A RESOLUTION authorizing the City Manager and the City Clerk
of the City of Yakima to execute an agreement for
service with the Yakima Valley Center for the
Deaf and Hard of Hearing.
WHEREAS, the City of Yakima is in need of interpreters
for the deaf and hard of hearing from time to time; and
WHEREAS, the Yakima Valley Center for the Deaf and Hard
of Hearing can provide qualified interpreters to the City of
Yakima; and
WHEREAS, the Yakima Valley Center for the Deaf and Hard
of Hearing is killing to provide those services when requested
by the City of Yakima; and
• WHEREAS, the City Council deems it to be in the best
interest of the City that said services be available as re-
quired, ncAN , therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and the City Clerk are hereby authorized
to execute the attached contract agreement between the Yakima
Valley Center for the Deaf and Hard of Hearing and the City of
lakima, a copy of which contract is attached hereto and by
reference made a part hereof.
Further the City Manager or his designee is authorized to
employ the services provided by the Yakima Valley Center for
the Deaf and Hard of Hearing as is required or needed by the
Cit■ of Yakima in the future.

CONTRACT AGREEMENT
BETWEEN
YAKIMA VALLEY CENTER FOR THE DEAF AND HARD OF HEARING
AND
THE CITY OF YAKIMA
This Contract Agreement is entered into by and between YAKIMA
VALLEY CENTER FOR THE DEAF AND HARD OF HEARING, 303 South 12th
Avenue, Yakima, WA 98902, a non-profit organization, hereinafter
referred to as "YVCD & HH" or "Contractor" and THE CITY OF YAKIMA,
a municipal corporation of the State of Washington, hereinafter
referred to as the "City" for the purpose of providing crualified
interpreters to assist hearing impaired persons who are seeking
services of, doing business with, or are under the stewardship of
the City.
IT IS MUTUALLY AGREED:
1. DEFINITIONS: As used herein the following words shall have
the following meanings:
1.1 Qualified Interpreter: Qualified interpreter shall be
defined as persons who hold a valid Specialist Certifi-
cate, Certificate of Interpretation, Certification of
Transliteration from the Registry of Interpreters for
the Deaf or a person capable of providing adequate
communication as judged by the hearing impaired person,
the interpreter, or the Contracting Organization.
1.2 Hearing Impaired Person: Hearing impaired person shall
be defined as a person who, because of hearing or speech
impairment, cannot readily understand or communicate
through spoken language.
2. DUTIES OF "YVCD & HH":
2.1 Upon the request of the City, YVCD & HH will provide a
qualified interpreter to assist the hearing impaired
person, at a predetermined site as designated by the
City. The City will make an initial determination of
the skill level required by the interpreter in order to
best serve the needs of the hearing impaired person.
2.2 YVCD & HH shall submit names and social security numbers
of interpreters to be utilized under this Contract.
2.3 Upon request, YVCD & HH will provide assistance with
staff in-service training on the communication needs and

abilities of hearing impaired persons. In-service
training may also include departmental training as to
the human rights of hearing impaired persons as per-
taining to the Rehabilitation Act of 1973, Section 504,
United States Public Law, Washington State Administra-
tive Codes and the Revised Codes of the State of Wash-
ington.
2.4 YVCD & HH shall administer projects, billings and all
relevant correspondence.
3. DUTIES OF THE CITY:
3.1 The City, upon requiring interpreter services, may
request interpreter services from YVCD & HH. The re-
quest shall be made by an individual from an approved
list provided by the City.
3.2 In the event that the interpreter provided is determined
to be inadequate, the City will inform YVCD & HE of the
need to provide another interpreter.
4. CONSIDERATIONS:
In consideration of the services provided by YVCD & HH under
the terms and conditions of this Contract, the City shall pay
YVCD & HH for qualified interpreter services in accordance
with the Yakima Valley Center for the Deaf and Hard of Hear-
ing registry of Interpreters for the Deaf. The fee schedule
is attached hereto as Exhibit "A".
5. PERIOD OF PERFORMANCE:
Subject to its other provisions, the period of performance
under this Contract will be for two years from the date of
this Contract.
6. INTEGRATION:
This agreement contains all the terms and conditions agreed
upon by the parties. No other understanding, oral or other-
wise, regarding the subject matter of this agreement shall be
deemed to exist or bind any of the parties hereto.

The following rates have been adapted by Yakima Valley Center for
the Deaf and Hard of Hearing for Interpreter Service. These rates
are based upon the dgree of difficulty and level of competence re-
quired for a variety of interpreting situations.
STANDARD ASSIGNMENTS
CERTIFICATION OF INTERPRETATION (CI): Available through the National
Registry of Interpreters for the Deaf: The ability to interpret with
working languages of American Sign Language and English or Trans-
• literate with working languages of English and a sign code for English.
CERTIFICATE OF TRANSLITERATION (CT): Available through the National
Registry of Interpreters for the Deaf. The ability to transliterate
with working languages and signed cede /or english.
(QI) $18.00 /hour
(QUALIFIED INTERPRETER (QI): Available through Yakima valley Center
for the Deaf and Hard of Hearing: A person who has had at least five
years of experience and has demonstrated a level of competency and
ability to interpret Conversational English to American Sign Language
and American Sign Language to Conversational English.
LEGAL ASSIGNMENTS
(CI) or (CT) with Legal Endorcement $35.00/hr
A legal situation is defined as any situation involving an attorney,
a police officer, or the judicial system, including but not limited to
judicial proceedings; quasi - judicial proceedings; and other programs
•
or activities ordered by the court.
(YVCD &HH) will only support the use of CI /L or CT /L for legal situa-
tions in compliance with chapter 389, laws of 1985 section 11 -18
(ROW 2.42).
