A RESOLUTION authorizing and directing the City Manager to
file an application with the Washington State
Department of Community Development for a grant
for acquisition of property for low income hous-
ing.
WHEREAS, funds may be available from the Washington State
Department of Community Development under RCW Chapter 43.185
(Housing Assistance for Low Income Person - Housing Trust
Funds) for the purchase of unused lots within the City for the
construction of low income housing; and
WHEREAS, the City Council of the City of Yakima deems it
to be in the best interest of the City that an application be
filed to obtain such funding for the purpose mentioned above,
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YARIMA:
The City Manager and City Clerk are hereby authorized and
directed to execute and file the 1990 Washington State Housing
Trust Fund Pre -Application, a true copy of which is attached
and incorporated herein, and if the Washington State Depart-
ment of Community Development consents, to execute and file an
application for such grant, including all understandings and
assurances contained therein, with the Washington State De-
partment of Community Development and the City Manager further
is hereby designated as the official representative of the
City to act in connection with that grant request and to
provide such additional information as may be required.

• Briefly describe your project, detailing the use of Housing
Trust Fund dollars.
This project will provide a $1,500 material grant to a low-income,
elderly/handicapped homeowner for health and safety repairs to their home
with the City of Yakima Office of Housing providing the labor. The
Housing Trust Fund dollars will enable 50 low income families to receive
health and safety repairs to their home.
The issuance of a $1,500 grant, with the Housing Division providing the
labor and other agencies weatherizing the home, enables the homeowner to
realize rehabilitation of their home of approximately $7-8,000 charged by
private market construction.
• Describe your organization's experience in managing low-
income housing programs or other similar activities.
The City of Yakima Office of Housing and Neighborhood Conservation has
been administrating federal and state funded programs for fifteen years.
These programs are under annual monitor and review for compliance.
The Housing Division has eight full time employees.
The City of Yakima's finance, legal and other divisions offer
administrative support and other needed services in relationship to the
operation and maintenance of programs and projects.

• "But -For" Statement:
Without the Housing Trust Fund application approval, the waiting list for
the elderly/handicapped will continue to grow past its current length of
availability of assistance which exceeds five years. Individuals on this list
are living in conditions that are substandard and have no alternative but to
give up independent living for custodialliving quarters through state
institution care. The monthly cost of depended care for one month is more
than the health and safety repair to the home that would extend the
occupancy for another five to fifteen years.
