Chapter 5. 5.8.,:._Pho-tography,, of the City of Yakima Municipal'Code relating. to .the licensing_ regulation. of photographers. It was MOVED by seconded by Robinson_. that an Ordinance prohibiting parking on the east side.of PierceAvenue from "B" Street to Summitview..Avenue and amending the Yakima Municipal Code, be passed as read. Dave.Vargas, Director.of Public Works, reported that there have been many.requests for more room to move traffic,on Pierce Avenue between "B" Street and.Summiiview.Avenue, and that approximately 11 stalls -will be removed on the east . side of Pierce Avenue. City Manager McMicken.reported that the owners or residents on. this street.have not.been contacted..regarding • this. proposed change... Council.members indicating that they feel. that the persons concerned should be:contacted,,it was MOVED by Whitaker, seconded.by Robinson. that this :matter be continued:for one week and that the persons.con- cerned with: the: proposed. prohibitionof parking on the east side of Avenue from. "B "Street to Summitview Avenue, be notified::carried, Broad, Brown, Lust, Robinson, Schuss ler and Whitaker voting aye.by voice vote. -Lambert absent. An Ordinance loaning the amount of $12,000 to the - Airport - Fund and appropriating that amount within such fund, been.read'in its entirety_at this meeting, was laid on the table for one week or until August 14., 1972. Mr. George Geiser, 1021 S. 25th.Avenue,..a.property owner, spoke regarding.-several matters concerning him. •He.complained.about the. resurfacing.that.is.going on whereby a'lot of • .gravel . is getting. on his yard , . also . that when there .is. snow_, and gravel:.. is ' used ; it gets on his yard, as well as-.after he had.removed the :Snow from his.150 feet of sidewalk, the snow plow came.along.and pushed .. it back on the'sidewaik. He also. complained_-_about the amount of traffic.on Bonnie Doone and the fact. that the. speed limit is•greatly.exceeded and he does not,feel that the..Police..Department is doing enough.to curb the speeders on - this street. City Manager. McMicken..suggested that a City representative contact Mr Geiser and .discuss these matters with him and. explain :the .various programs. regarding street mainten- .ance, snow removal, etc.. .Council members concurred . with. -this suggestion and no formal .action .was :taken. - _ Mr. Jack Sparling,.Chairman.of the Yakima Convention. and Cultural. Center.Commi.ttee.,.stated that..he- is.present.to_propose tothe City the future type of Convention..construction.that is needed for.the He reviewed .the Convention facilities, -which . have a capacity of accommodating,:upto00 people and explained that the proposed facility will be located in thecentral businesS area. Mr. Sparling. further reviewed'.the matter, explaining that some. months ago when the\City furnished the Convention..CommitteeLwith. $2500.00 for the.- .purpose .of.-drawing. up plans.for a Convention and Cultural Center, that . eight .architectural-firms were interviewed.and. the firm of. Paddock .and..Hollingbery,.Archi - tects , was hired to •do this job and. has .created a plan.. Mr.. Bill Paddock gave a .presentation and ..,area. .analysis ..of; the proposed plan., explaining in detail: the architectural drawings .displayed, There was_ discussion. regarding:. - the.. financing. of. the- proposed.. facility and:.it was suggested ;that a. representative of. the Council work with the Convention. and Cultural. Center Committee on this.matter. Mr. Sparling and Mr. Paddock were given due credit for_.their.work on..this project by City Manager- McMicken. and Council..members. No formal.- action was taken: on -this. matter:at..this- .meeting. Mr.. and Mrs. . Mike Kolb., .being..present , discussed in detail ..the. matter _ of . the . Summitview • Avenue.and 4Oth .Avenue. widening projects: They indicated their disapproval. of the project • •_.and'others that are creating more traffic..and asked when is. it going to stop. Councilman Robinson explained-that Summitview is an arterial and not.a__neighborhood thoroughfare, and ..that as long as:there:is. traffic, roads will continue :to be improved. Councilman Schussler stated that he is sympathetic to.Mr. :.Kolb's concern and not feel that the widening of streets; can go on forever, and further feels_.that in the long. run some very.s.erious.; thought needs to_ be given to. this matter. Further brought out matters. of. traf- fic counts and reasons for widening certain .streets ^:to..deal with.the increasing traffic problems. No formal action was -taken on this matter. Spratt.,.requesting...rezone of property located at 317.N..lst Street, '.b. 'Yakima Public .Schools.,.. requesting. rezone ol,property located at 104 N..4th Ave.,. c. Mr. Mike A...Polo, requesting rezone of property located .at 208 N. 6th Avenue, it was MOVED by_Schussler, seconded.by Brown August 28, 1972,..be fixed.as.the time for hearings_on said..rezone.applications.: carried, Broad,-Brown, Lust,.Robinson, Schussler and . Whitaker voting aye by °.voice vote. Lambertabsent. Director of Public Works Dave.Vargas explained that .regarding the project... to improve rail- road grade crossings.on "B" Street -:.and...Lincoln Avenue.,.it is.necessary..to execute an-agree- ment with Union Pacific.RailroadCompany,. which terms have been.negotiated and.the agreement is ready to be..signed by the City and the Railroad Company. He..reported on the •progress that has been•made'on_the project and estimated that the work should be. finished by approximately September 15, 1972s.
