A RESOLUTION ratifying the Occupational Internship Work Site
Agreements the City has entered into with S. L.
Start & Associates, Inc. and authorizing the City
Manager to execute agreements for future partici-
pation in this internship program.
WHEREAS, the City of Yakima has been given an opportunity
to participate in an Occupational Internship Work Site Agree-
ments with S. L. Start & Associates, Inc.; and
WHEREAS, the City has entered into two such agreements on
September 18, 1990; and
WHEREAS, the City Council deems it to be in the best
interest of the City that the City of
these Agreements, and that the attached
and confirmed, now, therefore,

future as the City Manager deems appropriate.

ADDENDUM TO
AGREEMENT NUMBER:
INDEMNIFICATION AND HOLD HARMLESS: All contracted activities
to be rendered or performed under this agreement shall be
performed or rendered entirely at the Contracting Agency's
own risk and the Contracting Agency expressly agrees to indemnify
and hold harmless the County, City and all of its officers,
agents, employees, or otherwise, from any and all liability,
loss or damage they may suffer as a result of claims, demands,
actions, or damages to any and all persons or property, costs
or judgements against the County or City which result from,
or arise out of negligence of the Contracting Agency under
this Agreement. In the case of negligence of the County,
City and the Contracting Agency, any damages shall be levied
in proportion to the negligence attributable to each party.

OCCUPATIONAL INTERNSHIP
WORKSITE AGREEMENT
This Agreement and understanding by and between S. L. Start &
Associates, Inc., hereinafter called the Agency, and
City of Yakima of City Shops,
2301 Fruitvale Blvd , hereinafter called the Worksite, is
entered into for the purpose of providing Occupational Internship
training in compliance with the Job Training Partnership Act
(JTPA), State of Washington Provisions, The Yakima County
Division of Employment and Training (DET) Administrative Bulle-
tins, the Federal Regulations at 20 CFR 262 through 638, dated
','arch 15, 1983, and all other applicable Federal, State and
County laws. S. L. Start & Associates is an equal opportunity
employer.
The Worksite agrees to train Johnny Williams (participant)
SSN: 535-74-2728 , who has been certified by the Agency to be
JTPA eligible.
The Agency agrees to provide Needs -Based Payments to participants
for hours spent in training according to the DET Administrative
Bulletin, "Needs -Based Payments"; Supportive Services as deemed
appropriate, and insurance coverage while the participant is
engaged in training at the Worksite.
THE WORKSITE AGREES THAT:
1. The participant will be engaged in training that will
result in specific marketable skills and general employ-
ability enhancement.
2. The participant will be counseled in the areas of career
opportunities and the availability of jobs in the local
labor market.
3. The participant will be adequately supervised while
involved in training by the Worksite supervisor or their
designated alternate(s).
4. The Worksite supervisor will appraise any alternate super-
visor(s) of the conditions of this Agreement.
5. A sufficient workload will be assigned the participant in
order to meet the specific objectives of the training.
6. The Worksite will have sufficient equipment and/or materi-
als to support the training.
7. The participant will supplement the work of the regular
staff of the Worksite to which they are assigned, but in
no way are their training activities to supplant or
replace the employment of the regular staff of the Work-
site including individuals on layoff, partial displace-
ment such as reduction in hours of non -overtime work,
wages or employment benefits or infringe upon the promo-
tional nnoortunities of currently employed individuals.

8. The Worksite will at a minimum correspond monthly with the
Agency in matters pertaining to the progress and perform-
ance of the participant under this Agreement.
9. The participant while in the performance of this Agreement
will not be engaged in any partisan political activity or
activity to further the election or defeat of any candi-
date for public office.
10. The involvement of participants in sectarian activities
while in the performance of this Agreement is strictly
prohibited.
11. The Worksite will maintain and submit attendance records
in accordance with scheduled time pay periods on forms
provided by the Agency.
12. The Contractor shall not discriminate against any trainee,
employee or applicant on the grounds of race, creed,
color, religion, national origin, sex, age, marital
status or the presence of any sensory, mental or physical
handicap; provided that the prohibition against discrimi-
nation in employment because of handicap shall not apply
if the particular disability prevents the proper perform-
ance of the particular work involved.
13. Upon successful completion of the training the participant
will be considered for any current position opening(s) for
which they are qualified.

This Agreement and understanding by and between S. L. Start &
Associates, Inc., hereinafter called the Agency, and

County laws. S. L. Start & Associates is an equal opportunity

The Worksite agrees to train Michael Schick (participant)
SSN: 538-74-9947 , who has been certified by the Agency to be
JTPA eligible.
The Agency agrees to provide Needs -Based Payments to participants
for hours spent in training according to the DET Administrative
Bulletin, "Needs -Based Payments"; Supportive Services as deemed
appropriate, and insurance coverage while the participant is
engaged in training at the Worksite.
THE WORKSITE AGREES THAT:
1. The participant will be engaged in training that will
result in specific marketable skills and general employ-
ability enhancement.
2. The participant will be counseled in the areas of career
opportunities and the availability of jobs in the local
labor market.
3. The participant will be adequately supervised while
involved in training by the Worksite supervisor or their
designated alternate(s).
4. The Worksite supervisor will appraise any alternate super-
visor(s) of the conditions of this Agreement.
5. A sufficient workload will be assigned the participant in
order to meet the specific objectives of the training.
6. The Worksite will have sufficient equipment and/or materi-
als to support the training.
7. The participant will supplement the work of the regular
staff of the Worksite to which they are assigned, but in
no way are their training activities to supplant or
replace the employment of the regular staff of the Work-
site including individuals on layoff, partial displace-
ment such as reduction in hours of non -overtime work,
wages or employment benefits or infringe upon the promo-
tional nnoortunities of currently employed individuals.

while in the performance of this Agreement is strictly
prohibited.
11. The Worksite will maintain and submit
in accordance with scheduled time pay

12. The Contractor shall not discriminate
