HomeMy WebLinkAbout07-27-2022 YPC MinutesCity of Yakima Planning Commission (YPC) Meeting Minutes City Council Chambers July 27, 2022 Call to Order Chair Liddicoat called the meeting to order at 3:02 p.m. Roll Call YPC Members Present: Chair Jacob Liddicoat, Lisa Wallace, Mary Place, Colleda Monick, Frieda Stephens YPC Members Absent: Leanne Hughes -Mickel (excused), Robert McCormick Staff Present: Joseph Calhoun, Planning Manager; Sara Watkins, City attorney; Irene Linos, Temporary Department Assistant I; Eva Rivera, Planning Technician. Staff Announcements — Planning Manager Calhoun announced the following: • Introduced new Planning Technician, Eva Rivera. • Senior Planner position has not been filled. • Public Hearing scheduled for August 10 — CPA amendment at 40th/ Summitview, July 13,, 2022 Meeting Minutes — It was motioned by Commissioner Wallace and seconded by Commissioner Monick to approve the meeting minutes of July 13, 2022 as presented. The motion carried unanimously. Study Session — CPA001-2'2 — Calhoun gave an overview of this Comprehensive Plan Amendment proposed last year. This year's cycle the Planning Division made a staff application to propose a broader area which is allowed under the code. The proposal would change 5 parcels located on the southeast corner of 40th and Summitview from low -density residential to community mixed use. The comp plan change would allow the property owners to be able to rezone. All services are currently available onsite. Calhoun emphasized that in the future removing the driveways on 40th would potentially create a safer corridor. Only one comment was received from a property owner regarding traffic concerns that will be addressed at the hearing. Commissioner Place raised a question about easements/right-of-way for the Congdon ditch that is at the edge of the parcels in question. Calhoun let her know it is not usable land and would not be included. The commission received a copy of the notice materials. Training- Subdivision Process- Calhoun gave a summary about the process following subdivisions, and the role the Planning Commission has in making the recommendation for preliminary long plats. Public Comment — Allysa O'Brien, informed YPC that she is a potential business owner who is looking for a building in the city of Yakima for her future business. She is interested in learning about the mix -use zoning process. -I- Other Business — None Admourn — A motion to adjourn to July 27, 2022 was passed with unanimous vote.
