A RESOLUTION authorizing application to the Washington State
Department of Community Development for an Emer-
gency Shelter Grants Program.
WHEREAS, the United States Department of Housing and
Urban Development has provided to the Washington State Depart-
ment of Community Development funds for the assistance of
homeless people under the terms of the McKinney Act; and
WHEREAS, the City of Yakima desires to act as a "pass-
through" agency for providing such funds to qualified agencies
for the assistance of homeless persons and for the prevention
of homelessness; and
WHEREAS, the City Council deems it to be in the best
interest of the City of Yakima to make the following applica-
tion, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and the City Clerk are hereby authorized
and directed to execute the attached and incorporated Emergen-
cy Shelter Grants Program application together with all neces-
sary assurances required for such application.

Dear Ms. Foster:
The enclosed Emergency Shelter Grant Program (ESGP) application is a
combined application from three different nonprofit agencies with the
City of Yakima Office of Housing and Neighborhood Conservation acting as
administrator. These projects are a cooperative effort to meet the
priority needs of Yakima County's homeless families.
Over the past fifteen years, the Office of Housing and Neighborhood
Conservation a Division of the City of Yakima has administed a federally
funded program. The primary activity implemented has been housing
rehabilitation with the administration of funding for sub -grantees. It is
for this reason that our office was selected as the applicant for the ESGP
program by the three applicants.
The Yakima County ESGP application represents the following entities and
activities:
Yakima Valley Farmworkers Clinic - Eligible Activities - Homeless
Prevention- Funds will be used to pay first months rent for homeless
families and rental funds to existing families faced with eviction.

Lower Valley Crisis and Support Services, - Eligible Activity -
Renovation, Major Rehabilitation - Funds will be used to comply with local
code requirements, renovate existing exterior building surfaces and the
replacement of worn or deteriorated floor coverings.
YWCA - Eligible Activity - Renovation, Major Rehabilitation - Funds will
be used to comply with local code requirements, renovate existing
exterior building surfaces and the replacement of worn or deteriorated
floor coverings.
Office of Housing and Neighborhood Conservation - Eligible Activity -
Administrative Costs of Project Implementation - Funds will be used to
pay staff and office expenditures to inspect, complete specifications, bid
documents and payment of invoices.
The combined agencies' requests total $75,000 and $7,500 to administer
the program. All costs have received preliminary contractor cost
estimates and have waiting lists of families in need of rental assistance,
so the implementation and expenditure of ESGP funds will be expended
well within the required 180 day time limitation.
Both Family Crisis Shelter projects have full ownership of their facilities
and have determined that they will have long term commitments of
community assistance that exceeds the minimum ten year requirement of
the ESGP program. (Exhibit "A")
The financial audit has been enclosed for the YWCA, Lower Valley Crisis
and Support Services and the City of Yakima Office of Housing. Yakima
Valley Farmworkers Clinic has stated that your department has their
latest audit report on file, but will forward another copy upon your
request. (Exhibit "B" - Form 1)
Forms G and H have been included, but are out for official signature and
will be sent upon completion under separate cover. Each agency's project
has the required) approval signatures.
Support letters from local cooperating official entities and other
nonprofit agencies will be sent as they are received and assembled under
separate cover.

This application is very reflective of the cooperation and coordination
expressed by nonprofit entities in our counties to address the needs of our
homeless population.
Please give full consideration to the $75,000 agency funding and the
$7,500 program administration request considering your existing
available funding. There is full cooperation within this request and any
funding reduction as might be needed can and will be worked out at a local
level.

