd and N. 3rd between E. "N" St. and E. "I" St..
Priority - 6 Cost - $193,300
7. 12 inch pipeline in E. "I" St. between alley between N. 2nd and N.3rd and alley east of
N. 6th. Additional replacement construction may be required south of this project upon
further field investigation.
Priority - 6 Cost - $247,100
8. 24 inch pipeline located at Division St. and extending to first man hole south of
Division St. along west side of Union Pacific Railroad.
Priority - 7 Cost - $ 69,800
9. 8 inch pipeline located between alley west of N. 24th Avenue and Clarke Avenue in the
alley between Englewood Avenue and Power House Road, the westerly projection of
McKinley Avenue, McKinley Avenue, and the alley south of McKinley Avenue.
Priority - 3 Cost - $549,700
10. 20 inch pipeline located between alley west of S. 3rd Avenue and alley between S. 2nd
Avenue and S. 1st Avenue in W. Nob Hill Boulevard.
Priority - 8 Cost - $116,800
11. 10 inch and 6 inch pipeline located between Tieton Drive and 395 feet north of Nob
Hill Boulevard in S. 36th Avenue and the alley west of S. 36th Avenue.
Priority - 4 Cost - $263,900
Note: Each project listed herein should include a 30 percent allowance for engineering,
legal, lands and rights-of-way, contingencies, etc. Refer to Appendix D of the
Comprehensive Plan for Sewerage System for adjustment factors.
