A RESOLUTION to ratify and authorize the Chairman of the Yakima Air Terminal Board to execute Federal Aviation Administration grant documents for Yakima Air Terminal improvements. WHEREAS, the Yakima Air Terminal Board submitted to the Federal Aviation Administration Standard DOT Title VI Assur- ances dated July 11, 1990, (hereafter "Assurances "), and submitted a Project Application dated July 11, 1990, (hereaf- ter "Application "), for a grant of federal funds for an im- provement project at the Yakima Air Terminal with ninety per centum of costs to a maximum of $536,281.00 to be paid with the federal funds; and WHEREAS, the Federal Aviation Administration has approved said project for the Yakima Air Terminal consisting of: reha- bilitation of runway 9/27 and high intensity runway lighting (H.I.R.L.), acquisition of snow removal equipment, and strengthen a portion of runway 9/27; and WHEREAS, the Federal Aviation Administration has re- quested that as a condition precedent to payment by the United States of the allowable costs incurred in accomplishing the above - described project, that the County of Yakima and the City of Yakima authorize and ratify the execution of grant application, assurances, and acceptances by William F. Almon, Chairman of the Yakima Air Terminal Board, and that the City and County adopt and ratify the representations and assurances contained therein; and that the word "Sponsor" as used in the Application, Assurances, and Acceptance shall be deemed to include the City of Yakima and the County of Yakima; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The execution by William F. Almon, Chairman, Yakima Air Terminal Board of the Application for Federal Assistance, dated July 11, 1990, and the Standard DOT Title VI Assurances dated July 11, 1990, and the grant Agreement Acceptance is (res /air.jv) hereby authorized and ratified, and the representations and assurances contained therein are hereby adopted. The amount of the grant is $536,281.00, which will fund 90% of the $595,868.00 project total. As a federal condition to the acceptance of this grant, both the City of Yakima and Yakima County, by resolution, must adopt and ratify the signature of the Chairman of the Yakima Air Terminal Board, William F. Almon, on the Grant Application, DOT Title VI Assurances, and Grant Agreement. By so adopting and ratifying his signature on these documents, the word "Sponsor" used in the documents shall be deemed to include the City of Yakima and Yakima County. APPLICATI ©N, A.I.P. -11 Dear Mr. Chamberlain, Enclosed you will find the Application for our FY 1990 (AIP -11) airport improvement projects. The dollar amounts listed are based on engineering estimates, and the actual amount of bid may vary As you will note, the 1990 project will be broken into three segments as follows, 1) Rehabilitation of Runway 9 -27 H I R L. System, $169,023 00 In December 1989, the A.I.P. -10 project was amended to include Rehabilitation of Runway 9 -27 H.I.R.L system, and $188,030 00 of that grant was dedicated for this project The Airport utilized our existing engineer, Bill Huibregtse to accomplish some pre - engineering tasks to further define the scope of the project, and to provide more accurate cost estimates. The more we studied the project, the more apparent it became that the original scope had not addressed several issues relating to power supplies to the Airport, and power supplies to other necessary equipment (N W S and F.A.A. field installations, ramp lighting, etc) Therefore, when we expanded the scope to include these items, the project cost increased from $188,030.00 to S357,053 00 It was then decided that the 1990 A I.P. -11 project would have to include $169,023.00 to complete the lighting project 2) Snow Removal Equipment, Snow Blower, 5200,000.00 The airport's present snow blower (1980, 1500 ton per hour) is undersized for our normal winter operations and has experienced major breakdowns in the last two snow seasons. 110 The breakdowns were severe enough that we had to lease snow blowers from Washington State and Kittitas County in order to keep the Airport safe and operational. It is our intent to replace this aging equipment with a 3000+ unit 3) Strengthen West 1000 feet Runway 9 -27, $239,362 00 The westerly portion of Runway 9 -27, between intersection Echo and Fox, was built in 1978 It was designed and built at a strength significantly less then sections built in 1942 and 1955. This has caused concerns when dealing with large aircraft and military transports It is our intent to add a 4 inch P401 overlay to this section of runway to establish a uniform pavement strength the full length of the runway. This segment of the project will be accomplished in conjunction with the 1991 -92 Runway 9 -27 Rehabilitation Project (please refer to 5 year C I P program) we feel this will optimize the usage of the funds as compared to having two independent runway rehabilitation projects An Engirieering Services contract for the H.I R L. project will be submitted to your office for review by the first of August, with an accelerated bid and construction schedule The Snow Blower bid should be ready for submission toward the end of August. The amount of A.I P. funds requested is in excess of the Airports 1990 Entitlements, but we feel the benefits derived the flying • public sufficient justification for the increase.