RESOLUTION AND CERTIFICATION
Com' of Yakima - Office of Housing and Neighborhood Conservation which is
applying to the state of Washington for funding through the Emergency Shelter
Grants Program from the U.S. Department of Housing and Urban Development,
hereby assures and certifies that:
It will conduct its emergency shelter grant activities in conforniity with the non-
discrimination and equal opportunity requirements and with other applicable
federal and state regulations described in detail in the Appendix in the event that
this application is selected for funding;
It shall agree to comply with all applicable federal and state regulations in regard
to environmental impact of the project;
It will minimize displacement as a result of activities assisted with HUD
Emergency Shelter Grants Program funds; and assist persons actually displaced as
a result of such activities;
It will provide the required matching supplemental revenue:
It will ensure that all grant amounts are obligated within 180 days of the date of
award from DCD;
It will ensure that any building for which emergency shelter grant amounts are
used for rehabilitation will be maintained for the homeless for not less than a
three-year period, or for not less than a ten-year period if the grant amounts are
used for major rehabilitation or conversion of the building;
It will ensure that any building for which emergency shelter grant amounts are
used for renovation, conversion, or major rehabilitation must meet both county
and city standards of being in safe and sanitary condition; and
It will ensure that homeless individuals will be given assistance in obtaining
appropriate supportive services and other federal, state, local, and private
assistance available for such individuals in the community.

It will ensure that programs using ESGP funds to provide essential services,
operations or maintenance expenses will carry out activities described in the
application for the period in which ESGP assistance is provided.
It will ensure that if grant amounts are used to provide emergency shelter for the
homeless in hotels or motels, or other commercial facilities providing transient
housing that:
Leases negotiated between the unit of general local government or
private nonprofit organization with the provider of such housing
make available such living space at substantial less than the daily
room rate otherwise charged by the facility;
Other facilities have been considered for use as emergency shelters,
and it has been determined that the use of living space in
hotels/motels provides the most cost-effective means of providing
emergency shelter for the homeless in the jurisdiction; and
The availability of commercial units is maintained for the period
during which ESGP assistance is provided and will serve the same
general population.
It will ensure that no renovation, major rehabilitation, or conversion activity
funded under the HUD Emergency Shelter Grants Program will:
Involve adverse alterations to a property that is listed on the
National Register of Historic Places, is located in an historic district
or is immediately adjacent to a property that is listed on the
Register, or is deemed by the State Historic Preservation Officer to
be eligible for listing on the Register,
Take place in any 100 -year floodplain designated by map by the
Federal Emergency Management Agency;
Jeopardize the continued existence of an endangered or threatened
species, as designated by the Department of the Interior (Fish and
Wildlife Service) or the Department of Commerce (National Marine
Fisheries Service), or affect the critical habitat of such a species; and
Be inconsistent with HUD environmental standards or with the
State's Coastal Zone Management Plan.
It will ensure that the facility used to provide services to the homeless is free

from the illegal use, possession or distribution of drugs or alcohol by its
beneficiaries.
It will provide a drug free workplace in accordance with the Drug Free
Workplace Act of 1988.
It will not use assessments or fees to recover any of the capital costs of HUD
Emergency Shelter Grants Program funded improvements from homeless
individuals.
It will ensure the cooperation of staff and availability of all records to the
Department of Community Development and the Office of the State Auditor
charged with monitoring or investigating use of funds provided.

DCD on behalf of the City of Yakima and that theff0 ice of Housing and
Neighborhood Conservation possesses the legal authority to carry out the
emergency shelter grant activities in accordance with the provisions described in
this part.

The Lower Valley Crisis and Support proposes to paint and repair exterior siding, install
security fencing, heating and cooling system, lighted exits, concrete steps and ramp, paved
parking, and the replacement of floor coverings. This will ensure code and shelter standard
requirements.

9. Project Summary:
The YWCA proposes to rehabilitate and make energy efficient a newly purchased a shelter complex for
batter women and their children. We will expand our sheltering capacity by 40% after the completion of
additional bedrooms and replacement of windows meeting egress and energy standards. We will relocate the
existing furnace to extend heating and cooling to the upstairs of the main shelter. Siding repair and
painting the counseling center will prevent further weather damage and create a pleasant environment for
residents and their children. Roofing and replacement of foundation will provide adequate crawl space and
prevent costly repairs in the future. Replacement of flooring, carpet, which (will create warmth on the
floors) 2 countertops and 2 sinks all meeting health code guidelines for sheltering agencies.
