A RESOLUTION authorizing the procurement of chemical grout for the
purpose of sewer line sealing on a sole source basis with
Cues Incorporated, Rancho Cordova, California.
WHEREAS, the City of Yakima owns and operates approximately 250
miles of sanitary sewer line which the adopted 1988 Comprehensive Sewer
Plan recognized required increased maintenance to ensure reliability and
promote further longevity; and
WHEREAS, the City has now procured the equipment to implement
the "grouting and sealing" phase of the Comprehensive Sewer Plan for
collection system activities; and
WHEREAS, the City Council deems it in the best interest of the City of
Yakima to declare the procurement of the chemicals necessary to safely
operate the "grouting and sealing" equipment on a sole source basis due to its
researched limited availability;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Clerk and the City Manager authorized to waive the sealed bid
requirements for the chemical grout described above and directed to prepare
the purchase contract for this chemical with Cues Incorporated, 2689 Citrus
Road, Suite D, Rancho Cordova, California, 95670.

SUBJ: Purchase of Chemical Grout Products
The Yakima Wastewater Facility has completed renovation of their
grouter /packer vehicle which is now being utilized in the sealing of leaking
sewer collection lines throughout the City. This program was presented in
the most recent comprehensive sewer plan for collection system activities. It
is estimated that the City could utilize ten tons of the necessary chemical
grout per year for the sealing of leaking sewer lines. In addition to the
chemical grout, we will utilize two types of catalysts which control the gel
rate and consistency of the grouting product and a product for tree root
control. A list is attached of the specific chemicals, usage rates, and prices to
• explain the estimated costs per year of chemical grout. These figures appear
significant, but are quite reasonable in comparison to costs associated with
excavation and replacement of deeply buried sewer lines or the cost of
outside contracted services for sewer line rehabilitation such as "insitu- form."
The availability of a low toxicity grout to be used in our operation. The term
"low toxicity grout" is used in the context of previous formulations which had
a much higher concentration of acrylamide and made those formulations less
desirable to work with from an employee safety standpoint. Research to date
indicates only one chemical grout manufacturer which supplies the low
toxicity grout and meets all other specifications related to our application.
Therefore, we request that the City Council, based upon our investigation of
this product, approve the sole source purchase of ten tons (more or less) of
this product to be utilized yearly in the restoration and sealing of City sewer
lines from Cue Incorporated, Rancho Cordova, California. Chemical grout
products shall be purchased through a contract prepared by the Wastewater
Division, Purchasing Division, and approved by the Legal Department. This
quantity of grout and associated catalyst is estimated to cost approximately
$43,000 per year. A 30 -day withdrawal clause could be stipulated in the
contract to allow the City to withdraw from the contract in the event that
additional sources of this low toxicity grout were located.
